122056-Special Session 168 MINUTES City Commission, Sanford, Florida, December 20,at 8 P. M 19~6 The City Commission of the City of Banford, Florida, met in special session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. December 20, 1956. Present: Commissioner F. N. Tams, Jr., Chief of Police R. G. Williams Meeting called to o~er by the Chairman. Charlie Gibson, colored, appeared and requested permit to move into a dwellingat 501 E Third Street, which is located in the "white" district, and same was referred to the Zoning and Planning Board. Letter next submitted from Municipal Judge Leonardy recommending that balance~of sentence assessed against Ernest Mobley be suspended due to being a disabled veteran of World War II with only one leg. Said prisoner having been convicted in Municipal Court under date of December l~, 1956, for "operating a motor vehicle while under the influence of in- toxicating liquor" and sentenced to pay a fine of $200.00 and cost or serve 60 days in Jail. Thereupon after careful consideration, Commissioner Krider moved that Ernest Mobley be released on probation for one year under good behavior instead of suspending balance of sentence as recommended by the Judge. Seconded by Commissioner Higginbotham and carried. Wilson Holt, representative of Goodbody & Company and Associates, who were engaged as Fiscal Agents to ~andle the financing of the proposed sewage treatmen~ plant and to pre- pare and submit a feasibility report as to City's ability to issue additional pari passu water ard sewer revenue certificates under the ~resent revenue structure to finance the con- struction, next reported on an analysis of t he,venues for past fiscal year ended September 30, 1956. He advised that there was a surplus of only $6,628.74 after operating expenses, capital expenditures, sinking fund provisions and transfer of $20,000.00 to the General Fund, but that it was possible for the City to issue $200,000.00 pari passu revenue certifi- cates from the present revenue s, payable over a period of 25 years with first maturity in 1960. He further advised that they had not attempted to project the anticipated revenues ~uring the life of the certificates, and recommended that the City engage an engineer to make such projection and also prepare the plans and ccc t estimate on the treatment plant. After discussion, Commissioner Krider moved that the City engage a firm of engineers to prepare a fesibility report and cost estimate on the construction of the proposed treatment plant. Seconded by Commissioner Gatchel am~v~ carried. Elmer Brookin, doing business as Streamline Cab Company with his two brothers, Feltc~ and Clyde Brookin, next appeared with request for permit to operate ore additional taxicab with the two~ now in operation, and same was referred to the Chief of Police and City Manager for recommendation. George Brine ~nd Orville Touehton of Brine Machine Company next appeared with teleran( to their bill in amount of $1,12~.89 for services rendered in converting City's Reo truck into a wrecker, including labO~ charges of $720.25 which was protested by the City Manager as being excessive. Mr. Touchton outlined in detail the amount of work involved and time consumed in mounting and welding ~he equipment, for which he said was charged at their standard rate. On motion of Commissioner Krider, seconded by Commissioner Higginbotham and carried, current invoices and payrolls' next aporoved, as evidenced by 8anford Atlan~ ic National Bank Vouchers' Nos. 7024 thru 7073; General Fund Florida State Bank Vouchers Nos. 875 thru 989; and Water & Sewer Revenue Sanford Atlantic National Bank Vouchers Nos. 120 thru 128. Considerat.~o n next given to requiring some type of safety regulations for the protecti at railroad crossing inside the city limits. After discussion, in which the City Nanager advised that the railroad company was in process of installing signal lights at the crossing at 13th Street and French Avenme, and on E 25th Street, the Commission instructed the Chief of Police to make a survey of all crossings within the city and submit recommendations as to those that need signal lights and thc~ that need only fusing. Also the City Attorney was instructed to prepare the necessary ordinance require the railroad company to conform to such regulations. Letter next submitted from Seminole Realty offering to sell ~he City ~he property cared at Northwest corner of First Street and Cedar Avenue, with frontage of 190 f est and depth of 60~ feet, for sum of $8,500.00. After discussion, and in view of City not having any need for this property for muni- cipal purposes, the offer was declined. Request next submitted from the General Sanford Memorial Library and Museum Associa- tion for the City to provide a librarian for the new Nemorlal Library, but in view of no funds having been appropriated for such purpose, Cemmissioner~K~i~er moved that the request be denied. 8econded by Commissions~ Gatch& and carriel. On motion of Commissio~er Krider, seconded by Commiseloner Higginbotham and carried, the Commission next authorized and directed that the funds in sum of $2,500.00 appropriated in current budget for the General 8anford Memorial Library, be turned ~er to the Library and Nuseum Association for the purpose of construction and maintenance of said library. Brailey Odham of Odham & Tudor, Inc., next submitted request for the City to enlarge the sewage lift station at Pinecreet 8ubdivision in order to serve 50 additional dwellings which they propose to constru~ t, and same was taken under advisement. Consideration next given to a request for ~he City and County to rescind the park dedication of Lots, i and 2 of La~ View Park in order ~hat it may be sold for a site for a commercial building. After discussion, Commissioner Krider moved that the City Attorney prepare a resolu~lc requesting the County ~o rescind the park dedication of the aforesaid lots, and to offer it fo~ sale at a minimum price,~.of $9,000.00.
