IDA. WHEREAS, It is the opinion of ~he people of ~he City of Sanford, Florida, and the City 0ommis~on of the 0ity of ~Sanford, Florida, that the present United States Post Office located in the City of Sanford, Florida is at the present time inadequate to properly s ervlce the needs of said City and surroundlnga teas by reason of tremendous population growth in the past years, and WHEREAS, The present Said post office ie so Iooated in the downtown area of the City of Sanford that the same is extremely congested'; causing traffic congestion and use problems of said pos~ office, and WHEREAS, All indications point to a continued rapid population increase and growth throughout the 0ity of Sanford and surrounding areas in the future, and WHEREAS, By reason of the foregoing it is the opinion of the 0ity Commission of the ~Ity of Sanfo~d, Florida, that there is presently an immediate need for a re-location of and new sl~e for a post office in the City of sanfo~d, Florida, NOW THEREFORE, 'BE IT RESOLVED By ~he City Commission of the City of Sanford, .Florida, ~hat the General Services Administration be and the same is hereby requested to immediately obtain a survey for a new post office site within the City of Sanford, Florida moving said sl~e out of the congested downtown area of the City of Sanford, in order that ~he said citizens of said City and surrounding areas will, in the future, have adequate and efficient post office service. BE IT FURTHER RESOLVED That a copy of this Resolution be forwarded .to the General Services Administration, Washington, D. C. and copies thereof delivered ~o the local press. WHEREAS, State Road No. 415 starting in Samsula and running Southwesterly to the St. Johns River and thence to the City of Sanford, has been for many years in a hazalKlous condition and · WHEREAS, Increasing popularity of the East Coast near the New Smyrna Beach area as a resort for the citizens of Sanford and Seminole County has caused this road to become of in- creasing importance to all areas affected, and WHEREAS, The State Road Department, through the pleas of its fifth district member, Campbell Thornal, recognize the need for reconstruction of said road, and WHEREAS, It is the opinion of the citizens of the City of Sanford that Campbell Thornal through his energetic and persuasive activity contributed tremendously toward the active re- construction of said State Road 415, NOW THEREFORE, In order to properly recognize the successful efforts of Campbell Thorns now an esteemed member of the Florida Supreme Court, BE IT RESOLVED, That the State Road Board be and the same is ?hereby requested to name State Road 415, when completed, the Campbell Thornal Highway, and BE IT FURTHER RESOLVED, That this Resolution be forwarded to the State Road Board at Tallahassee and copies thereof delivered to the local press. WHEREAS, Since the completion of the widening of French Avenue it has come to the attention of the 01ty Commission that the State Road Department intends to rename French Avenue Highway 17-92, and WHEREAS, For many years Park Avenue in the City of Sanford, Florida, has been hi~$hway / / MINUTES ....... City CommissiOn, Sanford, Florida, January 28. at 8 P .. l~I. .5? that said Park Avenue is to be abandoned as a State Road by the State Road Board, and WHEREAS, It is the feeling of the City Commission of the City of Sanford, Florida, that Park Avenue is still a main artery for the flow of traffic north and south through Seminole County and the City of Banford, Florida and that economic necessity require that said Park Avenue still remain a part of the State Highway System, and WHEREAS, It is the feeling of the citizens of the City of Sanford, Florida that Park Avenue should be retained by the State Road Department as a State Highway, in order that the. materlal' growth and welfare of the population of the City of Sanford, Florida can be maintained and increased, NOW THEREFORE BE IT RESOLVED That the City Commission of the City~ of 'Sanford, Florida does hereby request the State Road Board of the State of Florida to retain said Park Avenue loc within the City of Sanford, Florida as alternate Highway 17-92 in the Btat~ Highway system. Recommendation next submitted from the Zoning and Planning Commission that the follow- ing described property be rezoned from R-1 (Single-Family) to R-2 (Multiple-Family):. Lots 9, 10 and 11 of Block 3, Tier 6; Lots 6' 7, 8, 9, 10 and 11 of Block 3, Tier 7; and Lots 6, 7 and 8 of Block 3, Tier 8, of E. R. Trafford's Map of Banford. . After Discussion Commissioner Higginbotham moved that a Public Hearing be held at 8:00 o'clock P. M., FebrUary 25, 1957, to consider rezoning the foregoing described property in accordance with the recommendation of t~e Zoning and Planning Commission. Seconded by Commissioner Scott and