The first order of business being a public hearing to consider rezoning the property as proposed and described in the following legal "Notice" published in the Sanford Herald on March 1A~ and 21', 1956: NOTICE OF PUBBIC HEARING ON PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DIS- TRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD,FLORIDA Notice is hereby given that a Public Hearing will be held at the office ef the City Commission in the City Hall in the City of Sanford, Florida, at 8:00 o'cleck P. M. March 29, 1956, to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida: The property presently zoned in District R-1 (Single- family), bounded on the North by 18th Street, East by French Avenue, South by 25th Street, West by Maple Avenue is proposed to be changed te C-1 (Commercial- Rataill District. Said property being more particu- larly described as Lots 31 to 39, inclusive, of Pine- burst, First Additioh; The unplatted part of South One-eighth of Southeast Quarter of Northwest Quarter of Section 36, Township 19 South, Range 30 East; Lots 13 to 2A~ inclusive, of Boyd's Subdivision; Lets 25 to 56, inclusive, Bonaventure; and Lots 1 to 10, inclusive, of Block 15; and Lots 1 to 10, inclusive, of Block 16, Dreamwold, Third Section. There being no objections registered, Commissioner Higglnbetham moved that the property be rezoned as advertised, and that the City Attorney prepare the necessary ordi- nance for adoption. Seconded by Commissioner Gatchel and carried. The following letter next submitted from Commissioner Ratigan tendering his resigna- tion as 0ity Commissioner: March 21, 1956 The Honorable Board ef Commissioners, City of Sanford, Florida. Commissioner Higglnbotham then introduced Resolution Ne.868, and after being read in full, moved its passage and adoption. Commissioner Krider then moved the waiver of the requirement of the second reading of said Ordinance No. 5?5, and that same be placed on its final passage and adoption. Thereupon the question recurred on the waiver of the second reading, the roll was called and the vote stands as follows: Commissioner Scott Aye " Gatc hel Aye " Higginbotham Aye " Krider Aye Said Ordinance No. 576 was then placed on final passage and adoption, the roll was called and the vote stands as follows: Commissioner Scott Aye " Ga~c hel Aye " Higginbo ~ham Aye " Krider Aye Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted said Ordinance No. 576, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, VACATING, CLOSINGSAND ABANDONING THAT CERTAIN PUBLIC UTILITIES EASEMENT ON THE WESTERLY SIDE OF LOT 34 AND THE EASTERLY SIDE OF LOTS 32 AND 33, AS PLATTED IN GROVE NANORS ACCORDING TO PLAT BOOK 10, PAGES 31 AND 32 SEMINOLE COUNTY PUBLIC RECORDS On motion of Commissioner Krider, seconded by Commissioner Higginbotham and carried, the Commission next adopted ~he following~resolution for an easement from Atlantic Coast Line Railroad Company to construct and maintain a sewer line underneath their track: RESOLUTION Be it resolved by the City Commissioners of the City of Sanford, Florida, in adjourned regular meeting assembled, that the Mayor-Commissioner be, and he hereby is, authorized to enter into an agreement with the Atlentlc Coast Line Railroad Compa.~y,and to sign same on behalf of the said City, whereby the said Railroad Company gives and grants unto the said City the right and privilege to lay and maintain, for the purpose of a sewer main, a llne of 12-inch steel pipe across a portion of the Railroad Company's right of way and underneath the Railroad Company's Track #16 in Commercial Street, Sanford, Florida, at a point from the MINUTES City Commission, 'Sanford, Florida, March 30 at 8 P.M. 19,56 center line of French Avenue; Together with the right and privilege to maintain a manhole at the north end of said line of pipe; as particularly described in said agreement, which agreement is dated March 13, 1956~. On motion of Commissioner Krider, seconded by Commissioner Gatchel and carried, the City Manager was next authorized to attend a short Course for city managers to be conducted in Panama City on April 22-25, the expenses' in connection therewith to be born by the City.
