The City Commission of the City of Sanford, Florida, met in special session at the City
City of Sanford, Florida, at 8:00 o'clock P. M, April 15, 1957.

Meeting called to -order by the Chairman.
The first order of business was a Public Hearing to consider certain changes and amend-
ments to the Zoning Ordinance in accordance with the following notice published in the Sanford
Herald on March 29, 1957:
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD,FLORIDA.
Notice ~is hereby given that a Public Hearing will be held at the office of the
01ty Commission in the City Hall in the 01ty of Sanford, Florida, at 8:00
o'clock P. M., April 15, 1957, to consider the following changes 'and amendments
to the Zoning Ordinance of the 0ity of Banford, Florida:
(a)
The property zoned in District R-l-AA (Single-Family), bounded
on North by Seminole Boulevard, East by Mellonville Avenue,
South by Second Street, and West by the east property line of
the Subdivision of First Street Extension, is proposed to be
changed to R-2 (Multll~le-Family} District.
(b)
The property zoned in District R-1 (Single-Family),' located on the
East side of Maple Avenue between First and Fifth Streets', is pro-
posed to be changed to R-2 (Multiple-Family) District. Said property
being more particularly described as Lots 8 and 9 Block 3, Tier 9;
Lots 6 thru 10 Block 4, Tier 9; West one-half of Block 5, Tier'9;
and Lots 6 thru 10 Block 6 .Tier 9, of E. R. Trafford's Map of

(c)
The property zoned in District R-i (Single-Family), bound6d on
North by Second Street, East by north-south alley between Elm and
Myrtle Avenues, South by Fourth Street, and West by north-south alley
.between Laurel and French Avenues, is proposed to be changed to
(Multiple-Family) District. Said property being more particularly
described as Lots 6 thru 10 Block 4, Tier 6; Lots 1 thru 10 Block
4 Tier 7; Lots 1 thru 5 Block 5 Tier 8; Lots 1 thru 10 Block
Tier ?; and Lots 1 thru 5 Block 5 Tier 8, of E. R. Trafford's
Map of Sanford.
All parties in interest and citizens shall have an opportunity to be hear~ at
said hearing.

The 0hai~man then announced that t he 0ommission would be glad to hear from interested
parties in favor of, or against rezoning the property as proposed and described in paragraph
(a) of the foregoing notice.
There being no objections registered, Commissioner Higglnbotham moved that the property
described in paragraph (a) be rezoned as advertised. Seconded by Commissioner Wilson and
carried. ~
The Chairman next announced that the Commission would be glad to gear from interested
parties in favor of, or against rezoning the property as proposed and described in paragraphs
(b) and (c) of the foreoing notice.
There being no objections registered, Commissioner Scott moved that the property
described in paragraphs (b) and (c) of the foregoing notice be rezoned as advertised, and that
the City Attorney prepare the necessary ordinance for adoption. Seconded by Commissioner

