September 2~ at 8 P 113 The City Commission of the City of Sanford, Florida, met in regular session at the Glty Hall in the Ci~y of Sanford, Florida, at 8:00 o'clock P. N. September 24, 1956. Present: Commisaloner F. D. Scott, Mayor " David M. Gatchel " Earl Higginbotham " John B. Krlder " A.L. Wilson Cl~y Attorney W. C. Hutchison, Jr. City Clerk H. N. Bayer City Manager W. E. Knowles Chief of Police R. G. Williams Meeting called to order by the Ohairman. The Commission then proceeded to sit in final session as a Tax Equalization Board to consider any further complaints or obJec$1ons as to the assessed valuations on the 1956 Tax Roll. Arthur O. Russell appeared and submlt~ed a protest agains~ the assessed value of $22,540.00.00 placed on his boat works property at southwest corner of Seminole Boulevard and Holly Avenue, sta~ing tha~ due to it being a new industry, the City should make special tax concession on this typ~e of pr~operty. The Chairman advised Shat the Ci~y'~h~d no authority to make ~ax concession on any proper~y, and after compar~ison with the assessed valuations of similar property similarly located, the Commission fel~ the assessment was fair and equitable, and no adjustment was aut hori zed. There be. lng no further bbJections registered, the Commission then approved the 1956 Tax Roll, and adjourned as a Tax Equalization Board. On motion of Commissioner Gatchel, seconded by Commissioner Hlgginbotham and carried, the Commission next autkorized the employment of Surveyor A. C. Doudney to ~murvey the municipal well field property for the purpose of establishing the boundary lines of the property to be conveyed to the American Legion for their new fair grounds. B. L. Perkins, J~r., next appeared on behalf of the Sanford Merchants Association and submitted a further r~eqnes~ for the Ci~.y to pay the balance of $544.24 ~hey owe on cost of replacing and extendin~g the decorative overhead Christmas lights in business section, which they had done in fall of 1955. After discussion,, and in view of the old lights belonging to ~he City and the re- placement~ and extensions are being donated ~oi~the City as part of the system, Commissioner Higglnbol~ham moved the authorization for paymant of this balance for the Banford Merchants Association from ~he Contingent Fund, which was seconded by Commissioner Wilson and carried. Architect Burton nex~ appeared~'~and submitted a minature model of the proposed Civic Center, together with estimated constrUct.ion cost of $190,000,00, including kitchen equip- ment, heating and air conditioning, draperies and architect's fees. Mr. Burton also submitted sketch of the proposed fire station, together with cost estimate of $50,000.00 for cost of constructing the proposed colored swimming pool, including architect's fees. The Board then reviewed the list of proposed improvements to be financed under the Capital Improvements Program after revision of the cost estimates, which showed a grand total of approximately $480;;~000.00 with approximately $365,000.00 to be borrowed on future revenues to be derived from the electric power franchise after deducting the available funds on hard. Seconded by Commissioner Krider and carried. Application next submitted from a Mrs. Taylor for permit to park a house t~ailer in back of her residence on Randolph Avenue to be used for sleeping quarters, and on mo~ion of Commissioner Higginbotham, seconded by Commissioner Krlder and carried, same was denied becaus, of City Ordinance restricting such trailers to cePtifled trailer parks. The following tabulation of bids next wubmitted for purchase of two 750 gpm Fire Pumpers under the capital improvements program, in accordance with specifications furnished by the City: American LaFrance Seagrave Corporation Mack Manufacturing Company Delivery Date: Within four months $37,950.00 39,898.60 45,122.00 After comparison of the prices submitted, Commissioner Higginbotham move& the ac- ceptance of the lowest bid, that of American LaFrance for sum of $37,9~0.00, Seconded by Commissioner Gatchel and carried. The following tabulation of bids mxt submitted for purchase of 153 Mercury Vapor 2000-Lumen Street Lights, with steel standards under the capi~tal improvements program, in accordance with specifications furnished by the City; Raybro Electric Co., Orlando, Fla. Pfaff & Kendall, New Jersey Line Material, Atlanta, Ga. Hughes Electric, Orlando, Fla. Westinghouse