March 25 at 8 P.M. 19. 57 The CI~y Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. March 25, 1957. On motion of Commissioner Scott, seconded by Commissioner Warner and carried, minutes of special messing of March 4, and regular meeting of March 11, 1957, approved. The next order of business was a Public Hearing to consider closing, vacating a rd abando lng a certain public alley in accordance with following notice published in Sanford Herald on March 4, 1957: TO ~tOM IT MAY CONCERN: YoU will take notice that the City Commission of the City of Sanford, Florida, at 8:00 P..M. on March 25, 1957 at the City Uommissioner's Room.at the City. Hall in the City of Sanford Florida, will consider and determine whether or not the City will close, vacate and abandon any right of the Oity and the public in and to that certain alley hereinafter described, to-wit That certain alley running north and south from Rosalia Drive south to its intersection with an east-west alley between Locust Avenue and Vernan- go Avenue, and bounded on west by Lot 18 and on the east by Lot 19, of Block 20, San Lanta Second Section, in the City of Sanford, Florida. Persons interested may appear and be heard at the time and place above specified. CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA BY: s/ H. N. Sa yet City ~lerk The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against closing, vacating and abandoning the alley as described in the foregoing notice. There being no objections registered, Commissioner Scott moved that the alley be closed vacated and abandoned as advertised, and that the City Attorr~y prepare the necessary ordinance for adoption. Seconded by Commissioner Warner and carried. Mr. W. M. Bostwick, Consulting Engin esr who ~ecommended the construction and operation of a municipal dock and merchantile warehouse in his report on "Economic Survey of Banford and Seminole County", next appeared and explained his proposal for constructing and operating such facilities as outlined in said report. He advised that the estimated cost of $500 ~00.00 included $67,000.00 working'capital because the projected revenues indicated that the facilitie would not be self supporting for the first five years, and would have to be subsidized by some other source of revenue during this period. Mr. Bostwick also advised that according to in- formation obtained from the National Warehouse Association the proposed warehouse of 37,000 square feet 'of floor area would be sufficient for the initial unit, with the second one to be added as business expands. Also, that approximately 50% of the warehouse business would be serviced by trucks, 30% by rail, and 20% by barge. He also recommended that the City con- struct and operate the docks and terminal instead of creating a Port Authority, stating his opinion that the City could operate under more efficient management. After a lengthy discussion, the Chairman advised Mr. Bostwlck that the City's first ar~ major problem was to find ways am] means of financing the project, and in view of its fiscal agent not being able to attend this meetlm~, action would have to be deferred until April 1, at which time the fiscal agent would be present. B. F. Borden, representing the engineering firm of Smith & G~llespie, next appeared and submitted report on proposed sewage treatment facilities for Sanford, the estimated con- struction cost being $365,000.00. He explained the reason for the cost being almost double of the one they designed for t he City in 1956 was due to it being 50% larger in capacity in order to take care of the recent growth of the community, and also due to the increase of 111% in construction cost. Mr. Borden'also advised that in view of having to change the design of the plant due to the rapid growth of Sanford, and the relocation of the interceptor main under the recent e~ewer improvement program, they would only be able to allow the City a credit of $1,965.00 from the engineering fees in sum of $7,860.00 paid them for preparing the plans and specifications on the treatment plant in 1956. After discussion action was deferred, pending a meeting with the fiscal agent on April 1, to consider the feasibility of financing the proposed treatment plant from the water and. sewer revenues. E. Finley & Associates, Inc., on purchase of two Leach garbage bodies at price of $9,511.00, with acceptance of delivery at Oshkosh, Wisc. Seconded by Commissioner Warner and carried. Hodges for furnishing 2,500 f$. of 2~-inch Goodrich-Jupitor~ fire' hose at price of $1.?0 per ft., and 400 ft of l~-inch hose at $1.1.5 per ft., less 2% discount. Seconded by Commissioner Wilson and carried. On recommendation of Chief of Police, and on motion of Commissioner Wilson,~ seconded by Gommissloner Warner and carried, the Commission next approved the aPPlication of Leola Roberts for Permi~ to sell beer and wines at 422 E 5th Street. The following recommendation next submitt~ed from the Zoning and Planning Commission: (a) Rezone from R-I-AA (Single-Family) to R-2 (Multiple-Family) the area bounded on sou~h by 2nd Street; on eas~ by Mellonvllle Avenue; on north by Seminole Boulevard; and on west~ by San Carlos ~venue. On recommendation of the members of the Fire Department, and on motion Of Commissioner Wilson, seconded by Commissioner Warner and carried, Ass't Chief R. T. Thomas was next ap- pointed as a member of the Board of Trustees of the Fireman's Relief & Pension Fund to fill the vacancy of the fireman member. Consideration next given to the following recommendations of the police and firemen for amendments and adoptions to their pension systems by special Act to be approved by 1957 Leg islat ute: I Adopt the firemen's general law as a local bill with the following changes for Fire Department: 1. Have two regularly employed members of the department elected to the Board for two years in addition to the Mayor and Chief. Suggest the City Clerk be included as the Secretary and Treasurer also. 2. Increase the firemen's contribution to be authorized up to $% instead of the present 2%. 3. Eliminate any contribution from a man receiving a pension. $. Eliminate the $100.00 ceiling from the present law and base the pension on the schedule in number 6. 5. Base Widow's pension on the same basis as her husband. ( see 4) 6. Pension to be based on a schedule 20 years Service - ~0% of Salary; 21 years service - ~5% of salary; 22 years service - 50% of salary; 23 years service - 55% of salary; 24 years service - 60% of salary; 25 years service - 65% of salary ( maximum). ?. Permit funds to be invested in Federal Reserve notes. II Abandon the ~resent law and transfer funds to a new local bill adopting, in form, the Firemen's pension law, as changed above, for the Police Department. The new bill should be separate and incorporate the present sources of revenue now authorized by law for the Police Department. III In addition, a discussion is requested on the following points: 1. The City to match the contribution of the employees --- this would be up to 4% of their wages. It would amount to approxi- mately $2,500.00 per department per year at 4%. 2.The City be authorized to levy up to 1 mill to make the above matching contribution. After discussion as to Item 1 and 2 of Section III of the foregoing recommendations, it was the opinion of the Commission that the City could not be Justified in matching the proposed contribution of 4% of the salaries of the police and firemen and levy an ad valorem tax up to one mill to provide for such contribution, without providing for similar contribution for all other employees, which it Is financially unable to do at this time. Thereupon Commissioner Scott moved that in view of the existing inequalities in the City's contribution to the pension syste~ms, due to contribution of all court cost to the police pension system and matching the 24% contribution of all other employees to social security, except the firemen; that the City contribute 23% of the firemen's salaries to the Flremen's Relief & Pension Fund, beginning April 1, 1957. Seconded by Commissioner Warner and carried. After further discussion, in which the firemen advised that they did not wish to in- crease their present contribution of 2% of salaries to 4% unless matched by the City, Com- missioner Scott moved the approval and authorization of Items 1, 3, 4, 5 and ? of Section I of the Foregoing recommendations. Seconded by Commissioner Wilson and carried. Consideration next given to Item 6 of Section I, setting up a schedule of retirement benefits on service.
