On motion of Commissioner Krider, seconded by Commissioner Higginbotham and carried, minutes of annual meeting of January 3, and regular meeting of January 9, 1956, spproved. R. Z. Johnson, Jr., President, and Karlyle Householder, Secretary of the American Legion Fair Association, next appeared and requested permit to conduct their annual fair in Sanford during week of February 13-18, which will be held on their fairgrounds on Celery Avenue. After discussion Commissioner Higginbotham moved that the permit be granted under the same conditions as in past. Seconded by Commissioner Krider and carried. David K. Newman, Chief Inspector for Consulting Engineers Robert N. Artgas & Associ- ates, next appeared and submitted the following report and recommendations relative to pump- ing procedures for filling the new elevated water tank: Honorable Mayor ~.and City Commission City of Banford Sanford, Florida. Re: January 21, 1956 New Tank and Pumping Procedures for your Water System Gentlemen: As per instructions received at your regular Commission meeting on December 27th., ~:1955~ wehave~donducted a tes~ similar to that conducted by Mr. Knowles, the report of which was submitted to you at t hat meeting. We started the test at 12 o'clock Noon, January 9th, 1956 and continued the operation until 7:00 P. M., January 13th, 1956. During th~.s period, the plant was operated in the same manner as when the test was conducted by your City forces; that is, the 12 inch gate valve at the base of the old tank was oper- ated manually exactly as sn altitude valve would operate automatically. When the line pressure, at the plant, dropped to approximately 52 o.s:i. the pump would be started. When the old tsnk was full, at from 60 to ~2 p.s.i., the which time the Dump was shut down and the gate valve opened. i 1 both tanks back on the mains with a line pressure, st the plant, of approxi- mately 58 p.s.i. We have prepared a graph by plotting the line pressure at the plant against the height of water in the new tank and showing the actual time of pumping during each filling period. A print of this graph is attached hereto. You will note from the graph that the test embraces more than four full days; three of which are full 2~-hour calendar days, namely, Tuesday January lOth; Wednesday, January'jllth, and Thursday, January January 12th, 1956. During these three 24-hour periods, a total of ~,090,000 gallons of water was pumped, compared to a total of 3,880,000 gallons pumped during Tuesday, Wednesday and Thursday of the week of December ~5th, 1955; a total of 3,990,000 gallons huts ay o the we , , pumped d~ring Tuesday, Wednesday and d f ek of January 1st, lo56 had a total of 3,8~0,000 gallons of water pumped during the three-day test made by Mr. Knowles~. From this it can be seen that the amount of water being pumped each day is reasonably consistent and in the neighborhood of 1,300,000 gallons daily average. From informs. tin available in this office, we list the following total pumping time with respective dates. These dates are ones on which your customary pumping and operating procedure was being followed at the water plant. In preparing the following tabulations, we have used on'~y full 24-hour calendar days. Parts of days have not been used in any instance. Overall Average Daily'Pumping Time During Tests: 11 hrs. 38 Min. It will be seen that these total pumping times compare favorably with those dur- ing so-called normal operations, insofar as they ere in the same range. It will also be seen that the 8 hours and 30 minutes recorded on December 13th, 1955, is lower than any recorded during normal operation, and t hat the 13 hours and i~5 minutes recorded on Monday, November 14th, 1955 is higher ~han any recorded during the tests. From a review of the above limited pumping records, we do not believe that the overall pumping time will be appreciably increased if the pumping is done principally during periods of daily maximum demand. During the test it was noted that, when pumping operations were in progress during a low demand period, the line pressure at the plant went as high as ?0 p.s.i. 5n two different occasions. This high pressure causes the ef.ficiency of the pump to drop to approximately 1,450 gallons per minute; whereas, when the tank was filled during a high deman period, the pressure increased to only 66 p.s.i. at which pressure the pump output was approximately 1,650 gallons per minute. From this, it would seem advisable to pump during high demand periods in order to increase the efficiency of the pumping operation and to relieve unnecessary wear on:the~vpumps, and hiEh pressures in the mains. We do not feel that a maximum of 70 p.s.i. at the pumping station is an excessive line pressure and, from the pump