Electric, Jacksonville General Electric, Orlando, Fla. O0 ~7,602.0B ~8,2~7.63 39,239.28 After comparison of the prices submitted, and on recommendation of the City Manager, Com~issloner Higginbotham moved that the contract be awarded to the lowest bidder, that of Ra- bro Electric Company at price of $35,795.99. Seconded by Commissioner Gatchel and carried. Application next submitted from Mr. & Mrs. H. A. Manning for permit to sell ~beer and wines, for consumption off premises, at 1506 W 13th St., and on motion of Commissioner Higginbotham, seconded by Commissioner Gatchel and carried, same was approved on recommenda- tion of Chief of Police. Application next submitted from Allen Mitchell for permit to sell beer and wines for consumption on the premises at 414 Sanford Avenue and on motion of Commissioner Krider, seconded by Commissioner Higginbotham and carried, same was denied at the request of Chief of Police. Application next submitted from ~Jillie & Evelyn Jones for transfer to them, the permit granted Sam & Fannie Mitchell to sell beer and wines at 1225'W 13th St., and on motion ¸ed MINUTES- City COmmission, Sanford, Florida, Sept ember 24 at 8 P, M. 19.56 115 Application next received from M. J. Durak for permit to .sell beer and wines at 620 Cypress Avenue and on motion of Commissioner Higglrbotham seconded by Commisslcner Krider and carried, same was approved on recommendation of Chief of Police. Application next submitted from George Stephens for transfer of his liquor license from ll0 W Commercial Street (George's Tavern), to 1008 French Avenue, but in view of the new location being outside of the "Li~quor Zone", the request could not be granted. On motion of Commissioner K'rider, seconded by Commissioner Gatchel and carried, the Commission next authorized an appropriation from the collection of excess revenues in the General Fund during current fiscal year, for payment of first installmen~ in sum of $7,818.19 on purchase of equipment, which was paid on June l, 1956, Without any appropriation being provided therefor in the budget. On motion of Commissioner Wilson, seconded by Commissioner Gatchel and carried, the Commission next authorized and directed that the funds in sum of $108,951.78 paid. by Florida Power & Light Company for renewal of the electric power franchise, which were deposited in General Fund at time of payment, be transferred to the Public Projects Fund and "Reserved" for the "Capital Improvements Program". On motion of Commissioner Higgirhotham, seconded by Commissioner Gatchel and carried, the City Clerk and City Attorney were next authorized acce~ to safety deposit Box No. 177 at Sanford Atlantic National Bank for the purpose of removing and presentirg for payment, interest coupons due on investments of the Fi~emens' Relief & ~ension Fund. Commissioner Gatchel next introduced Ordinance No. 589, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CREATING AND ESTABLISH- ING A DEPARTNENT OF FINANCE, PROVIDING FOR A DIRECTOR THEREOF, ES- TABLISHING THE STRUCTURE~ THEREOF, AND PROVIDING FOR THE DUTIES OF SAID DIRECTOR. and same was placed on its first reading and read in full. Commissioner Higginbotham then moved the waiver of the requirement of the second read- ing of said Ordinance No2 589, and that same be placed on its final passage and adoption. Seconded by Commissioner Gatchel. M. 19. 56 On motion of Commissioner Gatchel, seconded by Commissioner Krider and carried, the Commissiemnext authorized transfer of the unexpended appropriation for Self-Insurer under Workmen's Compensation Act in the Insurance Department, to the Insurance Fund to supplement funds already on deposit and carried as a reserve to pay claims for which the City May be liable under ssi8 Act. In accordmnce with the agreement of the City Commission under date of November 28, 1955, to transfer to the Policeman's Pension Fund from the PoliCe Department's salary appro- priation at end of fiscal year, the total pension in sum of $1,341.90 paid from said pension fund to Police Captain Roy Tillis, who retired on January 1, 1956, Commissioner Krider next moved that the City re-emburse the Policeman's Pension Fund from the salaries appropriation the sum of $1,341.90 in accordance with the aforesaid agreement, and further moved that if sufficient funds are not a~allable in the Police Department's appropriation to pay same, that the balance be paid from the Contingent Fund.
