The City Commission of the City of Sanford., Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. October 22, 1956.

Meeting called to order by the Chairman.
On motion of Commissioner Wil~on, seconded by Commissioner Gatchel and carried, cur-
rent invoices and payrolls next approved, as evidenced by General Fund Sanford. Atlantic
National Bank Vouchers Nos. 6948 thru 6989; General Fund Florida State Bank Vouchers Nos 557
thru 681; Water & Sewer Sanford-:At'tafitic National Bank Vouchers Nos. lll thru ll5; and Public
Projects Fund Sanford Atlantic National Bank Vouchers Nos. 37 and 38.
Attorney R. W. Ware next appeared on behalf of Elnora James and Rosalie McCoy and
requested the Commission to reconsider their application for permit to continue operating the
taxi-cab business of their father, Will Hankerson deceased, which was denied by the Commission
at meeting of October 8~ 'He advised that it was their intent to operate the business under
the estate, of which they are the administratbrs, and also pointed cut the number of years
that their father had operated the business satisfactory to tbs City and the public.
Mayor Scott then explained the reason for denying the aforesaid application,
advising that it was the opinion bf the Commission that there were more taxicabs in operation
than required to meet the public damand, and in order to reduce the number, no new permits
or transfers would be granted.
After discussion, and in view of two members of the Commission being absent, action
was .deferred until neXt meeting.
Messrs, Wilson C. Holt and W. T. Anderson, 'of Goodbody & Company, Sullivan, Nelson &
Goss, Inc., and. Anderson Cook Company, Inc., Fiscal Ag~.n~s for the City in financing the recen
water and sewer improvements program, next appeared with reference to the matter of financing
the c6nstruction of a sewage treatment plant by issuing additional pari passu revenue certi-
ficates under ~he original isshe.
Mr. Holt advised that he had only made a study Of the gross revenues of the Utility
Department for the. past two years, which he found in line with the estimates projected by the
engineers under the original revenue certificate issue, and that without any provisions for
operation, maintenance and capital improvements, it seemed that additional pari passu certi-
ficates could be issued to finance the proposed treatment plant, provided the City wishes to
pledge all 'of such revenues for this purpose. Mr. Holt further advised that it would require
making a thorough study and analysis of the cu~ent operations of the Utility Department in
order to prepare and submit a comprehensive feasibility report, and that ~hey would be glad tc
enter into a contrac~ as "Fiscal Agents" in financing the treatment plant, and would prepare
such a report, which would no~ cost Lhe City anything unless the revenue certificates were
issued and sold.
After considerable discussion, in which the Chairman advised Mr. Holt ~hat in view
of two members of the Board being absent, the Commission would like for all members of the
Commission to have an opportunity to consider his proposed contract before taking any of-

Brailey Odham of Odham & Tudor, Inc., then appeared and expressed his opinion as to
the emergency for taking immediate action toward providing for the construction of the sewage
treatment plant, and recommended that it be financed under the "capital improvements program".
He Cited a recent letter from the State Board of Health in which the City was notified that
there would be no further sewer extensions until the treatment facilities are provided, and
stated that the effect of such notice would immediately curtail the growth of the community
because there would be no fur~ther construction of homes under FHA and VA financing.
In response, Commissioner Gatchel informed Mr. Odham that the Commission was very
much concerned over the problem, and was endeavorirg to find ways and means of financing the
cost of_ the treatment plant from the revenues of the Utility Department, pointing out that it
would be a part of the utility system, which should be self-sustaining. He also stated
that the Commission did not feel that'ith.e City could be Justified in using other sources of
revenues from its citizens to pay for a treatment plant from which the residents in the frenge
areas beyond the corporate limits would derive the most benefits.
The City Manager also advised of receipt of a subsequent letter from the State Board
of Health, directing that the letter of not ice in question be withheld, pending further dis-
cussion, and the results of the feasibility construction report which is mow.under considera-
tion by the Commission.
Mr. Sidney Berkowitz, ~istrict representative of the State Board cf Health, who was
present, next stated that he did not believe the Board would continue allowing the CitY to
make sewer extensions unless adequate treatment facilities are provided or under construction
within the limited time agreed upon and stlp$.lated in the Resolution adopted by the City Com-
mission on April 12, 1955.
The discussion was then deferred until next meeting, for consideration of all members
of the Commission.
A group of ladies of the American Home Department of the Sanford Womans Club, with
Mrs. Ralph Austin Smith as spokesman, next appeared and endorsed the construction c~ the pro-
posed "Civic Center" and offered their wholehearted support and assistance in bringing it to

a conclusion.
Attorney Fred R. Wilson next appeared on behalf of A. J. Walker with further reference
to his request for the City to vacate the unused east and west alley adjacent to his residence
at lO03 Elm Avenue, which was denied by the Commission at meeting of October 8, Mr. Wilson
pointed out that the alley right-of-way in question, which extends from French Avenue to the
~-east side of Hickory Avenue is ngt being used as a public alley; that it is blocked with
building obstructions and heavy growth of trees in several places, which would prohibit any
future use for such purpose without considerable expense to the City in clearirE the righ-of-
way; and requested the Commission to reconsider the request.
Thereupon after further considerati on, and upon recommendation of the City Manager
that the City vacate and abandom the-entire right-of-way for alley purposes, with utilities
easement reservations, Commissioner Gatchel moved that the City hold a.:loublic hearing at
8~:00 9!c!:l~ck P. N. November 12, 1956, to consider vacat.ing and abandoning the aforesaid alley,
with easement reservation for public utilities purposes. Seconded by Commissioner Wilson
and carri.ed.

