The City Commission of the City of Sanford, Florida, met in adjourned session at the
CitY Hall in the City of Banford., Florida, at 8:00 o'clock P. M. December 13, 1956.

Meeting called to order by the Chairman.
The proposed Ordinance providing for the issuance ~f$~O0,000.O0 Public Improvement
Revenue Certificates next submitted for consideration.
After a lengthy study and discussion of the provisions of the ordinance, action was
deferred, pending further consideration.
Fire Lt. John Crow next appeared concerning his refusal to 'send the fire apparatus
outside the city limits on night of December 11, in response to request of Mayor Scott to
combat a tree fire at the Mayfair Inn Country iOlub. He stated his reason for not answering th,
call in question was because they had been instructed not to answer any fire alarms outside
the corporate limits unless the property owner o~ agent was registered as being entitled, to
such service, Churches, Schools and Governmental agencies excepted. Also, that he did not
know the City still owned the country club property, and that Mayor Scott did not advise him
of such ownership when making the request. Lt. Crow further advised that the departms nt will
answer calls beyond the city limits when lives are involved.
In answer to the questioh as to his authority in the absence of the Fire Chief and
the Assistant, Lt. Crow advised that it was to use his own Judgment in making decisiolxs.
Fire Chief Cleveland and Assistant Chief Thomas next appeared concerning their absence
from the station on night of December 11. Chief Cleveland advised that he was out of the city
and had left Assistant Chief Thomas in charge, who was ho~e for supper at the time Mayor Scott
called from the Mayfalr Inn Country Club. He concurred in the statements of Lt. Crow but said
that he was aware of the country club property belonging to the City and would have answere~
the call if he had been on duty.
Assistant Chief Thomas explained that he was home for supper and that Lt. Crow called
and advised of his action in refusing to send the equipment to the country club, which he ap-
proved because neither knew it was city property.
After discussion, the Commission irs tructed that all personnel of the Fire Depart-
ment be informed of all city owned property located outside the city limits to be protected
by fire service.
On motion of Commissioner Higginbotham, seconded by Commissic~er Gatchel and carried,
the Commission next appointed A. K. Shoemaker, Jr., as a member of the Board of Adjustment and
Appeals for a four year term to f Ill the vacancy created by the eXpirat~ion of~term of office
of Lowell Ozier.
Application next received from the Banford Atlantic National Bark and the Florida
State Bank of Sanford to be designated as depositories of City of Sanford funds during year
1956, agreeing to furnish satisfactory security ih Government Bonds, to be approved as to
amount and validity by the City, to protect said funds.
Thereupon Commissioner Krider moved that the Sanford Atlantic Nat~.onal Bank and

Application next submitted from A. K. Shoemaker, Jr., builder, for t he City to pave
Wynnewood Drive from Adams Court east to DeCottes Avenue, offering to pay for cost of all
materials, the City to furnish the labor and .equipment.
After discussion, Commissioner Krider moved that the City pave the aforesaid street
under the proposed basis, provided the developer deposit the money in advance for purchase of
the necessary materials. SeConded by Commissioner Higginbotham and carried.
There being no further business the meeting adjourned.
