The first order of business was a Public Hearing to consider closing vacating and abandoning a portion of Sanford Avenue in accordance with following notice published in Banford Herald on March 19, 1957: NOTICE OF PROCEEDING FOR VACATING, CLOBING AND ABANDONING A PORTION OF A STREET TO WHOM IT MAY CONCERN: You will take notice that the City Commission of the City of Banford, Florida, at 8:00 P. M. on the 8th day of April, A. D. 1957, in the City Commissioners' Room at the City Hall in the City of eanford, Florida, will consider and determine whether or not the City will va- cate and abandon any right of the City and the public in and to that portion of the East side of Sanford Avenue in the City of Sanford~ Florida, as shown by E. R. Trafford's Map of Sanford, Florida, as per plat thereof duly of record in the public records of Seminole County, Florida, described as follows, to-wit: B~gi~ning 11 feet West of the Northwest corner of Lot 7, Block 7 Tier A, run South 32 feet, thence West four-tenths of a foot, thence North 32 feet, thence East four-tenths of a foot to point of beginning. Says r, jQi~%y _O!~e~r_k The Chairman then announced that the Commission would be glad 1D hear from anyone in favor of, or against closing, vacating and abandoning that portion of Sanford Avenue as des- cribed in the foregoing notice. There being no objections registered, Commissioner Higginbotham moved that the por- tion of the street be closed., vacated and abandoned a:s advertised, and the City Attorney pre- pare the necessary ordinance for adoption. Seconded by Commissioner Scott and carried. Letter of request next submitted from Mather Furniture Company for the City to pave the alley in back of their store at 203-209 E. First Street. The estimated cost for materials be lng $474.78. Thereupon after discussion and consideration, and on recommendation of the Director of Public Works, Commis~oner Higginbotham moved that the City pave said alley, together with the connecting "T" alley, and also the alley between Palmetto and Sanford Avenues and First and Second Streets, providing the abutting property owners connect all downspouts from build- ings into the storm sewers prior to the pavement. Secorded by Commissioner Warner and carried. Commissioner Hlgginbotham next introduced Resolution No. 89~ and moved its passage and adoption, and further moved that the Mayor be authorized to present same on behalf of the City at the Public Hearing to be conducted in Sanford on April 10, 1957, concerning construction of A'20 MINUTES City Commission, Sanford, Florida, April. 8 at 8 P. JOHNB-Ih~DIAN RIVER IMPROVEMENT ASSOCIATION ADVOCATING mTHE PROP6SED BANFGqD-TITUBVILLE CANAL, AND REQUESTING THE CONSTRUCTION OF ~UCH A CANAL. WHEREAS, The City Commission of th~ Ct~ty of Sanford, Florida has for many years been active in the promotion of a p~oposed canal c6nnecting Sanford and Titusville, and- WHEREAB, The City Commission of the City of Sanford, together with the people of the City of SanforS, recognize the tremendous importance and significance of such a project in bringing about increased tourist travel, pleasure boating, industrial development, and water access to the rapid growing Central Florida area, and WHEREAS, The City of Sanford at the present time is completing Construction of a new breakwater and boat basin, funds having been already set aside for the same, together with immediate action toward the construction of a terminal dock and warehouse facility, both of said projects greatly enhancing the economic value of such a canal project, and WHEREAS, The construction of such a canal project would serve as an effective means of flood control, thereby eliminating the disastrous nature of the rapid fluctations of water in the Bt. Johns River Valley, and WHEREAS, The economic life and activity of Seminole County, the City of Sanford, and surrounding areas would be greatly enhanced by such a'!:proJect, NOW THEREFORE, BE IT RESOLVED By the City Commission 'of the City of Sanford, Florida that the efforts of the St. Johns-Indian River Improvement Association. advocating the Sanford- Titusville Canal are hereby endorsed and that the Corps of Army Engineers ia requested to favorably report the construction of such project and to lend all efforts toward the immediate planning and construction of the Sanford-Tit~usvllle Canal. BE IT FURTHER RESOLVED That this Resolution be spread upon the minutes of the City Commission of the City of Sanfovd, Florida, and copies thereof presented to official represent. atives of the U. $. M. 19 57 221 - Recommendation then submitted from the City Manager on purchase of a Mobil Sweeper from Florida Equipment Company, of~ Orlando. Thereupon a representative from Machinery & Supply Corporation, of Jacksonville, stated that his company had the franchise on Mobil Sweepers for the Sanford territory. Mr. C. Crenshaw, Manager of Florida Equipment Company, advised that his company had been given the franchise. After discussion, and in view.of, the dispute over the franchise on sale of the Mobil Sweeper, action was deferred on awarding the bid, pending advice from the Mobil Sweeper COmpany as to which one of the two representatives is authorized to sell the sweeper to the City. Application next submitted from Anthony Benjamin, colored, for renewal of his permit and license to operate one of his taxicabs that has been out of service since October 1, 1956. Said applicant having operated a taxicab business from Midway into Sanford sims 1937, ~ After consideration, and on motion of Commissioner Hlgginbotham, seconded by Com- missioner Wilson and carried, the Commission granted the renewal of the permit on recommenda- tion cf the Chief of Police. On motion of Commissioner Higginbotham, seconded by Commissioner Scott and carried, current invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic National Bank Vouchers Nos. 7195 thru 7230; General Fund Florida State Bank Vouchers No~,.' 1390 thru 1516; Water ~& Sewer Revenue Fund Sanford Atlantic Matt onal Bank Vouchers Nos'. 149 thru 163; Water & Sewer Renewal & Replacement Fund Vouchers Nos. 10 and 11; Public Projects Fund Sanford Atlantic National Bank. Voucher. No. 51; and Public Projects Fund Florida State Bank Voucher No. 24. Request next submitted from Police Sgt. Leo Rock to borrow $1,000.00 from the City for the purpose of paying outstanding personal obligations, to be repaid $100.00 monthly from his salary. After discussion and careful consideration, it was felt that the Commission could not be Justified in loaning t~his ams of the City's money to an 'employee, also, that it would be establishing a precedent for other similar request. Further consideration next given to the ~roposed docks and terminal project, and after a lengthy discussion, Commissioner Scott moved that the City Manager be authorized and directed to invite engineers to meet with the Commission relative to engineering services for preparing a feasibility and location report on the construction of such facilities. Seconded by Commissioner Warner and carried. Consideration next given to the matter of imposing a use charge on vehicles in order to derive additional revenue for street improvements and maintenance. After discussion as to authority to impose such a charge against vehicles, Com- missioner Warner moved t hat the City Attorney be instructed to request the LegislatiVe dele- gation to pass the necessary legislation granting the City aut~hority to impose a vehicle use charge of $5.00 annually against each vehicle registered within its corporate limits, the revenue derived from such charge to,,be used solely for street improvements and maintenance Seconded by Commissioner Scott and carried.
