Attorney Volie A. Williams, City's representative for acquiring rights-of-way for widening
French Avenue, Raymond M. Ball and C. A. Whlddon, Sr., members of right of way Appraisal Board,
and E. H. Beardsley and George Bittner, representatives of Sun Oil Company, next appe~red with
reference to the right of way to be acquired from Sun Oil Company which was appraised at $$,957.84,
including cost of relocating loading station and fence. Same having been based on relocating the
loading station on adjacent property to be acquired from the City instead of moving their office
building and tanks ac as to reconstruct it on the Oil Company's property. Messrs. Beardsley and
Bittner stated that it was their understanding that the tract of land, size 35' x 25' which the
City had agreed to sell them at price of $1,500.00, would be included in the appraisal price in
addition to the $$,957.85, because of the additional cost that would be involved in moving the
office building and tanks in order to place the loading station back on their property.
After considerable discussion the matter was referred to the Appraisal Board.
Mr. Ray Herron next appeared with further reference to the traffic problem in front of
his place of business at 2565 Park Avenue and requested the City to cut off the north half of
the triangle park at intersection of Park Avenue and. 25th Street and make it a pert of the street,
offering to pay his pro rata of cost of such change.
After discussion and on advice of the City Attorney that the State Road Department own
the west portion of the park, action was deferred, pending receipt of report from the traffic
engineer of State Road Department concerning recommendations for this intersection, aa result of
recent survey.
Richard G. Healy next apoeared on behalf of the P. T. A. of Bouthslde Primary School and
requested the Commission to give them 18 lights and reflectors from the field floodl%vhting
system at the old baseball park for installation on the school grounds, advising that Florida
Power & Light Company had agreed to furnish the poles, local electricians to install them, and
the School Board to maintain and pay the light bills.
Thereupon Commissioner Chase moved that the City loan the $outhslde P. T. A. 18 lights
and reflectors for lighting the school grounds, and if they are installed and placed in service
within one year, that the City give them the lights. Seconded by Commissioner Kadet and carried.
Ed. Cowan, James Young, R. J. Jeffcoats and Charles Flanders, residents in the block be-
tween Catalina Drive and 20th Street, and Locust and Mellonvllle Avenues, next apo~ared and re-
quested that the City take $ctlon to acquire the necessary right of way for opening an alley in
said block, advising that t~y had secured a signed petition from all the oroDerty owners within
the block except two, agreeing to convey the lend to the City for the right of way and submitted
it sometime ago, but was informed that no action could be taken by the City. unless all the property
owners agreed to convey the right of way.
Thereupon Commissioner Carraway moved that the City Manager investigate and report at next

rescinding dedication for public use of the S.~0 ft of Lot 7 and N. 10 ft of Lot 8, Orange
Heights, and after discussion, in which it was revealed that the Board of Public Instruction
propose to sell the aforesaid property, action was deferred pending further consideration.
On motion of Commissioner Chase, seconded by Commissioner Ivey and carried, the request
~ Dr. Harold K. Ring for a reserve parking space on west side of Atlantic Bank Building was
next ordered tabled.
Petition next submitted from sixteen residents within vicinity of Chapman Avenue and
Second Street that a street light be installed at the street intersection, and on motion of
Commissioner Kadet, seconded by Commissioner Chase, same was authorized.
~ Request next submitted from Mrs. E. R. Remey, of 405 W. 20th Street, that a street light
be installed in middle of block between Elm Avenue and French Avenue, and on motion of Com-
missioner Kadet, seconded by Commissioner Chase, same was authorized.
On recommendation of Chief of Police in connection with request for installation of street
lights at intersection of Avocado Avenue and 7th,..Sth, i. 9th and 10th Streets, Commissioner Carts-
way next moved that a light be installed at intersection with 10th Street orovided there will be
no extra installation charges. Seconded by Commissioner Kadet and carried.
