022756-Regular Session MINUTES City Commission, Sanford, Florida, February 27 at 8 P. M. 1956 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P..M. February 27, 1956. Present: Commissioner F. E. Knowlos Meeting called to order by the Chairman. On motion of Commissioner Higginbotham, seconded by Commissioner Ratigan and carried, minutes of regular meeting of February 19, 1956, apOroved. Letter next submitted from Mrs. Kathryne S. Miller, Roy Wall and F. C. Winn, requesting the City to vacate the existing utility easement across the property described as Lot 16, (less the Northeasterly 25 ft.) and Lots 7, 8, 17 and 18 of Block l, Dreamwold Second Section, in order that a building may be erected on the entire property. In exchange therefor, they offered to gre:nt the City a 7 ft. utility easement along the northeasterly line of said por- tion of Lot 16, and to pay all cost of installing a sewer line in the proposed easement and south along Oak Avenue to Orlando Drive, except for 68 ft and ome manhole, if it should be- come necessary for the City to furnish sewer facilities to said point. After discussion and study of the plat of the aforesaid property, snd in view of the City having already installed spproximately 18~3 ft of 8-inch s e~er pipe in the easement re- quested to be vacated, which will also have to be abandoned, Commissioner Higginbotham moved that the City vacate said utility easement, provided the owners of the property grant a 14 f~ easement across Lot 16 of said property and pay for 183 Ift of sewer pipe to replace the abandoned line, and also enter into an agreement with the City to pay all cost of installing sewer line from abandoned point to Orlando Drive, except 68 f t., should it be necessary at some future date to install this sewer line; and further moved t b~.t this authorization be conditioned that s permit be secured for t Fs proposed building before vacating the easement. Seconded by Commissioner Kri~er and carried. On motion of Commissioner Higginbotham, seconded by Commissioner Krider and carried, the Commission next authorized a Quit-Claim deed to A. Kay Shoemaker, Jr., to Lot 14 of Block 3, Msrvania, in order to clear the title. The title to this properby having been vested in the City at one time thru foreclosure of tax liens. Commissioner Higginbotham next introduced Ordinance No. 573, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, VACATING, CLOSING AND ABANDONING THAT PORTION OF BEL~AIR BOULEVARD FROM ITS INTER- SECTION VJITH JEFFERSON STREET WESTERLY AROUND LAKE GEM TO ITS INTERSECTION '~fITH FRANKLIN STREET AS A PUBLIC STREET IN THE CITY OF SANFORD', FLORIDA. and same was placed on its first reading and read in full. On recommendation of the City Attorney, and on motion of Commissioner Higgi~botham, seconded by Commissioner Krider and carried, the Commission next authorized and ordinance to be prepared and submitted to the Internal Revenue Department for approval, designating the allowable portion of the police officers wages attributable to subsistence, ~hich can be 'exempt from income tax. Request next submitted for installation of street lights at intersection of 8th Street and Avocado Avenue and on Lake Avenue south of 13th Street, end after discussion, MINUTES City Commission, Sanford, Florida, Fe ~;ruary 27 at 8 P.M. 19. 56 On motion of Commissioner Higginbotham, seconded by Commissioner I~atigan and carried, the Commission next authoi~ized and-directed t~hat the 1955 delinquent real estate t~x list be POSTED in accordance with the terms of the Chs. rter-. Letter of application next submitted from Chas. V. Atkinson to either purchase or lease park property located between 8th and 9th Streets and Laurel and French Avenues. After discussion, and in view of the aforesaid property having been officially dedi- cated ss a public park, no consideration could.be-given to such request. Commissioner Krider next brought up for consideration the construction of a swimming pool for the Goldsboro Recreation Area, stating that he realized the City had no money at the present moment but that the time had, come to discuss a project that is definitely needed. Commissioner Higginbotham concurred with Commissioner Krider:; After discussion, in'which the City Manager advised that the minimum cost of a swimming pool for the Colored Recreation Area ~ould be bet~;een $~0,000.'00 and $42,000.00, Commissioner Krider stated that-he would like for the City to go on record for an investi- gation as to type of pool needed, the cost, and method of financing, and same was agreed to by the Commission.
