The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. November 12, 1956.

Meeting called to order by the Chairman.
Commissioner A. L. Wilson, who was elected on November 6, 1956, to fill the remainder
of the term of office of City Commissioner expiring December 31, 1957, next signed the oath
of office and was seated as a City Commissioner of Sanford for said term.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
minutes of regular meeting of August 27, adjourned meeting of August 28, regular meeting of
September 10, adjourned meetings of September 17 and 18, regular meetings of September 24,
October 8 and 22' adjourned meeting, of October 24, and special.meetings of October 26 and
November 7, 1956, approved.
The next order of business was a Public Hearl~to consider certain changes and amendmen'
to the Zoning Ordinance in accordance with the following notice published in the Sanford
Herald on October 25 and November 1, 1956:
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND
AME~DMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE GITY'iOF SANFORD,FLORIDA.
Notice is hereby given that a Public Hearing will be held at the office of the 0ity
Commission in the City Hall in the 01ty of Sanford, Florida, at 8:00 o'clock P. M. November
12, 1956 to consider the following changes and amendments to the Zoning Ordinance of the 0ity
of Sanford, Florida:
(a)
The property zoned in District R-1-A (Single-Family),
located on the East side of Sanford Avenue between
14th Street and Rosalia Drive, is proposed to be changed
to R-1 )Single-Family) District. Said property being
more particularly described as Lots l, 2, 3 and 4 of
Block 5; and Lots i thru 9 of Block 7, Ban Lanta; and
Lots l, 2 and 3 of Block 13, San Lanta Second Section.
(b)
The property zoned in District R-3 (Single-Family),
located on Cypress avenue bet~en 6th & 7th Btreets
is proposed t° be changed to..-C 1 (Commercial-RetailS
District. Said property being more particularly described
as Lots i thru 6 of Block 8, Tier A; and Lots 7 thru 12 of
Block 8, Tier B, of E. R. Traffords Map of Sanford.
All parties in interest and cltizens shall have an opportunity to be heard at said
hearing.

The Chairman then announced that the Oommisslon would be glad to hear from any in-
terested parties in favor of, or against re zoning ,the property as proposed and described in
paragraph (a) of the~oregoing notice.
Mr. Ted Williams, whose residence is located at 400 Plumosa Drive on Lots 3 and 4 of
Block 5, San Lanta, voiced his objections to rezoning all of the property as advertised, but
stated that he had no obJecti, ons to rezoning the property of the First Christian Church in
order that they may expand, since the proposed rezoning was for that purpose.
Clyde H. Robertson, of 1508 Valencia Drive, concurred with Mr. Williams

After discussion and consideration, it was the opinion of the Commission that only the
church property should be rezOned, and on motion of Commissioner Higginbotham, seconded by
Commissioner Gatchel and carried, Lots 5, 6, 7, '8 and 9 of Block 7, San Lanta, was authorized
to be rezoned as advertised, and the City Attorney authorized to prepare the necessary or-
dinance for adoption.
The C.hairman next announced that the Commission wohId be glad to hear from any in-
terested parties in favor of, or against re zoning the property as proposed and described in
paragraph (b) of the foregoing notice.
There being no objections registered, Commissioner Higglnbotham.moVed t hat the property
described in paragraph (b) be rezoned as advertised, and that the City Attorney prepare the
necessary ordinance 'for adoption. Seconded by Commissioner Krider and carried.
The next order oD business was a Public Hearing to consider closing, vacating and
abandoning a certain public alley in accordance with the following notice published in the
Sanford Herald on October 2.6, 1956:
TO WHOM IT NAY CONCERN:
You will take notice that the City Commission of the City of Sanford, Florida,
at 8:00 P~,~ M. on November 12, 1956 at the City Commissioners' Room at the City Hall in
the City of Sanford, Florida, will consider and determim whether or not the City will
close, vacate and abandon any right of the City and the public in and to the land delineated
on a plat as an alley and recorded in the Public Records of Seminole County, Florida, main-
raining in lieu thereof'an easement for public utilities, which said alley is more particularl
described as follows:
That certain alley running east and west from
French Avenue easterly to its intersection with
a north-south alley between Hickory Street and
Locust Street, and bounded on the north by 10th
Street and on the south by llth Street in the
City of Sanford, Florida.
Persons interested may appear and be heard at the time and place above specified.

abandoning a certain oublic utilities easement as described in the following notice published
in the Sanfo~d Herald on October 26, 1956:

You will take notice that the City Commission of the City of Banfo~d, Florida, at
8:00 P. 14. on November 12, 1956, at the City Commissioners' Room in the City Hall in the
City of Sanfor~, Florida, will consider and determine whether or not the City will close,
vacate, renounce, disclaim and abandon any right of the City and the public in and to the