tests, it is our conclusion that the Sanford Water System can be operated satisfsctorily by following the same general pro- cedures during normal operations as t'hose followed during the period of the tests. NECOM)4:EN_DATIONS_ We would like to recommend the following steps and pr6cedures: 1. That a minimum height of-water of 10 feet be maintained in the bowl of the new elevated storage tank at all times; that pumping operations be coordinated with peak demands as much as possible; that steps be taken to determine when the Naval Air Station is pumping from the City mains so that, as often as possible, the City pumps can be operated at the same time; 8 J~xsllep ~J~Ilce I~Qu~pInen~ UO., Inc., UFlando, J~ lcnua MINUTES 'City Commission, Sanford, Florida, January. 23= at 8 P. M. 55 o that, if it is your desire to operate the water plant without the manual operation of the aforementioned gate valve, the altitude valve be installed immediately; and, that the plant engineer be instructed to shut down the pump when the pressure exceeds ?0 p.s.i. during pumping operations, regardless of the height of water in the tank. It is highly improbable that pressures will exceed ?0 p.s.i. before the tanks are full, but this will insure against excessive pressures in the water mains. I am sorry I will be out of town and unable to attend the Commission meeting. We are sure, however, that Mr. Newman will be glad to answer any of your questions and to make any necessary explanations. Lampp Thereupon after a study of the report and careful consideration of the fo~.egoing recom, mendations, it was felt that the 12-inch geared gate valve at the old water tank should be re- placed immediately with a fully automatic altitude valve, and on motion of 'Commissioner Higginbotham, seconded by Commissioner Gstchel and carried, the Commission authorized the purchase of a Ross altitude valve at approximate'cost of $700.00, to be installed by City forces under the supervision of the Consultant Engineers. The foregoing action being de- clared as an emergency by the Commission. Letter next subm_1. tted from the Sanford Herald relative to their Souvenir Edition to be published on January 27, featuring the .formal opening of the new hospital and requesting the City to consider placing a congratulatory advertisement in said edition. The cost being $73.08 for half-page advertisement, and $37.80 for quarter-page. After discussion Commissioner Krider moved the' approval of a half-page advertisement in the aforesaid edition of the Sanford Herald at cost of $73.08. Seconded by Commissioner Gatchel and carried. Commissioner Higginbotham next introduced. Resolution No. 861, and after being read in full , moved its' passage and adoption. Corporation Commencing date: March 1 $7.22 Per Ton $7.60 Per Ton After discussion, and in view of the bids halving been submitted on basis of furnishing 5,777 tons of asphalt, action was deferred, pending commitment from the contractors as to whether or not the foregoing bid prices will be the same on lessor tonnage, with minimum of 2,869 tons. After discussion, and in view of no action having been taken by the State Road Depart- ment, Commissioner Higginbotham moved that the Commission submit another resolution of re- quest, and that the City Attorney prepere same for adoption. Seconded by Commissioner Gatchel end c errled. Further consideration 'next given to the matter of the City continuing to render fire protection service beyond the corporate limits. After considerable discussion, and in view of the City Attorney having rendered a legal opinion to~the Commission on November 21, 1955., that the City has no authority in its Charter to render such service, and would be liable for any fire loss or damages to property within the City, if the fire equipment ~,~.s outsidle the city end riot available for the pro- tection of such property, Commissioner Getchel moved. that the City discontinue sending its fire equipment beyond the corporate limits so as to conform with the Charter. Commissioner Ratigan seconded the motion and then moved that a vote on same be tabled until next meeting, which was seconded by Commissioner Gatchel and carried. On motion of Commissioner Krider, seconded by Commissioner Ratigan and carried, the Commiss~ on next authorized and directed that bids be called for auditing the City's records for ?-yeer term. Consideration next given to the matter of requiring property owners to clean up their vacant lots under the provisions of the Charter. After considerable discussion, it ~s decided to start a campaign to get the lots cleaned up by the owners, and if no action is taken, the City to take legal steps to have the lots cleened and enforce payment of the ~ost against the property owners.
