December l, at 8 ~ M 19 52 City Commission, Sanford, The City Commission of the City of Sanford, Florida, met in adjourned session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. Sayer City Manager Thcs. L. Lemon Chief of Police R. G. Williams Meeting called to order by the Chairman. Geo. H. Williams, Jr., Gordon L. Bradley and Vernon Vineyard, auditors of the firm of Vineyard & Company, Certified Public Accountants, who are making the annual audit of the City's records for fiscal year ended September 30, 1952, next appeared with reference to the form of audit report to be prepared and submitted. They submitted copies of audit reports of several other cities for comparison, advising that they had made a thorough study and comparison and found that the annual reports prepared for S~nford are more comprehensive and in detail than those of other Cities, and pointed out the advantages of hsvlng all the information furnished in the various schedules, which they would continue furnishing unless the Commission had some suggestions and recommendations for changes. Mr. Williams advised that they had almost com- pleted the audit and found the records in good condition, and made the following recommendations, which were taken under advisement: That an improved tax billing system be installed to replace the outmoded system mow in use; thst a card system be inst~lled to record all delinquent taxes so as to eliminate having to continue referring and posting to the delinquent tax rolls; and that all salaries and wages be paid by check instead of cash, which is now being paid on the weekly payroll. Mr. Williams next submitted a proposal for suditing the books on one, three and five year basis, end pointed out the advantages to both the City and the ~= in having the audit under contract for more than one year, and same was taken under advisement. J.P. Holtzclaw, Manager of Sanford Coca-Cola Bottling Company, next appeared and re- quested permission to paint greeting signs on the east and west sides of City's dock warehouse, advertising coca-cola and Sanford by using the words "$~nford Welcomes You" or ~Imilar greet- ings, and after discussion, action was deferred pending further consideration. Bids for furnishing motor vehicles and hesvy equipment in accordsnce with specifications furnished by the City and advertised in the Sanford Herald on October ~l, and November 5, 1952, which were opened publicly at ~:00 o'c2ock P. M. on November 17 and 18, and now on file in She City Clerk's office, were next submitted for consideration: The City Manager then sdvised that the City had funds in amount of $15,000.00 to apply toward purchase of such equipment, which were aoproprlated in current budget for such purposes, end that the local banks had agreed to finance the balance over a period of three years at in- terest rets of ~% per annum. Thereupon after a lengthy study and comparison of prices submitted, specifications of equipment bid upon, the allowances on trade-ins, and taking into consideration the tabulated recommendations of Engineer Robert M. After discussion Commissioner Ivey moved that the City grant them a permit to conduct the circus and to operate a sound truck in connection therewith. Seconded by Commissioner Chase and carried. Commissioner Chase then moved that the City waive the license tax on the circus and sound truck for the Junior Chamber of Commerce. Seconded by Commissioner Kadet and carried. Request next received from Junior Chamber of Commerce for the popcorn and candy concessions for the Christmas parade and for waiver of the license tax, and on motion of Commissioner Chase, seconded by Commissioner Kadet, same was granted. Letter next read from the Nativity Committee presenting the City with the Nativity Bcene, together with paid invoices and insurance policy covering same, which will be displayed at the bandshell during the Christmas holidays. The presentation being made with request that the Nativity, as a whole or any part of it, will not be used for any commercial or advertising purpose. Thereupon Commissioner Kadet moved that the Nativity Scene be accepted by the City with thanks and appreciation. Seconded by Commissioner Ivey and carried. The City Attorney next reported on receipt of letter from the Navy Department advising that the option on the airport property had been executed and that the checks for payment would be forwarded as soon as the title is approved.
