The City Commission of the 01ty cf Sanford, Florida, met in regular session at the
City Hall in the 01ty of Sanford, Florida, .at 8:00 o'clock P.M., June 10, 1957.

Meeting called to order by the Chairman.
On motion of Commissioner Hlgginbotham, second ed by Commlssiqner .Warner and carried
minutes of regular meeting of May 27, and adjourned regular meeting of June 3, 1957, approved.
Mayor Gatchel reported that City Manager Knowles~ and he had met with Superintendent
of Public .Instruction R. T. Milwee to discuss the school board's program relative to Sanford,
and specifically in regard to a high school and Junior college program for which the school
board desired a site of 35 to 40 acres, and was considering the Chase Farm property on Celery
Avenue and property west of French Avenue on 22nd Street, in which location the city owns ap-
pro~imately l0 acres. After lengthy discussion and in view of the limited sites available ~
this size, Commissioner Sco~t mgved that the City endorse the French Avenue site and make the
City's l0 acre tract available for this program, and offer the commissions assistance and
cooperation in this effort. ~ecor~ed by Commissioner Wilson. Thereupon, Commissioner Hlggln,

botham moved that the motion be amended to read that the city will ~rade the l0 acre tract
known aa the "borrow pit# west of French Avenue, for the school board's 8 acre tract located
at Celery Avenue and Mellonvllle Avenue. ~econded by Commissioner Wilson. The amendment and
motion were unanimously carried.
Mr. John Kennedy, Jr., next appeared and requested a permit to operate a snack
bar and dance hall on his boat by Sylng up to ~he seawall about the foot of Sanford Avenue.
He stated his boat was certified to carry a passenger load of 174. Moved by Commissioner Hlgg]
botham, seconded by Commissioner Scott and carrled,~ that the city grant this permit pr~lded
he conduct this business in an orderly manner and maintain his boat with a credible appearance.
Application next submitted from Sam Williams for permit to sell beer and wines at
305 8anford Avenue. Action was withheld pending further investigation by the Chief of Police.
An offer of $1,000.00 was received from!'~Mr. Henry Freise for a strip of land
80' x 350' adjacent to his land along route 17-92 ,outside the corporate city limits. Com-
missioner Hlgginbotham stated he could not see how the city could be Justified in selling at
this offer, and moved that the ci~ty lease this parcel of land to Mr. & Mrs. Freise at a fee
of $1,000.00 for the balance of their natural lives, provided ~hey live on it, and that said
lease be non, transferable. Mr. Frelse would not accept, this proposition nor offer any com-
promise, so no action was taken by the Commission.
Request next suhmltte~ from Q~intus Ray for the city ~o consider abandoning and
vacating alley located in Gracellne court, which is not being used by city vehicles.
After discussion, and on recommendation of the City Manager, Commissioner Higgin-
botham moved that a public hearing be held at 8:00 P. M. ,July 22, 1957, to consider closing
and vacating the aforesaid alley, and retaining the entire wl~dth as-a utility easement.

Moved by 0ommlssioner Warner, seconded by Co_m~lssioner Scott, ,and carried, that the
City Attorney be authorized to meet with the Zoning and Planning Commission to draw up an
amendment to the prese, nt zoning ordinance to coincide with the clause in the County zoning
law.
Consideration was .next given to the proposed lease agreement with the National Ex-
hibition Company, and the City Attorney was instructed to draft same in final form.
Commissioner Warner next introduced Ordinance No. 613, entitled:
AN ORDINANCE OF THE OITY OF BANFORD, FLORIDA AMENDING ARTICLE II
OF CHAPTER 3 THE CODE OF THE CITY OF SA}WORD, FLORIDA 1955, SAID
ARTICLE PROVIDING FOR BIONBOARDS AND BILLBOARDS, SAID AMENDMENT
PROVIDING FOR ADDITIONAL SIGNBOARDS AND BILLBOARDS.
and same was placed on its first reading and read in full.
Commissioner Scott then moved t he waiver of the requirement of.the second reading
of said Ordinance No. 613, and that same be placed on final passa, ge and.adoption. Seconded
by Commissioner Warner.
Thereupon the question recurred upon the waiver of the second reading, the roll
was tailed and t he vote stands as follows:

Thereupon the 0hairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 613, entitled:

OF CHAPTER 3 THE CODE OF THE CITY OF BANFORD, FLORIDA 1955, SAID
ARTICLE PROVIDING FOR SIGNBOARDS AND BILLBOARDS, SAID AMENDMENT

0ommissloner Scott moved that any existing sign not in accordance with Ordinance No
613 would not be allo~ed to be. repaired nor replaced until it conforms with said ordinance,
and sai~ conformity must be accomplished within a period of not more than one year from th~
date. Seconded by Commlsslm er Warner and carried.

Request next submitted from the shuffleboard club for a heavy duty waxing and
polishing machine at a cost of approximately $285.00. Moved by 0ommlssioner Scott to offer
the 01ub ghe use of the City's machine used at the City Hall until further consideration of
the request can be taken up with the new budget. ~ecor~ed by Commissior~r Warner and carried.
Consideration nex~ given to the use of ~he Stadium for afternoon baseball games.
Moved by Commissioner Hlgginbotham ~ha~ there be no charge for use of the Stadium if ~here
is no admission charged the public, and in oases where there is an admission charged the
public, the charge for the use of the ~tadium will be a flag fee of $15.00 plus the admission
tax. Seconded by aommis.sloner Warner and carried.
