Meeting called to order by the Chairman.

The City Attorney then advised that the Commission did not have legal authority to grant

After further discussion, Commissioner Chase moved that the matter be referred to the
Zoning Board of Adjustment for further considera~on. Seconded by Commissioner Kadet and carried.
R. L. Melton next appeared with further reference to his request t~t the property st
northeast corner of Park Avenue and llth Stree$ be rezoned for commercial use in order that he
may operate a used car lot thereon, which had been denied by the Zoning Board of Adjustment and
the City Commission. He requested the Commission to give further consideration to rezoning
the property.
Mr. L. C. ~ghes, of ll0$ Magnolia., Mrs. R. T. Warren of 1012 Magnolia Avenue, Mrs. H. B.
Lewie of 1002 Magnolia Avenue, and Mrs. F. E. Bolz of ll01 Park Avenue then voiced their objection
to a used car lot being operated at said location because of being in a residential zone and they
felt that it would be detrimental to the neighborhood because of detracting from the appearance,
decreasing the values of surrounding property and creating a nuisance.
D. K. McNab, Chairman of Board of Deacons of First Baptist Church, voiced the objections
of the Church members because of the Church Parsonage being located across the street from this
location.
After discussion and in view of the request having already been denied by the Commission,
no further action was taken.
Mr. Mitchell of the Banford Builder next appeared with reference to a special edition of
the paper that will be published which will be called the "Banford Story", and stated that it

R. W. Ware, Attorney, next ap~eared on behalf of Paul I. Taylor who was denied the re-
newal of his City license to operate a trailer park on Lots 13, 17 and 18 of Block 20, Dreamwold,
by order of the City Commission at meeting of September 22, because ssid prooerty is not zoned
for commercial use. The City having granted him a license on March 22, 1952, which expired on

a budgetary statement, as he sees fit, and publish as a financial advertisement in the "$anford
Story" edition of the Sanford Builder. Seconded by Commissioner Kadet and carried.
Commle~ oner Kadet next moved that the City Nanager prepare a similar statement for
publication in the Sanford Herald, and same died for lack of a second.
Nr. Ray Herron next appeared with further reference to hie request that a ~raffi¢ elgnal
light be installed at street intersection in front of his place of bue~ness at 2565 Park Ave.,
and was advised that a traffic safety engineer from the State Road Department would make a study
and recommendation on the problem within the next few days.
Joseph Kubik of Winter Park next appeared with reference to the license tax of $100.00
on each operator of coin operated amusement devices, advising that he only operated five machines
and was not financially able to pay such a license tax because of being a disabled veteran of
World War I.
After discussion and in view of disabled war veterans being entitle to a disability ex-
emotion up to $50.00 on occupational license tax, Commissioner Chase moved that Mr. Kubik be
given a reasonable time to produce a disability certificate so as to claim such ex~mption. Seconded
by Commissioner Kader and carried.
Commissioner Kadet next moved that the ordinance imposing license tax on coin operated
amusement devices and operators of such devices be amended so as to eliminate the license of
$100.00 on each operator and ~o increase the license tax on pin ball machines to $25.00 each.
Seconded by Commissioner Ivey and carried over the dissenting vote of Commissioners Carraway and
Chase.
The City Manager next reported that the aerator at water plant is in bad state of repair
and that immediate action should be taken to construct a new one, advising that it is liable~ to
collapse at any time and that it would not be advisable to reconstruct it because of having to
discontinue aeration for at least three weeks during repairs and the water would become contami-
nated during that time. He advised that Engineer Angas had submitted a tentative cost estimate
of $6,000.00 to construct a concrete aerator and $3,500.00 for cypress wood construction, and
was preparing the plans and specifications which would be sufficient to aerate the present source
of supply and also the proposed new well field.
Action deferred, pending study of plans and specifications to be furnished by Engineer
Angas.
Letter next read from Dr. J. N. Tolar, City Physician, recommendir~g that the City not add
Fluorine to its water supply until more research has been made, advising that a number of the
best research scientist have decided that it may do more harm than good.
Thereupon Commissioner Chase moved that the City Attorney prepare an ordinance rescinding
the ordinance providing for the introduction of fluorine into the water supply, on recommendation
of the City Physician. Seconded by Commissioner Carraway and carried.
The City Nanager next reported that the city is making aporoximately 3,500 garbage col-
lections, of which 300 are being picked up from back of premises because of no alley being avail-
able, advising that it was costing'the City approximately $1.00 per month each to render this
additional service.
After considerable discussion Commissioner Chase moved that the garbage collection
ordinance be amended so as to provide that effective December l, where no alleys are available
to service from, the citizens be given an option to pay $1.00 per month for pickup service in

