Sun 0il Company, relative ~o a satisfactory price for the tract of land, size 35' x 25', to be
acquired from the City for the purpose of relocating their loading station on, for which the
Commission had established a sale orice of $1,500.00, etstlng that Mr. Beardsley had advised
that it would take at leJ~st three months to get the comoany's approval on any price over and
above the $~57.8~ which they ~had orevlously offered.
After discussion the offer was again declined and no further action taken.
Mrs. F. E. Cooper, Jr., next apoeared and requested the Commission to vacate and close
the dead-end alley adjacent to her residence at 1702 Magnolia Avenue because of it being of no
benefit for serving the property in that blovk. She advised that they would be willing to
convey to the City a right of way across the west end of her property for a north and south
alley at such time the City is able to acquire the belance of right of way from the other
property owners in the block.

Meeting called to order by the Chairman.
On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, minutes
of adjourned meeting of December l, and regular meeting of December 8, 1952, approved.
G. W. Spencer, President of Seminole County Chamber of Commerce, next appeared with
reference to entering a Seminole County float in the Governor's Inauguaration parade in Talla-
hassee on January 6, 195S, advising that the expense in com~ection therewith would amount to
approximately $1,000.00 and requested the City to contribute $200.00 toward such cost.
After discussion Commissioner Chase moved that the City contribute $200.00 ~oward cost
of preparing end entering the float in the Inauguration parade. Seconded by Commissioner
Carraway and carried.
Volie A. Williams, Jr., next apoeared and gave a progress report on acquisition of
rights of way for widening French Avenue, advising of having secured deeds to thirty-three of
the sixty-nine parcels and of seven others in the process of being signed. He also reported on
recent trip to Tallahassee to confer with State Road Department officials in an endeavor to ex-

generators at the water plant. They stated that the generators had to oroduce 2750 volts in order
to provide for loss in line and deliver-2h00 volts to the wells, which was being boosted to
.3000 volts in order to start all motors, and that t'hia was causing a surge of from 550 to 600
volts on the 440 volt starters and motors and causing them to burn out. They further advised
that in order to correct this condition the City would have to instal] larger generators and
diesel engines, and recommended that the City purchase power for 1he well fields and plant, and
use the existing diesel power units for emergency purposes instead of purchasing the larger units.
Engineer Angas then submitted and estimated como~rlson of cost of ooerating with diesel
power with that of purchase power, showing a savings of approximately $150.00 per month by our-
chasing pG,'er and using the diesel engines during the hours from 5:00 to 9:00 P. M. during the
three winter months peak load season. He then recommended that the well field be changed to
purchsse power immediately, and to convert the plant at a later date after the actual cost esti-
mate is prepared.
Thereupon after considerable discussion, Commissioner Chase moved tb~t ~e City arrange
to convert the well fields to ourchase power as soon as practical. Seconded by Commissioner Ivey

G. A. Muffley next apoesre~ on behalf of the local

field property abutting on Orlando Highway, and after discussion, Commissioner Carraway moved
that the matter be referred to the City Attorney and City Manager for study and recommendations.
Seconded by Commissioner Chase and carried.
Anna Henderson, colored, next appeared and requested permission to use the municipal
stadium on Sunday P.M. February 15, for conducting a s~nging program which the colored churches
are soonsorlng. She also requested the Commission to waive the admission tax and the require-
ment for public liability insurance coverage.
After discussion it was felt that the cost of public liability insurance on the stadium
would be prohibitive for onlz one day's coverage, and on motion duly carried, the Commission
directed that the City insure it against public liability damages, if such insurance can be
secured at a reasonable rate, and to prorate such cost to the individuals using the s~adlum.
Commissioner Chase then moved the. t Anna Henderson and her group of people be granted
permission to use the atadium on February 15, and that they pay the City the tax on admission
an8 a pro rata of oubllc liability insurance cost. Seconded by Commissioner Kadet and carried.
The request of Quintus Rny for City to .vacate the unused alley next to his residence
at 1215 W. First Street in order that he may fill in ~he oroperty surrounding his dwelling
because of being low and swampy, was next referred to the City Manager for recommendations.
Mr. Loomis C. Leedy of Leedy, Wheeler & Alleman, Inc., Bond Borkers of Orlando, next
appeared with reference to submitting a proposal for acting as Fiscal Agent for the City in
financing the proposed sanitary sewerage and water works improvements. He outlined in detail
the service of a fiscal agent and the procedure ~n issuing and selling the bonds or revenue
certificates to finance the cost of such improvements.
After a lengthy discussion the Commission advised that the City plan to accept proposals
from a number of other investment brokers who are interested in acting as Fiscal Agent, and a
date would be set for receiving sa~e.
Letter next read from Karlyle Houeholder tendering his resignation as Municipal Judge,
effective as of December 31, 1952, due to the fact that he wil~ assume the duties as County

After considerable discussion, action was deferred until December 29, on the applications
for position of Municipal Judge. :
Letter next read from the Planning Board approving the proposed rezoning of Lots I to 5
of Block ll of Tier 8, E. R. Trafford's Nap, for Commercial use, of which a Public Hearing
wil~ be held to consider same on Dece~ber 29. The Planning Board also recommended that the
existing ordinance regulating the storage of gasoline be amended so as to limit the size of
underground tanks at service stations in residential and retail commercial dlstrict~ to a capacity
that will not endanger life and property.
Apollcatlon next received from George Love, colored, for permit to operate a taxi-cab,
and on recommendation of Chief of Police, same was denied.
The petition from residents on W. 14th Street that the City make certain improvements to
the street was next referred to the City Manager for investigation.
Commissioner Ivey next brought up for further consideration tk~ matter of installing
parking ~e~ers on Rand Avenue and Commercial Street, and same was referred to the City Manager
and Chief of Police for a report.
On motion of Comr~issioner Ivey,

and payable as follows: the initial two weeks, of Nine Hundred Dollars,
$900.00 is to be in advance upon the signing of this contract, as a retainer
fee, and thereafter, payable by the week, exceot for the last payment which
