The Oity Commission of the City of Sanford, Florida, met in regular session at the City
Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., November 10, 1952:

Meeting called to order by the Chairman.
On motion of Commissioner Carraway, seconded by Commissioner Kadet and carried, minutes
of regular meet%ng of September 8, adjourned meetings of September 15 and 16, regular meeting
of September 22, adjourned meeting of September 23,, regular meetings of October 13 and 27,
and special meeting of November 5, 1952, approved.
Monthly reports of Streets, Sanitation, Health, Water, Fire,
merits for month of October 1952, submitted and examined.
Current invoices and payrolls for month of October 1952, as
8531 thru 8677, approved and payment authorized.

Archie Harriett next appeared with reference to his proposed septic tank cleaning business
and requested permission to pump the refuse collected from septic tanks into the City's sanitary
sewer, offering to pay a license or fees for using the sewers for this disposal.
After discussion the Commission granted Mr. Harrlett permission to use the sanitary
sewers for such purpose on trial basis, and the City Manager and City Attorney were directed to
work out recommendations relative to a license or fee for use of

Mr. Fred R. Wilson, Attorney for County Board of Public Instruction, next appeared with
further reference to the Commission adopting a resolution concurring with the County Commissioners
in rescinding the dedication for public use of certain lots in Orange Heights Subdivision.
Thereupon Commissioner Carraway introduced Resolution No. 813, and after being read in
full, moved its passage and adoption.

COUNTY, FLORIDA, OF DEDICATION OF CERTAIN PROPERTY IN THE A~DED
PLAT OF ORANGE HEIGHTS TO ~UBLIC USE FOR PUBLIC SCHOOL PURPOSES,
AND REBCINDING RESOLUTION NO. 689, PASSED AND ADOPTED BY THE CITY
COMMISSION APRIL 23, 1945, INSOFAR AS THE SAME RELATES TO SAID
PROPERTY.
WHEREAS the Board of Public Instruction of Seminole County, Florida, by Resolution
adooted September 11, 1952, requested the Board of County Commissioners of Seminole County,
Florida, to rescind its Resolution adopted May 9. ~9Z~5, dedlcsting certain lands to public
use and ourooses, insofar as said dedication applied to the land situate in Seminole County,

dedicating the above described lots, pieces, and parcels of land to the public use and purposes,
insofar as said Resolution related to the above described lots, pieces, and parcels of land,
said Resolution to become effective upon concurrence therein by the City Comm~.selon of the City

of Sanford Tourist Club, next appeared and re-
quested the City to furnish the new tourist building with 50 folding chairs from the municipal
stadium during the winter season, advising that the Tourist Club was purchasing tables for the
building.
After discussion and on advise that the chairs at municipal stadium are not available for
such purpose, Commissioner Carrawey moved tbmt the City Manager be authorized to obtain bids on
pur(~hase of 50 folding chairs for the tourist club building. Seconded by Commissloncr Chase
and carried.
J.M~rion Harman, Sr., Chairman of the Traffic Committee, next appeared, on behalf of the
Commit%¢e and submitted the following recommendations, which were t~ken under advisement.
RECOMMENDATIONS OF THE TRAFFIC COMMITTEE
To the Sanford City Commissioners November 10, 1952.
The following recommendations are submitted by the Traffic Committee subject to
adoption by the Sanford City Commissioners:
1. That stop signs be placed at 18th, 19th,21st, 22nd and 23rd Streets at the

3. That no parking be allowed on 13th Street, from Sanford Avenue to French Avenue, but,
providing parking for customers of Central Florida Quick Freeze Plant. i

4. That one, and only, pedestrian crossing be establish at Seminole High School on
French Avenue.
5. That ali trucks be prohibited from parking on First Street from Railroad Avenue to
Sanford Avenue.
6. That plans be undertaken immediately to eliminate diagonal parking on First Street
and to eliminate the "No Left Turn" at First Street and Park Avenue.
7. That a sign be devised and placed at Park Avenue and Commercial and at Park Avenue
and Lakeshore Boulevard calling attention to "Public Parking" for cars, trucks and house-trailers,
convenient to business area.
8. That Police cars be prohibited from parking in any public parking space in the Sanford
business district except in emergencies and actual investigations.
9. That proper signs be erected on east First Street calling attention to "Slow Driving"
through playground area in Fort Mellon Park.
lC. It is recommended that Chief of Police Roy Williams instruct all police officers to
issue "Warning Tickets" for every violation that they observe. Many of these violations noticed
by traffic committee members include "Running Stop Slgns~ "Pulling out in front of fast moving
traffic", "Running Oautlon Lights", "U Turns", "Not observing speed zones" and "Speeding".
ll. That a program of education be conducted over a long period of time with pamplets,
mimeographed traffic ordinances, printing folders, car tags, and through other methods. Printed
materials to be placed in cars regularly throughout the Sanford area.
The Traffic Committee relizes that the public must be made aware of the fact that little,
and unnoticed violations, cause many severe accidents. A slogan that might be adopted can read
"Accidents will happen until we stop them with safe habits".
The Traffic Committee also requests a Joint meeting with the City Planning Board to dis-
cuss additional recommendations for major changes and traffic problems.