with those, charged by surrounding cities: $1.50 for evaluation up to $250.00; and no fee for
evaluations less than $50,00, provided no- inspection is required. Also, the recommendation
for the employment of an office clerk for the Building Inspector in order that he may be able
to devote more .time for inspection work in the field. The salary of such clerk to be paid froe
the proposed increase in fees.
After discussion and comparison of the fees charged by Sanford with those of Daytona
Beach, Orlando, Winter Park and DeLand, Commissioner Scott moved that the 0ity Attorney be
authorized and instructed to ~repare the necessary ordinance to increase the fees for building
permits to the. rates recommended by the Building Inspector and City, Manager, and that the
revenue derived' from such increase in fees be used to employ an office clerk for the Building
Inspector. Seconded by Commissioner Wilson and carried.
Andrew O~rraway, Chairman of Armed Forces Committee of the Chamber of Commerce, next
gave a report on the committee's activities relative to retaining the Sanford Naval Air
Station, and the favorable decision of the Navy which was announced on April 12, He also
advised that the committee was further pursuing the project for expansion of the Air Station,
and had employed an engineer to prepare a feasibility report which would'~'be completed and sub-
mitted to t.he..Navy in the near future.
In connection with the bids submitted at meeting of April 8, by .both Machinery &
Supply Corporation of Jacksonville and Florida Equipment Company of Orlando on purchase of a
Mobil Street Sweeper at price of $8,900.00, the City Manager next advised that Florida Equip-
ment Company had the exclusive franchise on sale of Mobil sweepers in Sanford, and that
Machinery &Bupply 0orporation had withdrawn .their bid.
~hereupon Commissioner Hlgglnbotha~ moved;that in view of the bid on Mobil Sweeper
at price of $8,900.00 having been considered the lowest and best bid, that the City award the
bid to Florida Equipment Company, together with the purchase of spare parts at additional cost
of $250.00. Seconded by Commissioner Wilsm and carried.
On motion of Commissioner Hlgginbotham, seconded by Commlsslaer Scott and carried,
the Commission next authorized, the payment~ of pension in sum of $50.O0 monthly to D. S. E.
Start who is b~avlng to resign on May 1, 1957, as meter repairman for the Utility Department
after 35 years of service with the City, due to his. age and physical condition.
On recommendation of the .City Manager, and on motion of Commissioner Warner, seconded
by Commissioner Scott and carried, the Commission next authorized payment of additional
salary of $200.00 annually to Rosal M. Rotundo for extra duties as purchasing clerk.
On motion of Commlssi oner Warner, seconded by Commissioner Wilson and carried, the
City Manager was next authorized to advertise for bids for furnishing the City with regular
and premium gasoline for a period of one year.
Commissioner Higginbotham next moved that the supplying agent for furnishing the
gasoline be required to install a tank and pump at the City g?rage for handling high test
gas, and that the Fire Department be instructed to obtain al~ gasoline from said oou~oe.
Seconded by Commissioner Warner and carried.
The City Manager next reported on receipt of notice fmm Sanford Housing Authority that
effective July 1, 19~?, it would discontinue payment of fees to the Cl~y for garbage collectio~
and disposal services, and same was referred to the City Attorney.
Consideration next given to ~roposed House Bill No. 2~9 ~nt~oduced for passage by 1~7

and also send.~.a telegram to the legislative delegation advising of this action. Seconded by
Commissioner Scott and carried.
Further consideration next given to the proposed bill submitted by Florida League of
Municipalities to make it mandatory for the St~ Road Department to consider the expense in
connection with removing utilities on Federal Aid Highway Projects as part of the construction
costs, which the Commission went on record as opposing at meeting of April 1, unless it was
amended to apply only to municipally owned u~illtles.
After dlscusslm of the recommendation from the State Road Department that such bill
include all utilities on Federal interstate systems, Commissioner Scott moved the approval of
such amendment. Seconded by Commissioner Warner and carried.
The City Attorney next rendered an opinion on the proposed bill to authorize, the City
to impose a use charge of $5.00 annually on all vehicles registered within the city, which
was authorized by the Commission on April 8, in which he advised that it was unconstitutional
for any municipality to tax or license motor vehicles, but that such use charge as proposed
could be levied against individuals for the privilege of using the streets, based on number
of vehicles owned within the city.
After discussion, the Commission approved the bill to be drafted and advertised as
recommended by the City Attorney.
On motion of Commissioner' Hlggimbotham, seconded by Commissioner Wilson and carried,

discussion, the Oity Manager was au~rlzed to arrange for visits by the Commissioners to
other m~lcipally o~ed bonded warehouses to ascertain first hand information on construction
cost, opera,ion, etc.
On motion of Co~iss~one.r Wilson, seconded by Oommissloner Higginbot~m amd carried,

and 10 Block 3, Ma~anla First Section, in order. ~ clear title, w~oh was vested In the City
at one time th~ foreclosure of tax liens.
