The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. May 27, 1957.

Meeting called to order by th~ Chairman.
On motion of Commissioner Scott, seconded by Commissioner Warner and carried, minutes
of special meeting of May 6, and regular meeting of May 13, 1957, approved.
The first order of business being a Public Hearing to consider removing the town clock
from the intersection of Park Avenue and First Street, the Chairman explained the City's
reason for considering removing it was to speed up the flow of traffic at this intersection
which has become congested since the recent installation of the walk signals. He advised
that by removing the clock the pattern could be changed so as to provide for four lanes of
traffic which would allow most of the vehicles to pass thru the intersection before the
signal changed. He further advised that the Commission had but only one view in mind con-
cerning the clock's removal, and that warn for the progress and betterment of Sanford.
Morris Moses, son of the late A. H. Moses who gave the clock to the Banford Merchants
Association, which they erected at present location in 1931, requested the Commission to allo~
it to remain as a "landmark" and as a "memorial" to his father.
John Kadet, representing the Seminole County Historical Society and the General Henry
Shelton Sanford Memorial Library and Museum Association~ requested that the clock be left in
the street as a "landmark", advising ~hat both organizations had gone on record against its
removal.
Floyd A. Palmer, pointed out the historical value of the clock from an advertising
viewpoint, stating that all visitors remember Banford by the clock in the street.
Frank J. Forrle voiced his objections against the removal of the clock, citing it as
a "landmark" for guiding tourist.
C. H. Robertson spoke in favor of removing the clock, stating that Sanford is now a
progressive city and the clock should be removed in order to provide for the f our lanes of
traffic.
Francis Roumillat, representing the Sanford Merchants Association, explained the in-
tent of their letter to the Commission concerning the removal of the dlock, advising that
they did not endorse removing or leaving it, but did endorse whatever action the Commission
decided to take relative thereto.
Ed. Lane cited the history of the clock and its installation by the Sar~ord Merchants
Association, and also pointed out its advertising value, stating that Banford is nationally
known as the "city with the clock in the middle of the street".
Arthur Kirchhoff spoke in Savor of leaving the clock as a "landmark", and also for
its convenience to the public in recording the time.
Henry McLaulln spoke against removing the clock and. stated that it was a safety
device instead of a traffic hazard, and especially for ]melt turns. Also, that the City

clock was not for the purpose of speeding up traffic, but merely to speed up the flow.
After discussion, and in view of the public sentiment against removing the clock fram
its present location, ~Commlssioner Scott moved that any action to remove the clock from the
intersection of Park Avenue and First Street be tabled. Seconded by Commissioner Wilson
an.d carried unanimously.
Frank J. Forrie, who operates the Lake View Motor Court on West Seminole Boulevard,
next appeared concerning traffic speeding in front of his place of business and requested
the City to take some action toward slowing it down.
The City Manager then explained that Seminole Boulevard was a State Highway and the
City had no Jurlsdietion over regulating the speed, of traffic at this location, but advised
that it had erected speed, limit signs on it, which were removed each time by the State Road
Department.
After discussion, in which Mr. Forrie advised t hat he had already taken the matter up
with the State Road Department and they refused to install any signs, it was felt that no
action could be taken by the Commission.
D, H. Brady, representative of Gee & Jenson, Consulting Engineers, next appeared and
explained the scope of services to be peformed under their proposal for preparing a feaeibilit
report on the docks and terminal .project at fee of $900.00, which was submitted at meeting of
May 6.
After discussion, and upon being informed that their proposal did not include conducting
personal contact and/or mail service and securing firm commitments of letters of intent from
the potential users, in preparing an estimate of the tonnage of various commodities expected
.to pass thru the facilities, the Commission requested Mr. Brady to submit another engineering
~roposal to include this phase of ~he feasibility r. epc~ t,, for further consideration of the Boar~
A group of members from the Sanford Bridge Club, with Dr. L. Munson as spokesman, next
appeared with request to use the Clvie 'Center for their bridge games, after it is completed,
and was advised that it will be available for all civic clubs and organizations, but no
schedule and. fees had been ~orked out at this time.
Application next submitted from Charles C. Flowers for permit to sell beer and wines
for consumption off the premises, at 805 W 3rd St., and on motion of Commissioner Hlggin-
bat,ham, seconded by Commissione~~ Wilson and carried, same was approved upon recommendation
of Chief of Police.
Request next submitted from A. E. Yowell for the City to hold a i~ablic hearing to
cch sider abandoning and vacating Third Street between Mellonville and San Marcos Avenues,
which has never been opened for traffic. Mr. Yowell b'eing the owner of the property on both
sides of said street.
After consideration Commissioner Higginbotham moved that the re. quest be tabled. Beconde~

