100856-Regular Session MINUTES October 8 at 8 P. M. City Commission, Sanford, Florida, 19 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, ~at 8:00 o'clock P. M. October 8, 1956. Present: Commissioner F. D. Scott, Mayor " Earl Higginbotham ~ " John S. Krider Sr., City Attorney W. C. Hu~chison, Jr., City Clerk H. N. Sayer City Manager W. E. Knowles Chief of Police R. G. Williams Absent: Commissioner David M. Gatchel " A.L. Wilson Meeting called order by the Chairman. The City Manager next reported that no commitments had been received on the City's application for loan in sum of $400,000.00, in form of notes, to finance the proposed Capital Improvements Program, and that it was doubtful if the banking institutions w6uld be able to handle except a small portion of such loanlf~ but that two investment firms had expressed their interest in handling the loan on a revenue certif{cates issue. After considerable discussion, it was agreed that the City should proceed with nego- tiations for securing this loan under a revenue certificates issue, as recommended by the bond brokers, and the City Manager was authorized to request the bond brokers to project a schedule for retiring such certificates over a ten year period, for consideration of the Commission. The City Manager next reported that City Clerk H. N. Sayer had been certified by the Civil Service Board on October 4, 1956, as being eligible for the position of Director of Finance, which was created by Ordinance No. 589 on September 24. Thereupon Commissioner Higginbotham moved that H..N. 8ayer be appointed as Director of Finance to fill the position created by said Ordinance No. 589. Seconded by Commissioner Krider and carried. On motion of Commissioner Krider, seconded by Commissioner Higginbotham and carried, the Mayor, City Manager and City Attorney were next authorized to attend the annual convention of the Florida Municipal League to be held in Ft. Lauderdale on November 15-17, the expense in connection therewith to be borne by the City. Offer next submitted from Mrs. Fred T. Williams for the City to use the slogan "Scs Florida from Sanford", which was copywrighted by her in 1935, and on motion of Commissioner Krider, seconded bY Commi~sioner Hlgginbotham and carried, same was accepted with thanks and appreciation. On motion of Commissioner Higginbotham, seconded by Commissioner Krider and carried, the Commission next authorized an~ie~xpenditure from the Contingent Fund in .sum of $350.00, to reimburse the Police Benevolent Association for payment of cost of employing Bowles, Andres & Town, Actuaries, to evaluate the Police and Firemen's Pension System. Letter next submitted from 0dham & Tudor, Inc., developers, requesting the City to accept and take over the maintenance of the streets and drainage system constructed by them in the subdivisions of Grove Manors and Rose Court Re-Plat. After discussion Commissioner Higginbotham moved that the City accept and take over for permanent maintenance, the streets and drainage system in the aforesaid subdivisions, sub- Ject to final inspection and approval of the City Manager. Seconded by Commissioner Krider ard On recommendation of the City Manager and Chief of Police, and on motion of Com- missioner Higginbotham, seconded by Commissioner Krider and carried, the Commission next MINUTES 133 · City Commission, Sanford, Florida, October 8 at 8 P.M. 1956 authorized the installation of one street light at intersection of Lake Avenue and 14th Street, and one at intersection of Lake Avenue and 16th Street. Application next submitted from Elnora ~ames and Rosalie McCoy for transfer to them of the Taxicab permit of Will Hankerson, who' is now deceased. Said applicants being the daughters and administrators of the estate of the deceased. After considerable discussion'as'to the number of taxicabs now in operation, and the complaints received against their conduct of operation, Commissioner Higginbotham moved that the transfer of thc aforesaid permit be denied on basis of there being entirely t co many taxi- cabs now in operation for the well being of the public. Seconded by Commissioner Krider and carried. Request next received from A. J. [talker for the City to hold a'public hearing to con- sider closing that portion of an unused east and west alley adjacent to his residence at 1003 Elm Avenue. After consideration, and in view of this alley extending from French Avenue east to a half block east of Hickory Avenue, it was felt that it would be fo~,.:the best interest of the City to reserve the entire right-of-way, and on motion of Commissioner Higginbotham, seconded by Commissioner Krider and carried, the request was denied, Request next submitted from Mrs. Ada M. 'Nm~vnan for the City to vacate and convey to he the N 13~ ft. of:;~ghe existing 60 ft right-of-way of 20th Street in front of Lots 108 artt 109, Rose Court, located at Northeast corner of 20th Street and Grandview Avenue in order to provide sufficient area for constrUcting a dwelling on the two lots. After discussion and study of the plat of the aforesaid property, and in view of 20th Street being only 33 ft in width from G..Bandview Avenue, west to Sanford. Avenue, Commissioner Higginbotham moved that the requesg be granted and that the Nayor and Clerk be authorized to Execute the deed conveying Mrs. Newman the S l~ ft of that portion of said lo~s reserved by the City for right-of-way for 20th Street. Seconded by Commissioner Krider and carried. Petition next submitted for installation of street lights on Mangoustine Avenue at 13th Place and 16~h Street, and on motion of Commissioner Higginbotham, seconded by Commissions.