Pursuant to ~quest of Lt. J. L. Coleman for installation of street light at intersection
of 24th Street and Bel Air Boulevard, Commissioner Carraway next moved that the City Manager be
authorized to negotiate with Florida Power & Light Company to install necessary number of lights
to serve that area. Seconded by Commissioner Kadet and carried.
On motion of Commissioner Carraway, seconded by Commissioner Kadet and carried, the re-
quest for installation of street light at intersection of llth Street and Jessamine Ave., was
next ordered tabled.
On motion of Commissioner Chase, seconded by Commissioner Ivey and carried, the request
for installation of street light at intersection of 2$th Plsc~ and Sanford Avenue was next
ordered tabled.
Application next submitted from J. E. Jones to transfer his beer and wines license from
~22 E tth Street back to 311 Sanford Avenue., and on motion of Commissioner Carraway, seconded
by Commissioner Chase and carried, same was denied upon request of Chief of Police
Ordinance No. 509, entitled:
An ORDINANCE OF Tpr~ CITY OF BANFORD, FLORIDA, AMENDING SUBSECTION
(a) OF SECTION 9 OF ORDINANCE NO. 256, PASSED AND ADOPTED JUNE 28,
1937, AS AMENDED BY ORDINANCE NO. $50, PASSED AND ADOPTED MARCH 15,
t959, SAID ORDINANCE RELATING TO THE SALE OF INTOXICATING BEVERAGES
AND WINES AND BEER, SAID SUBSECTION RELATING TO HOURS OF SAlE THEREOF,
AND THIS AMENDMENT EXTENDING THE HOURS OF SALE AND REMOVING THE RE-
QUIREMENT THAT VENDORS KEEP THEIR PLACES OF BUSINESS CLOSED DURING
HOURS WHEN BALE IS PROHIBITED.
introduced and placed on its first reading at regular meeting of October 13, was next submitted
for further consideration.
Rev. McInnls then appeared before the Board and voiced his objections to the section of
the foregoing ordinance which removes the requirement that vendors keep their places of business
closed on Sundays when sale of alcoholic beverages is prohibited, stating that he felt it would
be encouraging such vendors to violate the ordinance by bootlegging such beverages.
After being informed that the proposed amendment was to provide for vendors of food
supplies such ae restaurants and grocery stores to remain open on Sundays w~thout violating
the provisions of the ordinance, which they are now being allowed to do, Rev. McInnis recommended
that the types of business be defined in the ordinance so as to allow only those who are engaged

After further discussion, in which Chief of Police Williams concurred in the recommendations
of Rev. McInnis, Commissioner Kader moved that Ordinance No. 509 be tabled, and that a new Ordinance
be drafted embodying the aforesaid recommendations. Seconded by Commissioner Chase and carried.
On recommendation of Mayor Stemper, and on motion of Commissioner Chase, seconded by Com-
missioner Carraway and carried, A. L. Wilson and Ira E. Southward were next appointed as members
of the Planning Board, subject to their acceptance, to fill the vacancies crested by resignation
of Roy Britt and John M. Senkarik.
Letter next submitted from the Planning Board recommending that the City owned property
bounded on South by alley immediately North of the Bus Station, North by the Diamond Ball field,
East by Pslmetto Avenue, and West by Hood Avenue, be retained by the City as a parking lot and
that same be improved and marked off, and that consideration be given to the possibility of in-
stalling parking meters that would allow five hours parking for a nominal sum.
The City Manager then submitted a cost estimate of a p;~oximately $2,000.00 to improve
and mark of the aforesaid property for a public parking lot.
After discussion Commissioner Carraway moved that the City proceed immediately to improve
the property for a public parking lot in accordance with the plans outlined by the City Manager.
Seconded by Commissioner Ivey and carried.
On motion of Commissioner Ivey, seconded by Commissioner Carraway and csrried, the Com-
mission next appropriated the sum of $2,000.00 for the aforesaid purpose.
