City Commission, Sanford, Florida, . .... 19 52 NEPTUNE METER COMPANY, ATLANTA, GEORQIA (METERS ONLY) 100 Water Meters (Neptune Trident) 5/8 x 3/h" $ 2,000.00 Thereupon after comparison of prices submitted and quantity of materials bid upon, Comm..issioner Kadet moved that the bid be awarder to Florida Valve & Fitting Company on all items except the water meters at price of $7,208.33, and that Neptune Meter Company be awarded the bid for furnishing 100 water meters Et price of $2,000.00. Seconded by Commissioner Chase and carried. Mr. John E. Fox, further reference to the Right of Way Agent for State Road Department, next appeared with right of way to be acquired from Sun Oil Company for widening French Avenue of which the appraised value of $$,957.84 was not acceptable by the oil company. After discussion the matter was referred to the Appraisal Board to meet with the Com- mission at next regular meeting for further consideration. Mrs. J. M. Stlneclpher of Seminole High School PTA next appeared relative to use of City auditorium for Youth Center (Celery Crate). She outlined the activities of the Celery Crate, the number of attendants, rules and regulations, stating that they always had a chaperon in charge of the programs. Mrs. Stineclpher advised that the Celery Crate used the auditorium every Saturday night during school term and that the Junior High School used it some on Friday nights, but that the Celery Crate-PTA had complete control of it during this period. Mr. H. B. Dudley, representative of Park-O-Meter Company, next appeared and demonstrated their new 1953 oarklng meter, and recommended that the City install meters that will allow 1-hr parking for .05¢ and 10-hrs. for .25~ in the parking lot be~dnd the Bus Station. He stated that he hsd made a survey of the lot and found space for at least 90 meters which would bring in approximately $6,500.00 annual]y, advising that the price of the meters were $56.50 each or $65.50 installed, which coula be paid from 50% of fees received from the meters. ~fter discussion the matter was t~ken under advisement. Dr. George H. Starke next appeared on behalf of the Alpha Phi Alpha Fraternity and ad- vised that they were sponsoring a football game on Thanksgiving day to be played in Banford by Crooms Academy and Eustis, of which the proceeds would be use8 to assist students who are not financially able to pay for their education. He then requested permission to parade on the streets and also to use the municipal stadium for the footbel]~ game. Thereupon Commissioner Kadet moved that the Alpha Phi Alpha Fraternity be granted per- mission to use the municipal stadium on Thanksgiving day for their football game and also to con- duct a parade. Seconded by Commissioner Chase and carried. Mr. Robert M~ Angas of Engineering firm of Robert M. Angas and Associates, next sppearea with further reference to the proposed sanitary sewerage and water works improvements. He re- ported on City's application to Federal Housing and Home Finance Agency for financial assistance under P~blic Law 139, ststing that said Agency had advised that the City woul~ be entitled to a grant of approximately 20% of the cost of the oroJects but there were no funds left in the Federal appropriation for such purposes. The Commission then proceeded to a lengthy study and discussion of the proposed sewer- age improvements, and ways and means of financing the project. Mrs. Angas submitted a pro- pose8 sewer charge to customers of minimum of $2.00 a month for first five fixtures, .30~ each for next five, .20~ each for next lC, and .lO~ each for all over 20, which he estimated the City would receive~$9,000.O0 a month, and same was taken under consideration. 465 MINUTES City Commissio~ Sanford, Florida,_~?~.~_~.~r !.Z....~.~...~...~m.~.~ ........ 19...~ A. Construction of Con~te Box Drain in Pump Branch 225.000,0Q TOTAL $ 1,216,507.00 Mr. Angas then submitted cost estimate of a dditional $250,000.00 for a primary treat- merit plant which would provide 100% treatment during dry weather and only about 60% during rainy weather because of the combination sanitary and story sewerage system. He advised that from a heslth standpoint the treatment plant was not necessary at this time because the proposed inter- ceptor line would eliminate any polution in the lake in front of the City, and recommended that it be left off until the population reached seventeen or eighteen thousand. Mayor Stemper s~ated that he would like to have the treatment plant included in the pro.ct and believed that most of the citizens felt the same way, and recommended that it be added. Commissioners Ivey, Chase and Kadet all stated that they would be in favor of the treatment plant if it was necessary, but in view of the total cost of the entire project, it would be placing too much of a debt on the citizens at this time, and they felt that the savings in interest on investment, the maintenance, operation and depreciation cost would amount to a sum sufficient to construct the plant at such time it is needed. After further discussion, Commissioner Ivey moved that Engineer Angae be authorized to proceed with preparing detail plans and speclficstions on Item A, B, C and D of the improvements to ~he sanitary sewerage system, of which the estimated cost is $1,216,507.00. Seconded by Commissioner Kadet and carried. Engi~ee~ Angae next submitted plans on the proposed water works imnrovements, of which cost estimates amounted to $329,000.00 with City owned diesel operated power and $250,000.00 to purchase power for the wells and plant. After discussion, action was deferred, pending information to be obtained by Engineer Angas on cost comparison of diesel operated power with purchase power. On motion of Commissioner Chase, seconded by Commissioner Ivey and carried, the City Manager was next authorized to allow t he manager of the golf course the temporary use of the City's small roller for rolling the fairways. On recommendation of the Mayor, and on motion of Commissioner Kadet, seconded by Com- missioner Chase and carried, Thomas A. Vaughan was next appointed aea member of the Planning Board subject to his acceptance, wi~h William Bush, Jr., as second choice, should Mr. Yaughan decline.
