The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:'00 o'clock P. M. February 11, 1957.

Meeting called to order by the Chairman.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried
minutes of regular meeting of January 28, 1957, approved.
The next order of business was a Public Hearing to determine whether of not 1956'
1957 City Occupational License No. 476, issued to Eduardo DePalma under the name of Orange
Improvement Company, Inc., to engage in the business of "Building Contractor", should be re-
voked because of violations of the Building Code.
Mr. DePalma then ap.~red before the Board and requested an extension of two weeks
on the hearing in order to secure counsel and assemble witnesses, but in view of the fact
that he had already had 14 days notice of such hearing, which was felt to be sufficient, the
request was denied.
The City Building Inspector then cited three cases in which Mr. DePalma violated
Section 105.]. of the Building Code by startihg c~hstruction work before securing permit
from the City.
Attorney Geo. A. Speer appeared on behalf of Mrs. Doris Tedder with whom Mr. DePalma
contracted to install a new roof on her dwelling at 911 Oak~. Avenue and stated~that Mr. De-
Palma misrepresented the terms of the contract, which was excessive in price, also, tb~t the
roof was not satisfactory because of inferior workmanship.
Mrs. Ruby T. Muzik of 101 W 9th St., appeared and confirmed her complaint against
Mr. DePalma for contracting to enclose a porch and not completing it. She also stated that
the work was not satisfactory and that he charged more than the contract price.
S. G. Green of 603 E 5th Street testified that he entered into a contract with Mr.
DePalma for repairs to his home ara specified pries, and that he charged mo~e than the con-
tract price.
Mary Moye of 1515 W 16th Street testified that Mr. DePalma contracted to install a
roof on her home for $500.00 but never fully completed the Job, Al~o, that he charged her
$610.00 for the work.
N. J. Duggar of lOlO Myrtle Avenue testified that he entered into a contract with
Mr. DePalma to remodel his home at cost of $1,890.00, which he never completed; that the work
was condemned by the City for not being satisfactory and that Mr. DePalma refused to correct
it; and that after paying him $1,690.00 on the contract, he had to employ someone else to
tear out and complete the Job at cost of $420.00.
Janie Brown of lll7 W. 8th Street confirmed her complaint against Mr. DePalma for
misrepresentation of contract for repairs and improvements to her home, stating that he told
her the contract was only an estimate of the work and aut~ity to investigate her credit
standing at time she signed it. She further stated that after Mr. DePalma informed her that
she had signed a contract and started work, she had the carpenters stopped, and he was de-

Mr..DePalma then claimed that his work was satisfactory and that he could produce at
least fifty witnesses that would testify in his behalf. Also, that he had no intent of doing
work in the City without securing permits, stating that he had filed application with the
City for such permit prior to starting work on each Job cited by the Building Inspector.
Thereupon after considerable discussion, Commissioner Higginbotham moved that,
without prejudice to any Job or litigation now. in process, the license of Orange Improvement
Company, Inc., be revoked, and Mr. DePalma not be allowed to do any further business in
Sanfor~. Seconded by Commissioner Scott and carried.

,WHEREAS, Company B, 154th. Armored Infantry Battalion of the Florida National Guard
located in Sanford, has served our community, our State and our Nation:.. honorably and well, botf
in times of peace and when our Nation was at war; and,
WHEREAS, many citizens of Sanford and'Seminole County were called to active duty
in the armed forces of our Nation from our local National GUard Unit in World War I, World
War II, and the Korean War, and served ~althfully and honorably, many of whom gave their lives
that this Nation might live; and
WHEREAS, the Sanford Unit, although not called for Federal service during the Korean
conflict, stood ready to defend our community, our State and our Nation should the call have cc
and,
WHEREAS, the local unit of the Florida National Guard has a great and heroic history
to bulwark its claim to competence; and,
WHEREAS, we feel that service as a citizen'soldier in the Florida National Guard
provldes a young man or a veteran with an excellent opportunity to serve in a Reserve Milltary
Force; and, -
· WHEREAS, we feel such service is important to the defense and preparedness of this
Nation at the least possible cost;
~NOW, THEREFORE, BE IT RESOLVED by the City COmmissioners of the City of Sanford,
Florida:
1. We acknowledge with grateful hearts those among our citizens who, when called
to active service from the local National Guard Unit, in either of the great ware or Korean
conflict, gave their lives that we might continue em r democratic form of Government.
2. We extend to the officers and men of Company B, 15$th. Armored Infantry Battalion
of the Florida National Guard our appreciation for their service and confidence in their abilit
as citizens soldiers and commend to the young men of our community service in our local Unit
as an overt manner of expressing patriotism and opportunity to learn the need of discipline,
honor and integrity.
BE IT FURTHER RESOLVED that copies of this Resolution be forwarded to United Btates

