The City Commission of the City ef Sanford, Florida, met in adjourned regular session
at the City Hall in the City ef Sanford, Florida, at 1:30 e'clock P. M. March 30, 1956.

Meeting called to order by the Chairman.
The first order of business being a public hearing to consider rezoning the property
as proposed and described in the following legal "Notice" published in the Sanford Herald on
March 1A~ and 21', 1956:

CHANGES AND AMENDMENTS IN CERTAIN DIS-
TRICTS AND BOUNDARIES OF THE ZONING
ORDINANCE OF THE CITY OF SANFORD,FLORIDA
Notice is hereby given that a Public Hearing will be held at the
office ef the City Commission in the City Hall in the City of Sanford, Florida,
at 8:00 o'cleck P. M. March 29, 1956, to consider the following changes and
amendments to the Zoning Ordinance of the City of Sanford, Florida:
The property presently zoned in District R-1 (Single-
family), bounded on the North by 18th Street, East by
French Avenue, South by 25th Street, West by Maple
Avenue is proposed to be changed te C-1 (Commercial-
Rataill District. Said property being more particu-
larly described as Lots 31 to 39, inclusive, of Pine-
burst, First Additioh; The unplatted part of South
One-eighth of Southeast Quarter of Northwest Quarter
of Section 36, Township 19 South, Range 30 East;
Lots 13 to 2A~ inclusive, of Boyd's Subdivision; Lets
25 to 56, inclusive, Bonaventure; and Lots 1 to 10,
inclusive, of Block 15; and Lots 1 to 10, inclusive,
of Block 16, Dreamwold, Third Section.
All parties in interest and citizems shall have an opportunity
to be heard at said hearing.

The Chairman then announced that the Commission would be glad to hear from anyone
in favor of, er against rezonlng the property as proposed in the foregoing notice.
There being no objections registered, Commissioner Higglnbetham moved that the
property be rezoned as advertised, and that the City Attorney prepare the necessary ordi-
nance for adoption. Seconded by Commissioner Gatchel and carried.
The following letter next submitted from Commissioner Ratigan tendering his resigna-
tion as 0ity Commissioner:

Gentlemen:
I regretfully submit herewith my resignation as a Commissioner of the
City of Sanford.
Business requires that I move from Sanford to another part of the state.

Thereupon Commissioner Gatchel moved that Cemmlssloner Ratlgan's resignation be ac- ~'/'
copted with regrets. Seconded by Commissioner Krlder and carried.
Commissioner Higglnbotham then introduced Resolution Ne.868, and after being read in full,
moved its passage and adoption. Seconded by Cemmlssioner Gatohel and carried by the following

Said Resolution No. 868 being as fellows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFOE,
FLORIDA, COMMENDING JACK RATIGAN FOR HIS OUTSTANDING SER-
VICE AS A MEMBER OF THE CITY COMMISSION.
WHEREAS, JACK RATIGAN has found it necessary to offer his resignation to the City
Commission of the City ef Sanford, Florida as a City Cemmis~ chef, and the said City Cemmissior,
with reluctance and regret has accepted said resignation, and
WHEREAS, JACK RATIGAN, in the performance of his service as a member of the City Com-
mission has worked diligently and unselfishly for the betterment and welfare of this City and
its people, and devoted to such service, time and effor~ beyond the call ef duty, and it is
the feeling and desire ef the present City Commission that proper recognition and appreciation
be eXpresSed te JACK RATIGAN for the conscientious effort rendered by him on behalf ef the
people ef the City of Sanford, Florida,
NOW THEREFORE, be it resolved by the City Commission of the City of Sanford, Florida
that the sincere commendation and appreciation of the City Commission both for itself and
the people of the City of Sanford, Florida, be and the same is hereby expressed to JACK
RATIGAN for his outstanding service while a member of this body, with the further expression
of regret ~hat JACK RATIGAN finds it necessary to l ea~e the City of Sanford.
BE IT FURTHER RESOLVED, That this Resolution be spread upon the minutes of the City
Commission and that copies be delivered to JACK RATIGAN and the local press.

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 576, entitled:

ABANDONING THAT CERTAIN PUBLIC UTILITIES EASEMENT ON THE WESTERLY
SIDE OF LOT 34 AND THE EASTERLY SIDE OF LOTS 32 AND 33, AS PLATTED
IN GROVE NANORS ACCORDING TO PLAT BOOK 10, PAGES 31 AND 32
SEMINOLE COUNTY PUBLIC RECORDS
On motion of Commissioner Krider, seconded by Commissioner Higginbotham and carried,
the Commission next adopted ~he following~resolution for an easement from Atlantic Coast
Line Railroad Company to construct and maintain a sewer line underneath their track:
RESOLUTION
Be it resolved by the City Commissioners of the City of Sanford, Florida, in adjourned
regular meeting assembled, that the Mayor-Commissioner be, and he hereby is, authorized to
enter into an agreement with the Atlentlc Coast Line Railroad Compa.~y,and to sign same on
behalf of the said City, whereby the said Railroad Company gives and grants unto the said
City the right and privilege to lay and maintain, for the purpose of a sewer main, a llne of
12-inch steel pipe across a portion of the Railroad Company's right of way and underneath
the Railroad Company's Track #16 in Commercial Street, Sanford, Florida, at a point from the

center line of French Avenue; Together with the right and privilege to maintain a manhole
at the north end of said line of pipe; as particularly described in said agreement, which
agreement is dated March 13, 1956~.
On motion of Commissioner Krider, seconded by Commissioner Gatchel and carried, the
City Manager was next authorized to attend a short Course for city managers to be conducted
in Panama City on April 22-25, the expenses' in connection therewith to be born by the City.
There being no further business the meeting adjourned.
