City Hallln the City of Sanford, Florida, at 8:00 o'clock P. M., Augm t 13, 1956.

Meeting' called to order by the Chairman.
On motion of Commissioner Wilson, seconded by Commissioner Krlder and carried, mlnute~
o~ regular meetings of July 9 and 23, and special meeting of July 30, 1956, approved.
Edw. G. Cox next appeared, together with E. J. Moughton, Jr., as spokesman, and sub-
mitted an offer of $10,000.00 for purchase of City owned property located at northwest corner ~f
French Avenue and Commercial Street, described as Lots I thru 5, Block l, Tier 9, Victor Check'~
Amended Plat. Mr. Ncughton advised that Mr. Cox planned to establish and operate a fiber glass
boa~ manufacturing plant on this property, which would employ a minimum of 30 people, ard
tha~ he would erect a building thereon with not less than 5,000 square feet oC floor area~for
this purpose, with show and sales room in front.
Thereupon Mayor Scott advised that the City had recently refused an offer of $20,000
for this property, and stated that he did not feel ~hat the Commission could be Justified in
accepting Mr. Cox's offer of $10,000.00.
Mr. Moughton then pointed out the benefits that would acerue to the City in addition~l
payrolls and taxes, by accepting the offer.
After considerable discussion, it was the opinion of the Board tha~ the City should
have the property appraised in order to determine its current value, and on motion of Com-
mlssioner Krider, seconded by Commissioner Higginbo~ham and carried, the Commission authorized
the employment of Messrs. A. B. Peterson, St., and Robert A. WillJams, local realtors,
make the appraisal.
Mayor Scott then informed .Messrs. Cox and Moughton that the City would advise them
of .the appraised value of the property.
Mr. Jodie Cameron next appeared and submitted a complaint against the number of stray
d6gs running at large without any lde~ttfication 6f having be~n vaccinated for ~abies, o~ hav-
ing city license tags.
After discussion, and upon being informed t'hat a number of owners have not complied
with the City'ordinance b~ having their dogs vaccinated agalr~t rabies and obtained license
t~gs therefor~ Commissioner Hlgginbotham moved that the City Manager be 'authorized and instruc-
ted to employ a dog catcher to pick up and impound all dogs found running at large without a
tag certifying they have been vaccinated for rabies for year 1956 and withsat a ourrent license
tag, and that'such dogs b~ disposed o~ in accorda~ce with the'p~ovisions of the'ordinance, if
nQt redeemed; .and further moved that the citizens be notified of this action by publication
in the newspaper. Seconded by Commissioner Kri=der~.a.fid carried.
Charles V. Atkinson Next appeared with further reference to his request for the City
t0 reiinquish all claims on ~he park property at 9th Street and French Avenue, in order that
he may purchase it from the heirs of the original donor, and outlined his proposal ~o establish
a large business thereon. which he said would be an asset to the community and .yield a consid-

The City Attorney then rendered an opinion in which he advised that the property in
question was dedicated as a public park by the donor and not the .City; that the City had accepted
and exercised the dedication; that the property oould not be used by the City for any other ,cur-
pose, but that in the event the .City ceased .to exercise such dedication, it could revert to
the donor.
Thereupon after discussion, Commissioner Krider moved, that in view of the City At-
torney's opinion, that the request to abandon asd relinquish this parl~ property be rejected.
Seconded by Commissioner Higginbotham and carried.
On motion duly carried, the Commission next rejected the offer of Bill Evans to
purchase a lot at northwest corner of Commercial Street and Holly Avenue for sum of $500.00.
Petition next submitted from residents on Paioma and Madera Avenues for installation
of street lights on said streets, and on tootics of Commissioner Higginbotham, seconded by
Commissioner Wilson and carried, same was referred to the City Manager and Chief of Police
for survey and recommenda~ion~
Request next submitted from the residents within vicinity of 18th Strect and Cedar
Avenue for installation of 'a street light at said intersection, and on motion of Commissioner
Krider, seconded by Commissioner Higginbotham and carried, same was approved upon recommenda-
tion of the Chief, of Police.
On motion of Commissioner Krider, seconded by Commissioner Higginbotham and carried,
current invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic
National Bank Vouchers Nos. 6887 thru 6919; General Fund Florida State Bank Vouchers Nos. 273
thru 421; and Water & Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 97
thru 102.

