The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. N. April 23, 1956.

Meeting called to order by the Chairman.
Request next submitted from Rupert W. Strickland for the City to vacate the north
and south utilities easement east of French Avenue between Katherine Court and 24th Street,
and relocate same on the east boundry of his property, in order that he may erect a service
station thereon.
After discussion, and on recommendation of the City Manager, Commissioner Krider
moved that the City Attorney prepare the necessary[ordinance to vacate the aforesaid utilities
easement, in exchange for an easement across t he east boundry of Mr. Strlckland's property.
Seconded by Commissioner Gatchel and carried.
The following letter of recommendations next submitted from the Zoning and Planning
Board for the Commission to hold a Public Hearing to consider rezoning certain districts of
the Zoning Ordinance:

Gentlemen:
At their meeting on April !9, 1956, the Zoning and Planning Commission
moved that the following recommendations be submitted to your body for
public hearing and consideration:
1 - It is recommended that the West 40 feet of Lots 4 and 10, Blk 9,
Highland Park, be rezoned from its present classification of R1-B.
to C-1.
The above is recommended since the lot size, due to already par-
tial commercial z~ning, could be utilized to better advantage in
conjunction with rench Avenue, a commercial zone, rather than as
residential property.
2 - It is recommended.that all land south of the extension of the south
right-of-way line of Commercial Street and north of West First Street,
between Tamarind and Mangoustine Avenue, together with Lots 7 and 8, of
Block Y, be rezoned from its present C-2 district to an R1-X classifi-
cation
3-- It is recommended that Lots 9 thru 14, Block Y, (north of West First
Street and west of Poplar Avenue) be rezoned from its present classi-
fication of C-2 (commerclsl-industrial) to an R1-X district.
The reason for the"above recommend~ation is due to the fact that
Lots 12 and 13 of Block Y have been sold within the last 60 days
and it is the understanding of surroUfiding residents that the party
is contemplating the erection of a body shop, which could become
noxious to the six houses situated on the north side and seven
houses situated on the south side of West First Street.
It was also felt that possibly this residential area should have
been fezcried sometime ago, since the zone of C-2 had been placed thereon
when West First Street was the main artery leading out of Sanf0rd, and
it was expected that this area would grow as an industrial zone.

Attorney A. Edwin Shinholser then advised that he was representing the property
owners who petitioned the Zoning and Planning Board to Consider rezoning the property des-
cribed in Item 3 from C-2 (Commercial-Industrial) to R-1-X (Single family) Residential. He
pointed out that this property is already predominalty residential area and has been occupied
as such for .a long period of time, is best adapted to such use, and would suffer material
depreciation and detriment in the event of usage under a C-2 classification of any.of the
remaining vacant property in such area. Said lpr0perty being more particularly described as
Lot 9 thru 14 of Block ~[, St. Gertrude Addition, located on the North side of First Street
between Poplar Avenue and Cloud Branch.
Mr. Otto McDaniel, Owner of Lots 12 and 13 of Block Y, St. Gertrude Addition, next
voiced his protest against rezoning his property from commercial usage to residential.
He advised of having recently purchased this property at a substantial sum for the purpose
of erecting and operating a garage and body shop thereon, and also of having invested a
considerable amount for tools and equipment. Mr. McDaniel further advised that ha had in-
vestigated the zoning regUlations before acquiring this property, and was advised by the City
that it was zoned for industrial usage and that he wouldbe permitted to operate such business
thereon.
Mayor Scott then explained the procedure of rezoning property to Mr. NcDaniel,
advising that publ$c hearings are conducted for the purpose of giving all parties in interest
an opportunity to be heard, and that the Commission was merely deciding on the public hearing
at this time.
After discussion, Commissioner Krider moved that a Public Hearing be held at 8:00
o'clock P. M. May 14, 1956, to consider rezoning all the property as described in ~he fore-
going letter in ac.cordance with the recommendations of 'the Zoning and Planning Board.
Seconded by Commissioner Gatchel and carried.
Bill of Orlando Paving Company in amount of $47,594.2~, .covering street resurfacing
at cost of $~6,323.53, and paving for Goldsboro Recreation Area at cost of $1,270.72, next
submitted, and on motion of Commissioner Gatchel, seconded by Commissioner Krider and carried,
same was approved with authorization to pay $20,081.59 on account at this time, and the Mayor
and Clerk to execute a promissory note for balance of $27,512.65, payable on or before March
30, 1957, with interest at rate of 6% per annum.
R. H. Beckham next appeared with reference to his application to lease a site on
the City's well field property on east side of Lake Ada for use as a trailer park.
After careful consideration, and in view of the immedlste need to increase the
City's water supply, which may be feasible by installing additional wells on the present
well field, the Commissioner denied the application. .
In connection with the proposal of State Road Department to resurface Park Avenue,
the Commission next directed that the City Manager advise them that it is the desire of the
City to pave over the brick pavement instead of removing the brick.
Report next submitted from State Road Department of their recent traffic survey in
Sanford to determine the number of traffic signals needed on French Avenue since it has been
six-laned, in which they recommended only two, one at intersection of First Street, and the
other at 13th Street. They also authorized the installation of these two traffic signals by
the City.

Third Street, to .be operated manually during the mornirg pre-school period, noon dismissal,
and at close of school in the afternoon. He advised that the State Road Department had no
objections to this traffic signal, provided it is operated by an adult. Mr. Cleveland then
requested the Commission to express the City's desire to have this traffic signal installed
to the State Road Department, with commitment that the City will accept the ~esponsibility of
having it operated by an adult.
After discussion, and upon advice of the Chief of Police that this traffic signal
could be operated by police patrolmen'., Commissioner Gatchel moved thrt such request be sub-
mitted to the State Road Department. Seconded by Commissioner Krider and carried.
Howard L. Hughes, owner of the property at southwest corner of French Avenue and
25th Street, of which a portion of it facing French Avenue is zoned for commercial usage, a
portion transient-commercial,and the rear lots residential, next appeared concerning his
application to the Zoning and Planning Board to have it all zoned commercial. He advised of
submitting application to the Board three different times, which were denied, and stated
that he felt that such action was unjust because of the depth of his lots facing French Ave.,
and also in view of the Board's recent recommendation for rezoning for commercial usage, all
of the property on west side of French Avenue from 25th Street north to 18th Street.
After discussion the Mayor advised Mr. Hughes that the Commission would investigate
the Zoning and Planning Board's reason for denying his application, and instructed tha~ the
Chairman of said Board be invited to attend the next meeting of the Commission to discuss the
matter.
Nayor Scott next brought up matter of City constructing a concrete ramp in the
municipal boat basin for launching small boats,and after discussion the City Manager .was
directed to prepare cost estimate for further consideration.
On motion of Commissioner Krider, seconded by CommisSioner Gatchel and carried,
the City Attorney was next directed to prepare a resolution commending Captain Robert W.
Jackson, Commander of the Sanford Naval Air Station, for his outstanding effort in promoting
successful relationship and cooperation between the Air Station and the City.
There being no further business the meeting adjourned.
