Sanford, Florida, January 9 at 8 P. 14 56 The City Commission Of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. January 9, 1956. Present: Commissioner F. D. Scott, Mayor " David M. Gatchel " Earl Higginbotham " John S. Krider, St., " Jack Ratlgan City Attorney W. C. Hutchleon, Jr. City Clerk H. N. Sayer City Manager W. E. Knowlea Chief of Police R. G. Willlama Meeting called to order by the Chairman. David K. Ne~man, Chief Inspector for Consulting Engineers Robert M. Artgas & Associates, next appeared and reported that they were conducting a further test on filling the new ele- vated water storage tank to determine the average maximum pressure that will be required on the water mains if the proposed altitude valve is installed at the pumping station, and +d%st they would submit their report a. nd recommendation upon completion of such test. Letter next submitted from the Salvation Army, outlining their plans to establish and operate a second hand store at 317 Sanford Avenue, and requesting the Commission to waive the City's occupational license tax of $25.00 for Conducting such business. After careful considera~on, it was felt that it would be establishing a precedent to waive this license tax for the Salvation Army, and on motion of Commissioner Gatchel, seconded by Commissioner Ratigsn a. nd carried, the request was denied.. Request next submitted from Hunters Ice & Fuel Com.oany, at l_~th Street and Holly Ave., for a further adjustment of their water bi].l in amount of $~5.14 for month of October 1955, e!e. iming that it is still excessive. This bill having been adjusted by the City Manager for reason of not being able to read the 100 gallon hand on the meter register. After comparison with the other monthly water bills of Hunters Ice & Fuel Company for past fifteen month period, it was felt ~hat the adjusted bill was fair and equitable and in llne with their average monthly bills, and on motion of Commissioner Krider, seconded by Commissioner Gatchel and carried, the aforesaid request was denied. Commissioner Higginbotham next reported that W. A. Leffler, of 1925 Hibiscus Court, had offered to donate $1,000.00 toward constructing a sidewalk on Hibiscus Court between 20th Street and South Grandview Avenue, in order to provide some place for the neighborhood children to play. After discussion, the City Manager was directed to investigate the cost of construc- ting the proposed sidewalk in order to determine whether or not the sum offered by Mr. Leffler will be sufficient to defray the entire expense. The City Manager next submitted request from the Police Department for the City to pay to the Florida Peace Officers' Benevolent Assoclatiqa the initial membership fee of $5.00 and annual dues of $~.00 for each of the policemen, which will provide death benefits through membership assessment. The me~bershlp assessments to be pai~ by the policemen. After discussion, and in view of the City paying the membership fees and annual dues to the Florida State Fireman 's Benevolent Association for the fireman, which provide similar death benefits through assessments, Commissioner Higginbotham moved the payment of the aforesaid membership fees and dues for the policemen. Seconded by Commissioner Krlder and carried. On motion of Commissioner Higginbothsm, seconded by Commissioner Krider and Orlando, MINUTES City Commission, Sanford, Florida, January 5 carried, current invoices and. payrolls next approved, as evidenced by General Fund Sanford Atlantic N~t~.onal Bank Vouchers Nos. 8177 thru 8301; General Fund Florida Brute Bank Vouchers Nos, 14t~5 thru 1502; and Water & Bewer Revenue Fund Banford Atlantic National Bank Vouchers Nos. 52 thru 60.