Request next submitted from Henry Freise for the City to sell him:a strip of the
municipal well field property, 350 ft. in width by 80 ft in depty, in back of his residence
on Hi~ghwaY 17-92 in order that he may move his dwelling thereon. The State Road Department ha~
lng condemned and acquired 80 ft off the front of his property for the purpose of widening
said highway, which will necessitate the removal of his dwelling from the right-of-way without
leaving sufficient land. to place it on.

Recommendation next submitted f~om the Zoning and Planning Commission to rezone the
following described property from R-1 (Single-Family) t° C-N Commercial-Retail (Neighborhood
Shopping)Distric~: Lot A, and all (less S 150 fi) of Lot b, of Frank L. Woodruff's Subd.,;
andall (less S 150 f~) of unplatted part of NE~ of NE~ of Sec. l, Twp 20 S., Rge 30E.
Thereupon Commissioner Scott moved that a public hearing be held at 8:00 l'clock P. t4.,
June 17, 1957, to consider rezoning the foregoing described property in accordance with the
recommendation of the Zoning and Planning Commission. S'econded by Commissioner Higginbotham
and carried.
On motion of Commissioner Higglnbotham, seconded by Commissioner Warner and carried,
the Commission next authorized an:expenditure of $265.00 for purchase of a compressor and air
reducing valve for the sewer lift station serving the Pinecrest area.
On recommendation of the City Manager, and on motion of Commissioner Warner,-seconded
by Commissioner Scott and carried, the Commission next aut~horized an expenditure up to
$100.00 for securirg aerial photographs of the areas proposed to be annexed to the City, and
the proposed docks and terminal site.
On motion of Commissioner Sco~t, seconded by Commissioner Higginbo~ham and carried, the
Commission next authorized the swimming pool admission fee fc~ children to be increased from
9~ to 10~ in order to eliminate the p~oblem of making change.
Pursuant to information that Captain Robert W. Jackson is completing his tour of duty
as Commander of the Sanford Naval Air Station, Commissioner Higginbotham moved that the Ci~y
Attorney be directed to prepare an appropriate resolution commending Captain Jackson for his
efforts in promoting good relations and cooperation between the Naval Air Station and the
citizens of Sanford, to be presented .to him together with a key to the City, upon his leaving.
Seconded by Commissioner Warner and carried.
On recommendat~ on of the ~City Manager, and on motion of Commissioner Higginbotham,
seconded, by Commissioner Scott and carried, the Commission next authorized the installation
of automatic control system at the water pi. ant at estimated cost of $~00.00.
On motion of Commissioner Higglnbotham, seconded by Commissioner Scott and carried,
the Commission next authorized an expenditure-of $150.00 forsending one of the water plant
ope rators to a meter repair school in Atlanta.
Considel-ation next given to arequest that the City and County rescind the dedication
on the property described as Lots D and E, Lakeview Park, and offer it for-sale in order that
it may be purchased and developed for commercial use. -This property having been dedicated
for use as a public comfort station si~e for white people but never used for such purpose.
After discussion Commissioner Scott moved thc t ~he County be requested to :~escind the
aforesaid dedication on the above described proper~y and offer it for sale to the pUblic at
minimum bid of $8,000.00. Seconded by Commissioner Wilson and carried.
On mo~ion of Commissioner Higginbotham, seconded by Cemmissioner Warner and carried,
the City Nanager was next authorized to demolish the old municipal incinerator, which is no
longer used for the disposal of refuse.
There being no further business t_he meeting then adjourned until 8:00 o'clock P. M.