carried. Consideration next given to the reCOmmendations of the, Zoning and Planning Commission that the City engage Frederick H. Bait, Jr., as Planning Consultant to make survey and com- prehensive plan for the City; and to employ C~ M. Brakefleld, Jr., in the capacity of staff planner to work under the supervision of Mr. Bait for a period of 18 months or until said Board determines that his full time on planning is not required, in which case such~excessive time as he may have shall be utilized as directed by the City Commission. ~ Thereupon after discussion of a proposed combined Clty-0ounty Planning program so as to include the f tinge areas of the City and also Joint use of a staff planner and consultani in which the City Manager reported on two favorable meetings with the County Commission and the County Zoning Commission concerning definite steps to enable the County to Join the City in such planning, it was the opinion .of t he Commission that the City should~delay action on the recommendations of the Zoning and Planning Commission until the County Commissioners take official action on the proposed County Planning. Also, an easement 50 ft. in width across the well f leld property for a haul road to the Sgate Road Department "s borrow pit. After discussion, and upon advice of the City Manager that only the booster pumping station would have to be relocated,. Commissioner Hlgginbotham moVed the approval ~of ghe aforesaid instruments and that the Mayor and Clerk be authorized to execute same on behalf of ghe. 0ity, subject to an agreement from the S~ate Road Department .that all the wells along the highway will be left in ~he meridian strip and protected against traffic damages, and also the Water mains under the easement for haul over road be protected from such damages. Seconded by 'Commissioner Wilson and carried. The City Attorney next submitted the plat of the City's well f leld property located on Highway 17-92, as surveyed and certified by A. C. Doudney, Registered Land Surveyor, on January 22, 1957, which included the proper.fy conveyed to Seminole County Pos~ No. 382, Veterans of Foreign Wars, and to Seminole County Chapter 30, Disabled American Veterans. He then advised of an error in the description of the property conveyed to the D.A.V. Chapter which he said could be corrected by conveying the property back .to the City as described in the deed, and the City re-convey under the correct description. A committee from the D. A. V. 0hap~er, wi~h Dou~a~.Stenstrom as spokesman, then re- quested the ~ity to. convey them additional land in rear of the property so as to give ~hem a depth of 250 feet, with original frontage of 150 f~. on the highway, advising that 80 off the front was having to be conveyed to the State Road Department for righ~ of way purpose for widening said Highway 17-92. After discussion Commissioner Higginbotham moved that the City convey the D.A.V. 0hapgel atract of land with 150 frontage on Highway 17-92 and depth of 250 ft, from the new right of way line of said highway, subJec~ to them conveying back to the City ,~he original trac$. Seconded by Commissioner Wilson and carrie~. Commissioner Hlgginbotham also moved that .~he City convey to theV. F. W. Pos$ an ad- ditional .80 f~. in rear of their proper~y to replace the loss of 80 rs. for righ~-of-way Purpose off the front, in order that they have a depth of 250 ft. Seconded by Co~mlssloner Warner and carried. .Jim Scogt next appeared~.and outlined hie proposal to operate an archery range and school in Sanford, and requested the use of the park property at corner of French Avenue and 9th Stree~ for conducting such bus,ness, advising ~hat It would be operated in a sa~e manner without endangering lives or property, and would also be covered with insurance so as ~o pro- t:ect the City from any liability. Nr. Scott also advised that he would coopera~e with the City's re~reatlon program by teachirg archery to children who are of sufficient age. After discussion it was felt that the archery range should be located in Fort Mellon Park, and operated in conJunctic~ with the other recreation facilities, and action was de- ferred, pending an lnspec~ion by the City Manager and Mr. Scott as to~inding a suitable lo- cation east of the Swimming Pool. W. 'W. Linz, representing the Seminole Oounty Farm Bureau, next appeared ~t th reference to acquiring the Olty owned property at northwest corner of Second 8~reet and Pine Avenue for a site for their proposed agricultural building, which they intend to erec~ in the downtown 186 MINUTES City Commission, Sanford, Florida, January_Z8 at 8 P. M. 1~7 The proposed plat of Cowan-Moughton Terrace next submitted for approval. After consideration, Commissioner Higginbotham moved the acceptance ar~ approval of the plat, and that a public hearing be held on February 25, 1957, for the purpose of abandon- ing the streets in the old plat. Seconded by Commissioner Scott and .carried. Consideration next given ~to the following proposal for providing the Police Department with a suitable rescue boat: The City to purchase a!.i!.