City be increased to $2.00 per month, plus additional $1.00 if picked up from back of premises.
Seconded by Commissioner Ivey and carried.
Consideration next given to complaints received against dogs running'at large, and after
discussion the Commission directed that the public be informed of the provisions of the existing
dog ordinance, and that same be enforced.
On motion of Commissioner Chase, seconded by Commissioner Kadet and carried, the Com-
mission next directed that the matter of removing the City Trailer Park from the public park
property at 4th Street and French Avenue, and establishing it at some other location be referred
to the Planning Board for recommendations.
On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the Com-
mission next approved the application of Harold Hime, Hime's Restaurant, for transfer to ~im
of license issued Lorman's Restaurant to sell beer and wines to be consumed on premises at
2750 Orlando Drive.
On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the Com-
mission next approved the transfer of beer and wines license of J. E. Jones from 311 Ssnford
Avenue to 422 E ~th Btreet.
The request of Ralph Peters that 20th Street be designated a thru street from Nellonvil]e
Avenue east to City Limits was next referred, to the Traffic Safety Committee.
The City Manager next reported that H. H. Nickerson, City Employee died on October 6
while negotiations were in process to increase the life insurance on employees from $500.00'
to $1,000.00, which was authorized by the Commission at meeting of September 23.
Thereupon Commissioner Carraway moved that Mrs. Nickerson be paid $500.00 from the in-
surance fund appropriation to supplement the $500.00 that will be paid her under the City
sponsored group life insurance policy with Prudential Insurance Company, seconded by Commissioner
Chase and carried.
On motion of Commissioner Ivey, seconded by Commissioner Chase and carried, the Commission
next accepted the proposal of Prudential Insurance Company to increase the life insurance on
employees from $500.00 to $1,000.00 at premium rate of $1.71 per month per $1,000.00.
Bid next received from Mexican Petroleum Company to furnish three cars of asphalt at
price of .1211$ per gallon, and in view of no other bids submitted, Commissioner Ivey moved
that same be accepted. Seconded by Commissioner Kadet and carried.
Commissioner, Kadet next moved that a loud speaker be installed in the Commission Room.
Seconded by Commissioner Chase and carried over the dissenting vote of Commissioners Carraway
and Ivey.
Further consideration next given to request of Mr. Rumbley of local office of State
Employment Service to use a sound truck in the colored areas in connection with recruiting
labor, and after discussion Commissioner Chase moved that they be granted a permit for 30 days.
Seconded by Commissioner carraway and carried.
Letter next submitted from John Gray, enclosing check in amount of $100.00 for renewal of
option for an additional 90 days to purchase lots 20 to 30, Lake View Park, at price of
$3,000.00. Said purchase option having expired on August 26, 1952.
Thereupon Commissioner Ivey moved that Mr. Gray be granted an additional 90 days, com-
mencing August 27, to purchase the aforesaid property. Seconded by Commissioner Chase and
carried.

Thereupon the Chairman announced that the City Commission of the City of Banford,
by unanimous vote had passed and adopted said Ordinance No. 505, entitled:
AN ORDINANCE OF THE CITY OF BANFORD, FLORIDA, AMENDING SECTION 1
OF ORDINANCE NO. ~51, PASSED AND ADOPTED MARCH 28, 1949, WHICH
ORDINANCE PROVIDES FOR A TAX ON ADMISSIONS TO THE BANFORD MUNICI-
PAL ATHLETIC FIELD AND THE DETAILS RELATING T~IERETO, AND WHICH
SECTION PROVIDES FOR THE LEVY, ASSESSMENT, COLLECTION, AND PAY-
MENT OF SUCH TAX, BY CHANGING THE AMOUNT OF TAX FOR EACH GENERAL
ADMIBSION TICKET BOLD OR ENTRY FEE PAID TO TEN CENTS WHEN, EXCLU-

Commissioner Carraway next introduced Ordinance No. 509, entitled:
(AN ORDINANCE PERTAINING TO CLOSING HOURS OF VENDORS OF ALCOHOLIC
BEVERAGEB- THE CITY ATTORNEY HAS THE ORDINANCE)
and same was placed on its first reading and read in full.
On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the Com-
mission next authorized a Quit-Claim Deed from City to John E. Price on Lots 5 and 6 of Franklin
Terrace. Title to these lots having been vested in City at one time thru foreclosure of tax
liens.
On request of Mr. Ben Small, Manager of Valdez Hotel, the Commission next authorized
reactivation of street light on Commercial Street approximately 150 feet east on Park Avenue.
There being no further business the meeting adjourned.