to the parking area on west side of the building.with entrance from said street. They
pointed out that the Clinic Bui~.ding of Doctors Leonard Munson and William White are located
on Southwest corner of Second Street and San Marcos Avenue, with no off-stre~t ~rkin~ facil-
ities for patients, and t~at cars were being parked on the west side of San Marcos Avenue whic~
blocked the use of their parking area for patients, due ~o said street being unpaved. They
also advised that they had arranged to provide additional parking facilities in rear of their
building, which would be adequate for all patients and personnel.
The C!$y ManaEer then advised .that he had Investigated this parking problem and found
tha~ neither of the clinics ha~ conforme8 to the zouing requirements of off-street parking,
an~ recommended that the Buil~ing Inspector be instructed ~o require both to provi~e off-
street parking facilities in conformity to the Zoning Ordinance. Also, ~hat the City z~e-
strict parking on San Marcos Avenue at ~his location.
Chief of Police Williams also concurre~ in the recommendations of the City Manager.
After discussion, ao~ion was deferred un~il next meeting so as ~o grant' Doctors
Nunson and White an opportunity to be heard in the matter.
On motion of Commissioner Gatchel, seconded by Commissioner Wilson and carried,
Dr. Raymond Bass, City meat inspector, was ne~.t authorized to make such inspections for the
town of 0viedo, ~he fees for such service to be paid to ~he City.
The City Manager ne~t reported t£hat due ~o no deci~ion~ having been reached on finan-
cing the capital improvements program, the order had not been plaged with American LaFrance
on purchase of ~he two fire trucks, for which ~he bid was a~arded on September 24, and that
due to advance in prices, they would not be able to accept the contract at the bid price
after October ~0, advising however, that they had agreed ~o accep~ the order at bi8 price
to October ~0, subject to City's approval of financing the capital improvements program,
which could be cancelled if funds are not available.
After discussion, and on motion of Commissioner Wilson, seconded by Commissioner
Gatchel and carried, the City Manager was authorized ~o place the order on purchase of the
t~o fire trucks, ~he acceptance of delivery being contingent on City's ability ~o borrow
the money to finance the capital improvements p~ogram.
On recommendation of the City Manager, Commissioner Gatchel. next moved that ~he City
Attorney be authorized and directed to prepare an amendment to the City's Code so as to re-
quire all trash to be piled behind the curb or gutter line of streets. Seconded by Com-
missioner Wilson and carried.
Letter ne×t submitted from 0dham & Tudor, Inc., requesting that the u~ill~ie~ easemen
on the north lot line of Lot 3, Grove Manors, be moved 20 ft. ~o coincide with rear lo~ line
of Lots I and 2 of said subdivision, and ~hat the e~isting sewer line under the present ease-
men~ be abandoned.
After discussion, and upon. recommendation of the City Manager, Commiss~.oner Ga~chel
moved that a public hearing be held at 8:00 o'clock P.~M. November 12, 1956, to consider
the foregoing req~st.
Offer ne×t submitted from Mr. Mred Kir~hner of Raymond Stuflio~ to donate six large
photographs for the civic Center building, and on motion of Commissioner Ga~ohel, seconded
by Commissioner Wil~on a~d carried, sa~e were accepted with thanks and appreciation.

The following letter of recommendations next submitted from the Zoning and Planning
Commissi on:

Gentlemen:
At their recent meetings, the Zoniug and Plannlug Commission made the
following re-zoning recommendations, which are hereby submitted for your
consideration:
It is recommended that Lots l, 2, 3 and ~ of Block 5
San Lanta, and
2. Lots i thru 9, of Block 7, San Lanta, and
Lots l, 2 and 3 of Block 13, San Lanes, be rezoned from
an6 R1-A to an R-1 District.
This recommendatlon is being made due to the situation now existing
for the First Christian Chub-ch in this area. The Building Committee
of said church now wish to extend their present building by an ad-
dition, of an educational building to the north and rear of their
property. Said. church, although it has been in present location
for approximately 30 years, is a non-conforming use and, there-
fore, can not expand under th.a present zonSng.
The board feels that the above proposed rezoning will alleviate the
Church's problem, and also will not Jeopardize the present dwellings
situated in this area.
Further recommendation to rezone the east one-half of Block
8, Tier A, and the west one-half of Block 8, Tier B, from a.n
~R-3 District to a C-1.
There are several commercial structures wiWhin this area. The Elk's
Club is contemplating on an expansion. Since it is now a non-eon-
forming use, extension~ are not permitted.

Thereupon after consideration Commissioner Gatchel moved that a public hearirE be
held at 8:00 P. M. November 12, 1956, to consider rezonlng the property described in the fore-
going letter in accordance with the recommerdations of the Zoning and Planning Commission.
Seconded by Commissioner Wilson and carried.
On motion of Commissioner.Gatchel, seconded by Commissioner Wilson and carried, the
CiSy Clerk and Auditor John N. Fitzpatrick were next authorized access to safety deposit box
No. 177 at Ssnford Atlantic National Bank for the purpose of verifying the contents.
There being no further business the meeting then adjourned until 8:00 ob lock P. M.