Mr. Davis of the Super Shoe Service Store next appeared with reference to advertising his
business by paying money into parking meters where vehicles have parked overtime, and placing a
card on the windshield calling attention to this courtesy service.
After discussion and on advice that such advertising is in violation of the City's
handbill ordinance, Commissioner Chase moved that the ordinance be amended so as to provide for
placing advertisement cards ,on windshields thru courtesy parking meter pa~vments, limiting the
size of the cards. Seconded by Commissioner Carraway and carried.
Paul S. McKenzie next appeared and requested the City to remove three palm trees from the
parkway in front of his new dwelling at northeast corner of Ssnford Avenue and Rosalie Drive.
Also, requesting permission to remove a mailbox from said parkway.
In view of City's policy of not removing trees from parkways unless t hey are hazardous,
Commissioner Kadet moved that Mr. McKenzie be granted permission to remove the trees at his own
expense. Seconded by Commissioner Chase and carried. The matter of removing the mailbox was
referred to the Postmaster.
Geo. H. Williams, Jr., Auditor of the firm of Vineyard and Company, Certified Public Ac-
countants who are making the annual audit of the City's records, next appeared and requested a

on Valencia Drive requesting the City to ope~ an alley in back of their property
from Sanford Avenue to Locust Avenue for the collection of trash and garbage, and in view of
there being no right of way for an alley in this block, Commissioner Kadet moved that the City
apen the alley if feasable, provided the property owners furnish thel~ecessary easement. Seconded
by Commissioner Chase and carried.
J. E. Jones next appeared and appealed ~o the Commission to reconsider his .application to
transfer his beer and wines license from ~22 E 4th Street to his restaurant at 311 San~ord Ave.,
which was denied at the meeting of October 27. He stated that he did not tmve sufficient help
to operate both places, that he w~s also operating a boarding house and would have to keep b~s
restaurant open on Sundays in order to feed hie boarders.
After further discussion, Commissioner Kadet moved that the appeal be denied. Seconded
by Commissioner Chase and carried.
The City Manager next reported on the request of property owners on Catalina Drive for
opening an alley in back of their property between Locust and Mellonville Avenues, and recom-
mended that the alley be open provided the property owners furnish the City with the right of way.
Thereupon Commissioner Ch~se moved that the City open said alley, subject to the .property
owners furnishing the City with the necessary easement. Seconded by Commissioner Kadet and carried.
Robert Young next appeared with reference to the parking space designated for his taxi-cabs
in front of his stand on E. Third Street and advised that he is now operating three taxi-cabs and
needed an additional space. He also advised that the parking lines and sign had worn off the
stre~t and causing confusion from other vehicles parking in the space.
After considerable discussion, the City Manager and Chief of Police were authorized to
repaint the parking lines and install an upright sign for the space designated for taxi-cabs, and
if further changes are recommended, to report et next meeting.
Pursuant to letter from Mrs. Raymond Lundquist, of 1703 Magnolia Avenue reouesting signs
stressing slower speed for protection of children on Magnolia Avenue between 15th and 18th Streets,
the City Manager was directed to Install "Children at Play" signs alon~ said street.
The City Manager next reported, on meeting with State Road Department Engineers in regards
to traffic problem at street intersection in front of Ray Herron'e place of business on south
Park Avenue, advising that their report of recommendations would be forthcoming.
The City Manager next reported that Florida Power & Light Comgany had made a survey on
the request for street lights in Wynnewood and ere laying out plans for Installing eight lights
in this section.
Letter next read fr$m Ira E. Southward declining the acceptance of appointment as a member
of the Planning Board, for business reasons.
Letter next read from Arthur L. Wilson accepting the aDpo~ntment as a member of the
Planning Board.
The City Manager next submitted a proposed Ordinance relative to handling trash, and same
was taken under advisement.
Consideration next given to~e plans and eoeclflcatlons for constructing a new concrete
aerator for the water plant, as prepared by Engineer Angas, and after study and discussion of
same, Commissioner Carrsway moved that the City advertise for bids for constructing the aerator.
Seconded by Commissioner Kadet and carried.
Bid next submitted, from Miller Radio and appliance for furnishing a speaker system for the
Commission Room, and after discussion the City Manager was directed to endeaver to obtain other

ance in connection with their recent Water Ski Show on Lake Monroe.
Letter next read from Mrs. E. C. Williams, Secretary of Seminole County Children's Com-
mittee of the Florida State Children's Commission, expressing their appreciation for the summer
recreation program conducted by the City and requesting a similar program for 1953. Also, point-
ing out the benefits to the children of the community from such activities.

Inspector Gillon was next authorized to attend the meeting of Southern Building Codes Congress
to be held in Greenville, S. C. on November 16-19, the expense in connection therewith to be
borne by the City.