The~ Chairman then announced that the Commission would be glad to hear from anyone in
favor of, or against closing, vacating and abandoning the public utilities easement as d~scrib,
in~the foregoing notice.
There being no objections registered, Commissioner H~igginbotham moved that the utilitie
easement be closed, vacated and abandoned as advertised, and that the City Attorney prepare
the necessary ordinance for adoption. Seconded by Commissioner Wilson and carried.
A committee representing the High School Athletic Association and Seminole Chiefs Club,
with John Schira~d as spokesman, next appeared wi~h further ~equest for the Commission to
waive the admission tax on all Seminole High School football games played in the municipal
stadium, which amounted to $720.60 during last season. Er. Schlrard advised that the School
Board had agreed to increa~ their annual payment to the City to $1,~50.00 toward cost of
converting the municipal bas~ball diamond to football use and back again.
Commissioner Gatchel then pointed out the expense to the City in maintaining the
stadium, and stated that he was opposed to waiving the tax for some organizations and charging
others.
After considerable discussion, Commissioner Hlgginb0tham' moved that the City waive the
admission tax, lower the fee from $70,00 to $50.00 for night use, with no policemen furnished
by the City, and waive the entire fee for day time use to all non-profit organizations, aa
that the present tax and fee remain the same for all others that use the municipal stadium;
and further moved that the City Attorney prepare such amendment to the admission tax ordinance
retroactive t~o October l, 1956. Seconded by Commissioner Krider and carried over the dissent-
ing vote of Commissioner Scott who stated that he felt the expense of maintaining football and
baseball facilities for the schools should be borne by the County instead of the CiSy.
Mrs. Fred Ganas, President of the Sanford Garden Club, next appeared and submitted a
request that they be allowed to pay the entire cost of building a room on the proposed Civic
Center building, te be designated as the "Garden Club Room", which woul~ be used for an
office and for circle meetings, advising that they propose to sell their present building and
use the proceeds f or this purpose.
The City Attorney then advised that since the p~opcsed Civic Center will be a.public~
building,, built on public property with public funds, the City will not h~ve legal authorit~
to allow them to build the room and retain title, but that it could accept a contribution for
for a room that could be dedicated to the Garden Club. He further advised, however, tha't t~e
City could no~ g rant them exclusive use of the room.
Thereupon Mrs. Ganas stated that s he could not speak for the members of the Garden Club
as to contributing funds for erecting a room un,er the terms and conditions outlined by the.
City Attorney, but wou~d report the i~ormation to the members for consideration and decision,
and ,~a~'vlsed the Commission at the next meeting.

mission that no commitment could be made at this time on accepting ach contribution as out-
lined by the City Attorney, and action was deferred until, such time funds are avaS. lable to
construct the build, lng.
Mrs. Carmeta Ray, Supervisor of the local State Welfare Board, maintaining an office in
the Melsch Building with City paying $40.00 monthly toward the rent and t he County the balance
of $108.00, next appeared with request for the City to increase its payment $52.00 per month
in order to provide for an additional office room, which would increase the total rent to
$200.00 with City paying $92.00.
After considerable discussion, Commissioner Krider moved that the City pay 40% ($80.00)
of the total monthly rent of $200.00 provided the County pay the balance, since the Welfare
Board serves all of Seminole County. Seconded by Commissioner Higglnbotham and carried over
the dissenting vote of Commissioners Gatchel and Scott who stated that it was a county functiol
and the City's participation in office rent represented double taxation on its citizens.
May~r Scott r~xt appointed Commissioner Wilson as Mayor pro-tern during h~s absence from
the City on November 15-17, in attending the Florida Municipal League Convention.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
City Clerk Bayer was neet appointed as acting City Manager during the absence of City Manager
Knowles while attending the Florida Municipal Leagure convention.
On motion of Commissioner Higginbotham, seconded by Commissioner Krider and carried,
the Commission next created the position of Assistant Director of Finance, and approved the
employment of Henry N. Tamm, Jr., ~o fill_ such position at an annual salary of $5,100.00,
effectively November 16, 1956. Mr. Tamm having been certified by the Civil Service Board on
November 8, 1956, as being eligible for the position.
On motioo, of Commissioner Wilson, seconded by Commissioner Higglnbotham and carried,
the Commission next authorized payment of $2,216.33 to Seminole County Board of Public
Instruction for City's pro rata of cost of extending sewer line to Pinecrest School. The
School Boa~-d having paid the entire cost at time the sewer line was cora tructed.
The following recommendation next submitted from Captain Robert W. Jackson of the

Note: Nothing in this proposal for coordination should impede, prevent or hinder im-
mediate emergency action when required. The first agency on the scene shall
assume control of thei~ assigned function until arrival of units of the Con-
trolling Agency.
After consideration Commissioner Higginbotham moved the adoption of the foregoing Co-
ordination of Operations. Seconded by Commissioner Krider and carried.
On motion of Commissioner Gatchel, seconded by Commissioner Wilson and carried, the Com-
mission next authorized payment c~ $5,000.00 to Mayfair Inn, Inc., toward adverti.slng cost in
connection with holding the second annual Professional Golfers Association Tournament at the
Mayfalr Inn Country Club on December 13-16, 1956. The City having appropriated this amount
for such advertising expense in current budget.
Commissioner Hlgglnbotham next introduced Resolution No. 880., and after being read in
full, moved its passage and adopti.on. Seconded by Commissioner Wilson and carried by the fol-
lowing vote, of the Commission:

WHEREAS, Petition has been filed with the City Commission of the City of Sanford~;~
Florida, requesting the closing, abandoning and vacat~ng of San Canlo~ Avenue within said city
from Seminole Boulevard on the north to First Street on the south, and
WHEREAS, The ordinances of the City of Sanford require a public hearing on Said proposed
vacating and abandoning of said street,
NOW THEREFORE, BE IT RESOLVED, By the City Commission of the City of Sanford, Florida
that a public hearing be and the same is hereby set for 8:00 P.M. on the 10th day of December
A. D. 1956, at which time the City Commissi on will hear any interested party concerning the
vacating, abandoning and closing of San Carlos Avenue between Seminole Boulevard on the north
and First Street on the south,

Sanford Herald fourteen days. prior to the aforementioned date of public hearing.

the City Attorney was next directed to investigate the possibility of clearing up the title
to the City owned property described as Lot "A" of Sanfo Park, which was conveyed to the City
for a hospital site with reverter clause if it is used for any other purpose. Also, the matter

the City Manager .was next directed to investigate the cost of installing a large neon sign
at corner of French Avenue and First Street, with arrow indicating the location of the
"Downtown Business Section"..