$955.90 boat from Stafford Boa~ and Harry Robinson at price of $760.~O, less trade-in allowance of $325.00 on the old boat, leaving net cost of $$35.~0; and Harry Robinson to furnish, without charge, a new 35 h.p. kicker and change it for a new one each year, also a quick unloading trailer, including free maintenance service. After dis cue sion, aommissloner Hlgginbotham moved t. hat the foregoing proposal be ac- cepted with City's appreciation for their cooperation in providing adequate rescue service for the Police Department, and thmt the cost, of the new boat be paid f~om the Oontingent Fund. Seco. nded by Commissioner Scott and~earried. On motion duly.adopted, the City Attorney was next authorized to prepare an amendment to the 01t. y'.s Code so as to adopt the 1956 revision of the National Board of Fire Under- writers Fire Prevention Code. In accorda~ ce with Section 9-3 of the City Code, and on motion of Commissioner Hlggin- botham, seconded by Commissioner,~Wllscn.~a~d carried, Sidney .Vlhlen, Master Electrician, Ross E. Calhoun, Journeyman, and the Electrical Inspector were next appointed as the Board of Electrical Examiners for year 1957. On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, Archie C. Harriett, Master Plumber, Leroy Groover, Journeyman, and the Plumbing Inspector were appointed as the Plumbing Board for year 1957. Letters of complaints next submitted from James Brown, 1117 W. 8th St., and N. J. Duggar, 1010 Myrtle Ave., against Eduardo DePalma, doing business as a building contractor under the name of Orange Improvements .Company, for misrepresentation, over- charging, and failure to complete contracts. The Oity Manager then advised of having received other complaints against Mr. DePalma, and of his violations of the, Building Code, and recommended that his license be revoked. Thereupon Commissioner Warner moved that a hearing be conducted by .the Commission at the meeting of February 11, 1957, to determine whether or not to revoke the occupational license issued to Orange Improvements Company to engage in the business of "Building Con- tractor", and that Mr. DePalma be served an official notice of such hearing. Seconded by Commissioner Wilson and carried. Oommissioner Wilson next brought up the number cf recent accidents caused by motorist speeding .and disregarding "stop signs~, and said that something should be done about it. After discussion, in which the 0bier of Police reported on the high number cf arrest already being made for such traffic violations and the heavy fines imposed on the violators in Municipal Court, the Commission instructed him to take the necessary action for a more rigid enforcement of the traffic regulations in an endeavor .to cut down on the number of accidents. Commission next proceeded to a lengthy discussion and consideration of s everml proposed Bills to be presented for passage by 1957 Legislature. On motion of Commissioner Hlgginbotham, seconded by Commissioner Wilson and carried, the Oommission authorized a bill to amend .Section 10 of the City Charter so as to provide ~hat all officers and employees of the City holding techinal positions shall only be required to be residents of Seminole Oounty. On motion duly adopted, the Commission authorized a Bill to empower the Olty to annex territory to its corporate limits by petition of a majority of the owners of the property with t~ area proposed to be annexed. A proposed bill to amerzlSection 19 of the Charter so as to provide for the election of the Mayor by the people was brou~t up for consideration. Commissioner Higginbotham voiced his objections against the proposal, stating that it would conflict with the Commission-Manager form of government. Commissioner Scott spoke in favor of the election cf the Mayor by the people, stating that it was not the intent to vest any additional powers in the office, and cited the limited powers conferred upon the Mayor by the Charter. Commissioner Gatchel stated that he~:was in favor of the people electing the Mayor-Com- missioner for a two year term only. After discussion CommisSioner Scott moved that a Bill be prepared for passage by the 1957 Legislature, to amend the Charter so as toprovide for the election of a May~-Commissionex · one by the people; to be elected for the existing term of office when there is only/Commissioner's term expiring and one to be voted upon. Commissioner Higginbotham then moved that the foregoing motion be tabled. Seconded by Commissioner Wilson and carried over the dissenting vote of Commissioners Scott and Gatchel.
