060357 MINUTES City Commission, Sanford, Florida, June 19 57 The City Commission of the City of Sanford, Florida, met in adjourned regular session at the City Hallin the City of Sanford, Florida, at 8:00 ~i!.clock P. Architect John Burton appeared and submitted preliminar~ plans on the Civic Center for approval of the Commission. After study and discussion, Commissioner Higginbotham moved the approval of the plans as' submitted,' to include air conditioning, and that Architect Burton be authorized to complete the final plans and specifications, Subject to approval of the City Manager, so as to advertise for construction bids on June 15. Seconded by Commissiore r Scott and carried. Architect Burton next submitted p~eliminary plans on the colored swimming pool for approval of the Commission. After study and consideration, Commissioner Hlgginbotham moved the apProVal of the plans. as submitted, and that Architect Burton be authorized to complete the final plans and specifi- cations, subject to approval of the City Manager, so as to advertise for construction bids along with the Civic center. Seconded by Commissioner Wilson and carried. Commissioner Higginbotham next introduced Resolution No. 896, and after being read in full, moved its passage and adoption. JACKSON FOR HIS EFFORTS IN PROMOTING RELATIONB BETWEEN THE CITY OF SANFORD, FLORIDA, AND THE BANFORD NAVAL AIR STATION, EXPRESSING APPRECIATION THEREFOR, FURTHER EXPRESSING DEEP REGRET AT THE NECESSITY OF THE TRANSFER OF CAPTAIN ROBERT W. JACKSON AS COMMANDING OFFICER OF SANFORD NAVAL AIR STATION.' WHEREAS, Captain Robert W. Jackson is completing his tour of duty as Commander of Sanford Naval Air Station located at Sanford, Florida, having received his orders for transfer, and WHEREAS, Captain Robert W. Jackson has constantly offered his help and co-operation gerber with that of the Station in all projects pertaining to the Station and city welfare to the exten~ that successful relations and co-operation are at the present time on the highest plane since said S~ation has been in operation, NOW THEREFORE, BE IT RESOLVED By the City Commission of the City of Sanford, Florida, that Captain Robert W. BE IT FURTHER RESOLVED, That this Resolution be spread upon the minutes of the City Commission of the City of Sanford, Florida, a-copy thereof be sent to the Secretary of Navy, and the Chief of Naval Operations, ~with the'request that it be made a permanent part of the record of Captain Robert W. On motion of Commissioner Scott, seconded by Commissioner Higglnbotham and carried, the Commission next authorized a Quit-Claim deed from City to Harry Lee and wife on Lot 3 Block ]2, Lake Front Addition to Mayfair, for the purpose of clearing title, which was vested in the City aS one time thru foreclosure of tax lienS. On motion of Commissioner Higglnbotham, seconded by Commissioner Scott and carried, ~he Commission next authorized a Quit-Claim deed to George H. Garrison, Inc., on a p~tlon of the SE,i of SectiOn 35, Township 19 South, Range 30East, lying east of the: old A. C. L. Railway right-of-way, for ~he pw pose of releasing an old easement for a water pipe line which has been abandoned by the City. The following revised engim sting proposal next submitted from Gee a nd Jenson, Consultin Engineers, for preparing a feasibility report on the proposed doc~ and terminal project at fee of $1,300.00, which includes the scope of services desired by ~he City: fi. cope of Services to be Performed 1. Conduct an investigation of the estimated tonnage of various com- modities expected to pass through the facility if constructed at this time. M. 19 57 These surveys will be conducted by personal contact and through mail service, requesting each potential user to file with us a letter of anticipated use of the facility. Various carriers will be contacted requesting information concerning their carrier permits, and requesting that they also file with us letters of intent concernlu g the pc~ siblity of securing a permit to operate through the proposed facility. In this manner we will determine the number of active carriers who now ~ ': have or who wculd in the future obtain permits to serve the Sanford facility. 2. Determine t he most desirable location of the proposed facility; whether on the presently proposed site or some alternate site. A discussion will be included concerning the realigning of highway #17-92 around the presently proposed area. 3. Make a preliminary incestigation of the most desirable site including probings in the dock area and auger borings in the warehouse area to determine the soil conditions. 4. Determine the most desirable and economical type of pavement to use in various areas of the facility; make a preliminary drainage plan and prepare a layout plan for the most desirable type of terminal facility together ~ th an estimate of costs and an estimate of earnings of the warehouse space and docks. 5. Discuss proposed methods of financing the core truction and operation of this project aM. recommend whether the city, a separate district or some other agency should undertake this project. 6. Recommend what part this facility should be undertaken at this time if proven economically feasible. Time ~ C,ompletlon Work will be started 'Within ten days after acceptance of this proposal by the City of Sar~rd and will be completed Within one hundred five (105) days after receipt of a signed copy of this proposal indicating acceptance thereof by the City. F~ to be Paid The engineers will be paid a fee of $1,300.00 which shall be payment in full for all services listed in the Scope of Work together with presentation to the City Commission of ten copies cf this report. CITY OF SANFORD Corporate Seal BY: The City Attorney then rendered a legal opinion on the foregoing proposal, advising that if it is accepted by the City, that certain amenments and deletions should be made so as to clarify the agreement as to binding the City t~ engage them as the construction en- gineers, if and when the project is constructed. Mayor Gatchel stated, that after listening to all the engineers who submitted proposals for making the feasibility report, and each having minimized the need for docks for w~ter transportation, based on their estimates that only a small percentage of the total tonnage will be waterborne freight, that he was not as enthusiastic over the docks and terminal project at this time and would like an opportunity to visit and investigate other similar facilities already in operation before engaging any firm of engineers to prepare the feasibility report for the City. Mayor Gatchel also pointed out t.he City's unfavorable financial condition as to ability for constructing and operating the project. Commissioner Scott stated he needed professional advice before he could reach a decision on the matter, and that he was in favor .of ,engaging Gee & Jenson at fee cf $1,300.00 to pre- pare a feasibility report on constructing and operating the docks and terminals in order to determine whether or nct'~,;the City should undertake the project. Commissioner Wilson also spoke in-favor of employing Gee & Jenson to prepare the feasibility report, and stated that he did not feel that the City could afford to let an expenditure of $1,300.00 stand in the way of finding out whether or not it would be feasible ,to construct the docks and terminal. Commissioner Warner stated that he waaalso not as enthusiastic over the project after conferring with all the engineers, but was wil~ing for the City to.spend the $1,300.00 to find out if ~t is feasible. After discussion Commissioner Wilson moved that the City accept the Engineering Proposal of Gee & Jenson, Consulting Engineers, subject to the changes and amendments recommended by the City Attorney, to prepare the feasibility report on the proposed docks and terminal a~ fee of $1,300.00, Seconded by Commissioner Scott and carried. On motion of Commissioner Warner, seconded by Com~issiomr Higginbotham and carried, the Commission next authorized installation of the following street lights, as recommended by the City Manager: Sanford Avenue and 2$th Place. Banford Avenue and between 24th Place and Grandview Ave. 25th Street and Pti nceton Avenue 25th Street and Yale Avenue 25th Street and North on Willow Avenue with 5 lights. 25th Street and north, on Bay Avenue with 3 lights, In fron~ of 2520 Mellonville Avenue. Intersection of Arcadia and Cordova Intersection of Concourse and Margaret At approximately 2209 Cordova Drive Across the street from 2204 Conce~urse Drive Int, ersection of circle on Amelia Avenue, south of 20th Street.
