The first order of business was a Public Hearing to consider rezoning certain district of the Zonlng Ordinance in accordance with the following legal notice published in the Sanford Herald on December 10 and 17, which was read in full: NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMEndMENTS IN CERTAIn[ DISTRICT OF THE ZONING ORDINANCE OF THE CITY OF SANFORD,FLORIDA. No~ice is hereby given that a Public Hearing will be held at the office of the City Commission in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P.M. December 29, 1952, to consider the follow- lng changes and amendments to the Zoning Ordinance of the City of San- ford, Florida: The property descr!bed as Lots 1, 2, 3, $ and 5 of Block ll, Tier 8,of E. R. Trsfford's Map a.s recorded in Plat Dock l, Pages 56-6~, of the Public Records of Seminole County, Florida, located on West s~de of Laurel Avenue between 9th and 10th Streets and Zoned in District R-1 (One Family), ia 'proposed to be changed to C-2 (Commercial-Industrial) District. There being no objections registered, Commissioner Carraway moved t~mt the aforesaid property be rezoned to C-2(Commerclsl-Industrlal~ as advertised contingent on sale of same to Southern Bell Telephone Co~oany. Seconded by Commissioner Chase and carried. Request next received from John Dsmlels for oermlt to remove a tree from the parkway in front of his property at corner of Locust Avenue and 9th Street., and on motion of Com- missioner Kadet, Seconded by Commissioner Chase and carried, same was ap oroved. The City Manager next advised that Volle A. Williams, Jr., had not received the in- formation from the State Road Deoartment re,larding rights of way for widening French Avenue and would not be able to make a further reoort at thls meeting. H. H. Coleman, local manager of Florida Power & Light Comoany, ne~t apoeared with. reference to converting the well fields from diesel to Ourchase power fmom his firm, which was authorized at the meeting of December 8. The City Manager then submitted estimates compiled by Engineer Robert M. Angas which showed purchase power for pumping the City's water supply at the well fields and water plant would cost $10,367.00 per year, against $12,139.00 with d~eael power. Mr. Coleman stated that it would only take a couple weeks to make the conversion, but the contract would have to be executed and turned over to the power company before they made Investment in the project. He further advised that the contract would be the same as the City had with his company for furnishing power for the Sewage Disposal Plant at tbs Naval Air Station. Thereupon after further discussion Commissioner Carraway moved that the Commission authorize the Mayor and City Clerk to enter into contract with the Florida Power and Light Company to serve electricity for operation of the water pumps at the well fields. Seconded by Cpm- missioner Chase and carried. Wilson C. Holt, representing Goodbody & Company, of St. Petersburg, and Curt Ounby, representing Gunby and Company of DeLand, Investment Brokers, next appeared and outlined their proposal as Fiscal Agents on financing the proposed sanitary sewerage and water works improve- ments. They at,ted that additional information would have to be obtained from the City Clerk before making a direct proposal, but felt that the proposed revenues from sewer service charges to customers might be sufficient for financing the sewerage project. Mr. Gunby stated that what the City needed most was a Financial Advisor, a leo, that approximately 60 days would be required before any bonds could be ~old. In making their proposals he recom~ended that they be allowed to make a straight Fiscal Agency proposal or combination - - the latter based on financial advice along with the bid. After dlecueslon Commissioner Car,.away moved that Special Meeting be held on January 19, 1953, to receive proposals from firms to act as Fiscal Agents for the City end that ali available firms be contacted at an early date advlsln~ them of thl~ meeting. Seconded by Commissioner Kadet and carried. The City Manager next read a report from the Planning Commission, submitted by Chair- man Robert S. Brown, and the Mayor authorized him to send copies of eame to ~he Commission for future study. Mr. Brown also requested the Commission to allow the Planning Board to pay the ex- ~)enses of Mr. Geo. Simon, Consulting Zoning and Planning En~ineer, of Jacksonville, to Sanford for a meeting with the Planning Board, whereby, they would be given instructions for a long range plan in wh~ the City of Sanford would be benefitted, and on motion duly carried, same was authorized. Consideration next given to appointing a Municlp~ Judge to fill the vanancy created by resignation of Karlyle Housholder. Mayor St~nper then read letter of application from Attorney Gordon Frederick and an oral application of Attorney Volie ,t. Williams, Jr., was also submitted. Thereupon after considerable discussion in which Commissioner-Elect Cordell stated that he did not have any preference, Commissioner Kader moved that Volie A. Williams, Jr., be appointed as Municipal Judge to fill the vacancy, effective as of January l, 1953. Seconded by Commissioner Chase and carried. Commissioner Carraway did not vote due to the fact theft he is retiring from the Commission on January 6. Letter was next read re~arding the expiration of the Rent Control Board from W. R. Williams, local Chairman, also from Capt Chittenden of Sanford Naval Air Station, both concur- ring that the Commission write a letter to the oroper authorities requesting that it be con- t~nued. On motion of Commissioner Chase, seconded by Commissioner Csrraway, the City Msnager was authorized to write the letter of request. The matter of accepting bi~s from Certified Public Accountants for making tbs annual audit of City's records was deferred until the next regular me, ting.
