The City Commission of the City of Sanford, Florida, met in regular annual session
at the City Hall in the City of Sanford, Florida, at 8 o'clock P. M. January 3, 1956.
Present: Commissioner J. D. Cordell, Mayor

Meeting called to order by the Chairman.
On motion of Commissioner Ratigan, seconded by Commissioner Scott and carried,
minutes of adjourned meeting of December 27, 1955, approved.
There being no further business to be transacted by the outgoing Board, the meeting
adjourned sine die.
On behalf of the City Commission, Commissioner Krider at this time presented Mayor
Cordell ~th a "silver Tray" in recognition of his service to the City while serving on the
Commission, and also as Fayor.
Mayor Cord ell then expressed his thanks and appreciation to the members of the Com-
mission and to the employees in the various departments, for their splendid corporation dur-
ing his term of office as Mayor and Commissioner.
The Commission then reconvened for the purpose of organization, Commissioner David N.
Gatchel signing the oath and acceptance of office, and being seated as a Commissioner of the
City of Sanford for a term of three years.
Commissioner Ratigan next nominated Commissioner Higginbotham as temporary Chairman,
pending the election of a Mayor.
Commissioner Higginbotham declined the nomination and nominated Commissioner Ratigan
as temporary Chairman, who also declined.
On motion of Commissioner Krider, seconded by Commissioner Higginbotham and carried,
Commissioner Gstchel was then nominated and appointed temporary Chairman.
The first order of business being the election of a Mayor for the ensuing year,
Commissioner Ratlgan nominated Commissioner Scott.
Commissioner Higginbotham nominated Commissioner Krider.
There being no further nominations, the roll was then called on the election of Corn-
missloner Scott as Mayor, the vote being as follows:

The roll was next called on the ·elect'ion of Commissioner Krider as Mayor, the vote
being as follows:

Thereupon Commissioner Scott was declared to be the duly elected Mayor of the City
of Sanford for year 1956, and signed the oath and acceptance of office and took the Chair:

After discussion Commissioner Hig~Tlnbotham moved that the Clerk notify each of the
prosecutors to take immediate- action to dispose of their respective appealed cases. Seconded
by Commissioner Ratigan and carried'.
Municipal Judge Leohardy next submitted the fol~lowing lett~er of recommendation rela-
tive to the case of Carlos Meal Gillis, convicted in ~unlcipal Court on December 2?, 1955|
January 3, 1956

Mr. Carlos Neal Gillis was arrested on December 23rd, 1955, charged ~;ith
driving drunk, and also with careless and negligent driving.
Mr. Gillis appeared before me on the 27th day of December, 1955, and being
informed as to each of the charges plead guilty to each charge after hearing
the City Police testify as to each charge.
I found him guilty as charged on Driving Drunk, and fined him $200.00, end
cost, or 35 days in default of paying the fine and cost.
I also found him guilty as charged after a plea of Guilty, on the charge of
Careless and Negligent Driving, $15.00 and cost or 20 days in default of
paying the fine and cost.
I have been informed since said trial that Mr. Gillis is the father of five
minors, and his wife is pregnant.
I have been also informed that the Lions Club have furntshed some help to
the family as they are in dire need.
Under the existing condition of the family, I would recommend that charge
of Driving Drunk be changed to Careless and Negligent Driving, and the fine
of ~200 00 and cost reduced to not more than $100.00 or ss you gentlemen
may see fit and proper.
I further recommend that the charge No. 2 of Careless and Negligent Driving
be dismis .~ed.

Thereupon after careful consideration, Commissioner Higginb0tham moved the acceptance
of the foregoing recommendations of the Municipal Judge, and that lLthe .~fine of $200.00 asses-
sed against Carlos Neal Gillis, be reduced to $100.00. Seconded by Commissioner Rstigan
and carried.
John G. Leohardy next submitted his application for re-appointment to the office of
Municipal Judge for the ensuing year, and s~me was ordered file] since he is now serving at
the pleasure of the City Commission.
Application next submitted from Elease Wilson for permit to sell beer arks wines at
~14 Sanford Avenue, and on motion of commissioner Higginbotham, seconded by Commissioner
Krider and carried, same was approved upon the recommendstlon of the Chief of Police.
The City Manager ney~t submitted a report on the Plumbing Board's request that the
examination fee for master plumbers be increased from $10.00 to $50.00, advising that the
request was made so as to make the fee the same as for master electrician.
After further discussion, Commissioner Higgt. nbotham moved that the request be tabled
for lack of sufficient reason to warrant the increase in fee. Seconded by Commissioner
Ratigan and carried.
The City Manager next reported that the Utility Department had. to purchase 25 water
meters from Finley Municipal Supply Company of Orlando, due to Neptune Meter Company not
making delivery on schedule of meters purchased under bid contract, -~rbich was ~warded by
the Commission on October 24, 1955.

On motion of Commissioner Krider, seconded by Commissioner Higginbotham and carried,
the Commission next authorized. an expenditure of $100.00 for photographing pictures ~o be
used in featuring Sanford in the Florida Municipal Record.
