The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'lcock P. M. March ll,, 1957. Present: Commissioner David M. On' motion of Commissioner Higginbotham, seconded'by Commissioner W~rner and carried, minutes of special meetir~g of February 16, and regular meeting of February 25, 1957, approved. Consideration next given to Report on EconOmic Survey of Sanford and Seminole County, prepared by Bostwick, Inc., Consulting Engineers of Daytona Beach for the Chamber of Commerce, in which they recommended the construction and operation of a muoicipal dock and merchantile Warehouse for the development of Sanfor~ into a "wholesale distributing center" for central Florida. The estimated cost of such project being $500,000.00. John Krider, Manager of Chamber of Commerce, then appeared and spoke in favor of constructing the dock and terminal faciligles as recommended in the Bostwlck Report, and pointed out the wast changes in the economic status of Sanford and central Florida since ~he City last attempted to cons~ruct the project,~ He also cited the favorable possibilities of immediate construction of the Sanford-Titusville Canal, and. the proposed Cross-State Canal, which he said would open up t~o additional channels for water freight into Sanford. Krider also numberated the benefits ghat:would accrue to Sanford and' the entire County by having such terminal facilities to serve central Florida. City Manager Knowles also spoke in favor of the oroJect and. recommended that a "Port Authority" be created to finance and operate the facilities. After a lengthy discussion, in which all of the Commissioners voiced their approval of the proposed .projeCt, provided feasible ways and means could be arranged to finance the construction, the matter was taken under advisement, pending a meeting with Mr. Bostwick, and Wilson Holt, representativese of City's financial agents. Letter next submitted from Claude. H. Wolf Appliance Corporation, 308 E First Street, for the City to designate a loading zone in the alley adjacent to their pilaCe of business to serve the four merchants in thag block. After consideration Commissioner Higginbotham moved that the aforesaid request be denied, with request ghat said merchants cooperate ~with ~he Police Department in keeping this alley open. Seconded by this alley open. Seconded by Commissloner Warner and carried. Complaint next received from the Firestone Store, lll E First Street, against the alley being blocked by grsffic in back of their place of business, and after discussion, same was referred to the Chief of Police. Request next received from Mrs. N. R. Whitney, 409 Nellonville Avenue, for the City go widen said Avenue from First to 8th Street in order to provlOe adequate width for parking whhicles in front of her home, and on motion duly carried, same wa~ ordered tabled until such time funds are available for such purpose. Mo 19 57 Fire Dept. L~ John Crow advanced from Class 21-C to Class 21-D, with annual salary increase of $104.00. Fire Dept. - Lt. G. M. Harriett advanced from Class 21-C to Class 21-D, with annual salary increase of $104.00. Fire Dept. R.E. White, Sr., advanced from Class 19-C to Class 19-D, with annual salary increase of $104.00. Letter .next submitted from S. J. Stiggins,-Attorney for Melvin H. Slack, advising that the building located on the property described as N. 32 ft of Lot 7, Block 7, Tier A, of E. R. Traffords Map of SanfOrd, extends four-tenths of a foot into and upon the existing right. of-way of 5anford Avenue, with request that the City vacate and abandon the form-tenths of foot of the' street where it abuts said property.. After consideration, Com~issimer Scott moved that a Public Hearing be held at 8:00. P. M. April 8, 1957, to consider closing, vacating and abandoning that portion of Sanford Ave. in the foregoing request. Seconded by Commissioner Warner and carried. On recommendation of the City Manager, and on motion of Commissioner Higglnbotham, seconded by Commissioner Warner and carried, the Commission next authorized the installation of the fol2owing street lights: two on Orlando Drive at intersection of Myrtle and Elm Avenue two on 26th Street at intersection of Myrtle and Elm Avenues; two on Mellonville Avenue between 8th Street and Celery Avenue; and twelve in Franklin Terrace. Recommendation next submitted from the Zoning and Planning' Commission to hold a public hearing to consider rezoning ~from R-1 Residential to C-1 Commercial-Retail, the following area: Bounded on the east by Maple Avenue; on the south by 25th Street; on the west by the alley between Holly and Maple Avenues; and on the north by 20th Street. After discussion, and in view of the aforesaid area being adjacent to the R-1-A Residential District on south side of 25th Street, Commissioner Warner moved that the aforesaid recommendations be rejected. Seconded by Commissioner Higginbotham and carried. Ordinance No. 605, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION ~-l OF THE CODE OF THE CITY OF SANFORD, FLORIDA, 1954, SAID SECTION PROVIDING FOR ZONING OF THE CITY OF SANFORD DESIGNATING Z0~S IN WHICH INTOXICATING LIQUORS MAY BE SOLD, SAID AMENDMENT ADDING ADDITIONAL AREAS THERETO FOR THE SALE OF INTOXICATING LIQUORS. introduced and placed on first reading at regular meeting of February 25, 1957, was next placed on its final