The City Commission of the City of Sanford, in the County of Seminole, and State of
Florida, met in adjoUrned regular session at 10:00 A. N. December 31, 1956 pursuant to law
and the rules of said Commieslon.. The meeting was called to order by the Mayor-Commissioner
and, on the roll being called there were P~esent F. D. Scott, Mayor-Commissioner, presiding,
and the following named commissioners: David.M..Gatchel, Earl Higglnbot~am, John B. Krider,
Br., and A. L. Wilson, also present W. E. Knowies, City Manager; W. E. Hutchison, Jr. City
Attorney, and H. N. Bayer, City Clerk and Auditor.
Abe ent: None.
The City Attorney then presented in.typewritten form for consideration a proposed
ordinance No. 603, entitled:
"AN ORDINANCE PROVIDING FOR THE IBBUANCE OF PUBLIC IMPROVEMENT
REVENUE CE~ITIFICATEB OF THE CITY OF BANFORD, FLORIDA, IN ANTI-
CIPATION OF THE COLLECTION OF ITB FRANCHIBE TAX, FOR THE PUR-
POBE OF PAYING THE COBT OF NECEBBARY MUNICIPAL INPROVENENTB
IN AND FOR SAID CITY AND EXPRESSING CERTAIN COVENANTS AND UN-
DERTAKINGS ON BEHALF OF THE CITY FOR THE SECURITY AND PAYMENT
OF SUCH REVENUE CERTIFICATES,"
The proposed ordinance was read for information.
Commissioner Gatchel moved that any rules or charter provisions that might otherwie e
require deferred consideration or further readings of said proposed ordinance be suspended
by unanimous consent and that sai~ ordinance be now placed upon its final adoptio.n. Com-
missioner Wilson seconded t~ motion, and after due consideration thereof by the Commission
the Mayor-Commissioner put the question on the motion to suspend the rules and provisions
for deferred cconsiderations or additional readings of said proposed ordinance and, the roll
being ~alled, the following votedl
Aye: Commissioners Gatchel, Higginbotham, Krider, Scott
and Wilson
Nay: None.
WHEREUPON the said motion was declared duly and unanimously carried and said Ordi-
nance to have been placed, upon its final passage and adoption.
Commissioner Krlder moved theft said~ordinance be adopted, seconded by Commissioner
Higginbotham, and after due consideration thereof by the Commission the Mayor-Commissioner
put the question on the motion for adoption of eal~ o~dinance and, the roll being called,
the following voted:
Aye: Commlsslc~ers Gatchel, Higginbotham, Krider, Scott
and Wilson
Nay: None
Commissioner Wilson moved that publication of said ordinance be by posting a true
and correct copy thereof at the front door of the City Hall of said City, seconded by Com-
missioner Higginbotha~, and after due consideration thereof by the Commission the Mayc~-
Commissioner put the question and the roll being called, the following voted.
Aye: Commissioners Gatchel, Hlgginbotham, Krider, Scott
and Wilson
Nay: None
Whereupon the motiou wee declared ~uly carried.
WHEREUPON the ordiuance was declared duly adopted. TheMayor-Commissioner as presi-
ding officer, and the City Clerk as Clerk of the Commission, announced they had each authen-
ticated said ordinance with their official signature.