Pursuant to recommendation of the Planning Board that the City Trailer Court located on
the Public park at 4th Street and French Avenue be moved to the City owned property at northwest
corner of Gulton Street and Holly Avenue, the City Manager next reported that an inspection had
been made of the proposed site which was found to be low and swampy and not Suitable for this
purpose, and the Commission instructed that this inforEation be conveyed to the Planning Board.
On recommendation of Commissioner Carraway, the traffic problem at intersection of 18th
and Maguolla Avenue was next referred to the Traffic Committee.
On recommendation of the Tax assessor, and on motion of Commissioner Carraw~y, seconded
by Commissioner Ivey and carried, the Commission next authorized a rebate in sum of $39.65 to
Mr. & Mrs. Theodore Judt on taxes paid for years 1949, 1950 and 1951 on Lots 5 and 6, Wellington's
Add., due to error in the assessed valuation for those years.
On motion duly carried, Carl Prisoc was next appointed to serve as an election official
at the Municipal General Election to be held on Nov. 4, 1952, in place of Byrd J. Goods who is
unable to serve in this capacity.
Letter next submitted from Atlantic & Pacific Tea Company requesting that the assessed
valuation for year 1952 on personal property at their store at 200 Magnolia Avenue be reduced
from $17,500.00 to $15,500.00, and on motion of Commissioner ~arraway, seconded by Commissioner
Ivey and carried, same was denied.
Commissioner Chase next introduced Ordinance No. 510, entitled.:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, REPEALING AND RESCINDING
ORDINANCE NO. 482, PASSED AND ADOPTED DECEMBER 26, 1950, WHICH PROVIDED
FOR THE INTRODUCTION OF FLUORINE TO WATER DISTRIBUTED TO CONSUMERS
THROUGH THE MUNICIPAL WATER PLANT.
and same was placed on its first reading and read in full.
Commissioner Ivey next introduced Ordinance No. 511, entitled:
AN ORDINANCE AMENDINC ORDINANCE NO. 24, RELATING TO THE COLI~CTION
AND DISPOSITION OF GARBAGE, PASSED Ah~ ADOPTED JULY 25, 1921, BY
ADDING THERETO A PROVISION FOR BPECIAL PICK-UP SERVICE IN CERTAIN
CASES AND THE FEE TO BE PAID FOR SUCH SERVICE.

Commissioner Kadet nex~ introduced Ordinance No. 512, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION
ONE OF ORDINANCE NO. 508, PASSED AND ADOPTED SEPTEMBER 23, 1952,
BY ELIMINATING THE LICENSE THEREIN REQUIRED IN CERTAIN CASES
FOR OPERATORS OF AMUSEMENT DEVICES, AND REVISING THE AMOUNT OF
THE LICENSE FEES THEREIN PROVIDED FOR AMUSEMENTS.
and same was placed on its first reading and r sad in full.
The matter of furnishing a heater for the new tourist building and repairing floor in
Chamber of Commerce Building and treating it for termites was next referred to the City Manager
for obtaining cost estimates.
The City Manager was next directed to enforce the ordinance pertaining to trapoing
downspouts connected to sanltarys ewers.
The City Manager next submitted cost estimstes of Hubbard Construction Company for paving
West 12th Street, and ~me were taken under advisement.
Due to the increased flow of traffic in the business section, Commissioner Carraway
next moved that the Parking Meter Ordinance be amended so as to make ~he meters effective
from 8:00 A. M. to 6:00 P. M. on all days except Sundeye and designated holidays. Seconded
by Commissioner Kadet and carried.
Consideration next given to employees inviting guest to the annual barbecue for employees,
and after discussion it was decided to limit it to their immediate families.
The City Manager was next authorized to call for bids on the sale of Junk accumulated
by the City.
Letter next submitted from the members of the Fire Department requesting that their
salary be increased so as to equal the salaries of comparable officers and members of the
Police Department, and after discussion Commissioner Carraway moved that tbs request be denied.
Seconded by Commissioner Kadet and carried.
There being no further business the meeting adjourned.