After comparison of prlC'es submitted and the specifications of automobiles bid upon,
and on recommendation of the City Manager, Commissioner Scott moved the acceptance of bid of
Strickland-Idorrison, Inc., on purchase of three 245 PIP 8-cylinder Fords with automatic trans-
mis sion¥, equipped with safety package, at net price of $6,230.66, including trade-in allowance
on the three used cars. Seconded by Commissioner Warner and carrl, ed.
Commissioner Higginbotham next moved that the two new automobiles purchased for t he
Police Department be painted black and white, and the other orie painted red. for the Fire Dept.
Seconded by Commissioner Warner and carried.
On motion of Contmissioner Higginbotham, seconded by Commissioner Scott and carried,
the Commission next authorized the advertisement for bids on purchase of 2,500.fi of 2~-inch
and 400 ft of l~-inch fire hose for the Fir~ Department.
Letter next submitted from George Stephens, owner and operator of George's Tavern
at ll0 W ~om~.e~cial Street, requesting that the property at 1008 French Avenue be zoned for
conducting the sale of liquor thereon, in order that he may transfer his business to said
location, advising of intent to erect a new building at estimated cost of $30,000.00 on this
property for conducting such business.
After discussion and careful consideration, Commissioner Higginbotham moved that the
property abutting on the East side of French Avenue between 10th an5 llth Streets be zoned
so as to provide for conducting the sale of liquor on the premises. Seconded by Commissior~er
Warner and carried.
Letter next submitted from the Seminole County P. T. A. Council, requesting police
protection on W. 13th Street during morning and afternoQn for children attending Crooms
Academy; enforcement of speed limit on Celery Avenue near Hopper Academy; a~ improvement of
streets leading to Goldsboro Elementary School; and same was referred to the City Manager
and Chief of Police.
Request next submitted from Atlantic Coast Line Railroad Com~ny for City to vacate
W 10th Street between Cedar and Poplar Avenues.
After discussion Commissioner Higginbotham moved that the City offer to vacate and
abandon the aforesaid Portion of loth Street in exchange for the railroad property west of
the Municipal Zoo. Seconded by Commissioner Warner and carried.
Offer of $500.00 next submitted from Arthur O. Russell to purchase the tract of
land, 75'x200 ', immediately south and adjacent to his boat building plant for expansion pur-
poses.
After discussion Commissioner Hlgginbotham moved the acceptance of the aforesaid
offer and that the Mayor and Clerk be authorized to execute the deed of conveyance on behalf
of the City. Seconded by Commissioner Wilson and carried.
Consideration next given to request of Seminole Memorial Hospital for City to pay
the hospital bill of Charlie Cross, Jr., a diabetic patient and former city prisoner who had
been discharged by the City prior to entering the hospital.
After discussion, and on advice of the City Attorney that the City was not liable
for this hospital bill, Commissioner Higginbotham mo~,ed that no mt-ton be taken. Seconded by
Commissioner Warner and. carried.
On recommendation of the City Manager, and on motion of Commissioner Higginbotham
seconded by Commissioner Warner and carried, the Commission next authorized the installation

The City Manager next reported that the 30-year franchise granted Sanford Gas
to operate the gas system in the City expires on March 29, 1958, which is subject to renewal
unless notice is given one year prior to expiration date by the grantor.
Thereupon Commissioner Higginbotham moved that San'~ord Gas Company be served an of-
ficial notice that the City will not renew the franchise under its present terms and conditions
Seconded by Commissioner Scott and carried.
The City Manager next reported that Jim Scott had selected a site in Fort Mellcn~.~
Park north of the Chamber of Commerce building for his proposed archery range, but after dis-
cussion it was .felt that the backstops in connection therewith would be unsightly for t his
location.
Request ne×t submitted from Central Florida Foods,~ Inc., for installation of street
l~.ght near their place of business at ll5 N Laurel ~ Avenue, but in view of existing s~reet li
at inte.~sections of First and Commercial Streets, same was denied.
The City Attorney next reported that the ~$00,000.00 Public improvement Revenue
Certificates issue was approved by Circuit Court on February l, and that the certificates
woul~ be validated and ready for delivery after the 20-day appeal period.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
current invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic
National Bank Vouchers Nos. 7127 thru 7162; General Fund Florida State Bank Vouchers Nos.
ll20 thru 1256; Water and Sewer Revenue Fund Vouchers Nos. 136 thru 142; Water & Sewer Re-
newal and Replacement Fund Vouchers Nos. 3 thru 7; and Public Projects Fund Vouchers No. 43.
There being no further business the meeting adjourned.