reading. M. 19,__ 57 A RESoLUTIoN OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, REQUESTING THAT CHIEF OF NAVAL OPERATIONS, UNITES STATES NAVY, WASH- INGTON, D. C., TO RECOMMEND 'THAT SANFORD NAVAL AIR STATION, SANFORD,. FLORIDA, BE RETAINED AS A PERMANENT INSTALLATION OF THE UNITED STATES NAVY, AND EXPANDED TO MEET NAVAL NEEDS. WHEREAS, The City commission of the City of Sanford, Florida is the official' govern- mental body of the City of Sanford, responsible for making laws, and promoting public welfare and security, and WHEREAS, The City Commission of the City of Sanford, Florida has for many months been considering and studying the problem of the Sanford Naval Air Station and rumors concerning itt removal from its present location as a permanent naval installation, and WHEREAS, The City Commission of the City of Sanford, Florida, in its official capacit~ as a representative body of all of the citizens of the City of Sanford, Florida, recognize that continued operation of the Sanford Naval Air Station, and its present location, will mean continued and additional noise, confusion, hazard to property, and the necessity of additional acquisition of real estate to the east and south, and WHEP[EAS, The City Commission considering the aforementioned is of the opinion that the Sanford Naval Air Station and its personnel are so much a part of the community of the City of Sanford, participating in its schools, churches, civic and community welfare programs, mud that its financial contribution to the community is the most important single economic factor affecting the City of Sanfordat the present time, reflecting tremendous payrolls to the com- munity, tremendous federal expendi.ture for said Air Station and its mainteD~nce, together ? with a tremendous investment of naval personnel in real estate in the community an~ surroundin~ areas, and in view of the foregoing is of the opinion that the people of the City of Sanfo~d, Florida want the Sanford Naval Air Station to remain in the City of Sanfo~d, Florida. NOW THEREFORE, BE IT RESOLVED, By the City Commission of the City of Sanford, Florida, both for itself and the people of the City of Sanford, Florida, that the Chief of Naval Oper- ations, Washington, D. C. be and he is hereby notified that the City Commission and the people of the City of Sanfor~., Florida want the Sanford Naval Air Station to remain in its present location, and are willing to co-ope~ate in any manner possible toward expansion of said in- stallation to meet all needs of the Navy, and are by this document requesting that the Chief of Naval Operations lend any help within his power to continue the operation of the Sanford Naval Air Station in the City of Sanford, Florida, with such expansion as is deemed necessary. BE IT FURTHER RESOLVED, That copies of this Resolutio spread upon the minutes of the City Commission of the City of Sanfo~d, Florida and delivered_ to the Chief of Naval Oper- ations, Washington, D. On motlm of Commissioner Scott, Seconded by Commissioner Wilson and carried, current invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic National Bank Vouchers Nos. 7163 thru 7195; GonerS1 Fund Florida State Bank ~ouchers Nos. '1257 ~hru 1389; Water & Sewer Sanford Atlantic National Bank Vouchers Nos. 153 thru 148; Water & Sewer Renewal & Replacement Fund Vouchers Nos. 8 and 9; and Public Projects Fund Sanford Atlantic National Ban~ Vouchers Nos. 44 thru 50. A. C. Doudney, registered land surveyor, next submitted bill in amount of $1,049.00 for services rendered in surveying and preparing map of the municipal well field property in accordance with authorization of City Commission at meeting of September 24, 1956. He then explained the reason for the bill being high was due to discrepancies in past surveys of this property, which required surveying out the entire section lines in order to establish the cor- rect locati on~ After considerable discussion, Commissioner Higginbotham moved that in view of the City havi_ng authorized this survey, that the aforesaid bill of $1,049.00 be paid, and further moved that due to such survey, being required in connection with the conveyance of property to the V. F. W., D. A. V. and the American Legion, the t it be paid from the contlngenct Fund in- stead of the Utility Department. Seconded by Commissioner Warner and carried. The C~y Manager next reported on interview with Miss Erancine Flanagan concerning her application for the position of librarian for the Memorial Library, in which he advised that he qualifications were satisfactory. After discussion the Commission deferred action on the aforesaid application, with quest to the General Sanford Memorial Library and Museum Association to catalog the books befor providing a librarian. The City Manager next reported that in planning for future sewer extensions in the Goldsboro area, it was found that it will be necessary to install a lift station to reach the southwest corner of the City, which will cost approximately $8,500.00. He the asked if the Commission would wish to consider this expense for the planning of said sewer extensions. Thereupon after discussion and consideration, Commissioner Higginbotham moved that the City Manager be authorized to include a lift station in the plans for extension of sewer system in southwest area of t he ~ity.