The Chairman then granted each bidder an opportunity to explain the type of equip-
ment bid upon, and ~ make recommendations and express opinion as to the propertequipmen~

Bill Evans, of Evans Roofing & Heating Company, recommended the installation of one
15-ton central unit for air conditioning and heating the entire first floor of the City Hall,
in accordance with the specifications in his alternate bid, instead of three units, stating that
it would be much more efficient and the maintenance and operation cost at least one-third less.
He then requested the Commission to consI~ er hie alternate bid of $10,490.00 for installation
of one 15-ton combination unit complete.
H. B. Pope, of H. B. Pope & Company, Inc., concurred with Mr. Evans on his recom-
mendation on one central unit, but pointed out that the City's invitation for bids did not
include the entire first floor of the City Hall. He stated, however, that in order for the
City not to have to readvertise for bids, which would delay the installation, he would with-
draw his bid.
After discussion, and upon advice of the City Attorney that the Commissbn had the
right tomcept or reject any and all the bids received, including the alternate bid for one
central unit, since the advertisement for bids did not specify the type and number of units to
be installed, Commissioner Krider moved that the Commission reject all bids received, except
for furnishing and installing two window units for air conditioning the Police Station, and f or
furnishing and installing one central unit for heating and air conditioning the City Hall.
Seconded by Commissioner Higglnbotham and carried.
Commissioner Higginbotham then moved the acceptance of the lowest bid for furnishing j
and installing two window units for air conditioning the Police Station, that of Miller Radio
and. appliance at price of $637.00. Seconded by Commissioner Krider and carried.
Commissioner Higginbotham next moved the acceptance of the bid of Evans Heating and
Roofing Company for furnishing and installing one 15-ton central unit for air conditioning and
heating the entire first floor of the City Hall at price of $10,~90.00. Seconded by Com-
missioner Krlder and c artled.
Application next submitted from Joel S. Field, local postmaster, for permit to widen
the existing driveway on Palmetto Avenue side of the Post Office to 36 feet in width, and on
motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, same was
approved.
Commissioner Higginbotham next introduced Ordinance No. 587, entitled.:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING PARAGRAPH 19 (d)
OF SECTION 14-13 OF CHAPTER 1A~ OF THE CODE OF THE CITY OF BANFORD,FLORIDA,
1954, SAID PARAGRAPH PROVIDING FOR THE AMOUNT OF LICENSE TAX LEVIED AND
IMPOSED UPON EVERY PERSON ENGAGED IN THE OCCUPATION DEALING WITH CAPS
FOR HIRE, DRIVE-IT-YOURSELF RENTAL SERVICE, SAID AMENDMENT PLACING A
MAXIMUM OCCUPATIONAL LICENSE CHARGE FOR SAID OCCUPATIONS,
and same was placed on its first reading and read in full.
Commissioner Higginbotham next introduced Resolution No. 874, and after being read
in full, moved its passage and adoption. Seconded by Commissioner Krlder and carried by the

WHEREAS, The Atlantic Coast Line Railroad maintains no facilities on, adjacent to or
within several blocks of the intersee'rich of said Fulton Street and said railroad tracks;: and
WHEREAS, There are no businesses, industries or firms served by said railroad on
said tracks from the intersection of Fulton Street and said ~rracks north to Seminole Boulevard,
and
WHEREAS, ~ecaUse of the growth and expansion of U he City of Sanford and the increased
congestim of the downtown area with ~articular reference to east-west thoroughfares, the City
Commission of the City of Sanford., Florida 'deems it necessary a~d ~andat0ry that Fulton street
be opened westward from Park Avenue for traffic use,
NOW THEREFORE BE IT RESOLVED By the 'City Commission of the City of Sanford, Florida
that the Atlantic Coast Line' Railroad Company be and 'the same is hereby requested to remove
its said railroad tracks at their intersection with said Fulton Street in order ~hat said
Fulton Street can be opened in a westerly direction.
BE IT FURTHER RESOLVED, That the City Attorney be and he is hereby instructed to
take such action as may be necessary to accomplish the acquistion of street rights-of-way
for the opening of said street.
BE IT FURTHER RESOLVED, That a copy of this Resolution be spread upon the minutes
of the City Commission and delivered to the Atlantic Coast Line Railroad Company.
THIS RESOLUTION Shall become effeOtive upon its passage and adoption.

Chicago, Illinois and St. Louis, Missouri, without th'e necessity of changing planes, and
WHEREAS, The Municipal Airport at Orlando, Florida is the principal airport for
passengers arriving and departing the Central Florida area, and
WH~EREAS, It is the feeling of the City Commission of the City of Sanford, Florida
that the intensive growth and increasing business activity throughout the Central Florida area
demands available air transport by one plane service without the necessity of changing planes
and long layovers together with the availability of additional flights between Orlando, Florida

The City Clerk next reported that the Board. of County Commissioners had refused to
accept the Quit-Claim Deed to the old Fernald Laughton Memorial Hospital property, which was
authorized by the City Commission at meeting of June 25, 1956, advising that the deed had been
returned to the City without any explanation as to why they would not accept it.
Thereupon Commissioner Higginbotham moved that the City convey the aforesaid property
to the Board of Trustees of Seminole Memorial Hospital, and that the Mayor and Clerk be authorized
to execute the deed on behalf of the City. Secord ed by Commissioner Wilsm and carried.
There being no further busim ss, the meeting was adjourned.
