The first order of business was a Public Hearing to consider certain changes and amendments tottheZZonlng Ordinance in accordance with the following n~loe published in the Sanford Herald on June 3., 1957: NOTICE OF PUBLI0 HEARING ON PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DIS- TRICTS AND BOUNDARI. ES OF THE. ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA Notice is hereby given that a Public Hearing will be h61d at the office of the 0ity Commission in the 0ity Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., June 17, 1957, to consider the follo~.ng changes and amendments to the Zoning Ordinance of said City of San~rd, Florida: The property zoned in District R-1 (Single-Family) located between 25th Street and 25th Place, and Magnolia Avenue and Palmetto Ave., is proposed to be changed to C-N COMMERCIAL RETAIL (Neighborhood Shopping) District. Said property being more particularly described as Lot A, and all (Less S. 150 ft) of Lot B, of Frank L. Woodru-ff's Subdivision; and all (Less S. 150 fi) of unplatted part of Nort~h- east Quarter of Northeast Quarter of Section 1, Township 20 Range 30 E. All parties in interest and citizens shall have an opportunity to be heard at said hea~lng. By order of the City Commission of the City of Sanford, Florida, this 30th day of May, 1957. H. N. The Chairman then announced that the Commission would be glad to hear from in- terested parties in favor of or against rezoning .the property as proposed and described in paragraph (a) of the foregoing notice. City Manager Knowles reported that Mr. A. F. Hunt, 2485 Palmetto Ave., had called him and requested to be recorded as asking the commission to table the above described action for further consideration. Th~ being the only objection registered, and in view that proper notice had been extended to all property owners, 0ommls si on er Hlgglnbotham moved that the property described in paragraph (a) be rezoned as advertised. Seconded by Commissioner Scott and carri~ Application next submitted from Sam Williams for permit to sell beer and wines at 305 Sanford Avenue, and on motion by Commissioner Wilson, seconded by Commissioner Higginbothal and carried, same was approved upon recommendation of Chief of Police. Mr. Joe Nicholas and Mr. D. H. MacOillis, representing the Sanford Boat and Ski Club next appeared requesting to lease or obtain, the present Yacht Club Building when the Com- munity Center is completed. It was felt that further consideration should be given to the coat of maintaining this building by the c~ub, and also investigation should be made as to the oost of moving this building to another site, and after such action, this committee shoul~ report back to the Commission. On motlon of Oommtssloner Hlgginbol;ha~, seconded by Oommlssloner Scott and carried, the 0ommission next authorized a quit-claim deed from the City to George 0. Fouser and Lou I. Fouser of Lots ~3 and 24, Block 3, of Marvania First Section, in order to clear title, which was Vested in the 0i~ at one time thru foreclosure on tax liens. 01ty Manager Knowlee presented .the. problem of obtaining and keeping Heavy Equipment Operators under the present pay scale. Moved by 0ommisslon~ Scott, seconded by Oommiasloner Higginbotham, and carried, that the following schedule of pay be adopted for heavy equipment operators. Borsdorf, manager of the local Firestone Store,/of the City's sented to the commission seeking business purchases.. It was pointed out that bids had been recelved from Mr. Borsdorf at various times, but that he did not present the lowest bid for the purchase desired. Commissioner Wilson stated that a letter should be sent to Mr. Borsdorf setting out the fact that the City's purchases are made by competitive bids and welcome~ts further proposals. City Manager Knowles was directed to write the aforementioned. A report wasrecei~ed from the Board of Bond Trustees; and Mr. Volie Williams was commended for h~s diligent supervision as Chairman. The following bids next submitted for furnishing gasoline and fuel oil for one year, which were opened publicly at 1:30 P.M June 14, 1957: Gasoline Premium Re ~ular Dies.e! Fgje!_ Orange State Oil Company $ .2491 $ .2241 $ .1502 -Octane rating 97 92 T~exas Company · 2594 .22565 .1420 -Octane rating 99 Plus 90 Gulf Company .25145 .22645 No Bid - Octane rating None 90-91 After comparison of prices submitted, Commissioner Higginbotham moved the acceptance of the lowest bid, that of Orange State Oil Company at price of .25915 per gallon on premium gasoline, 97 Octane, and .22515 per gallon on regular gasoline, 92 Octane, and .15025 per gallon on Diesel Fuel 0il. Seconded by Commissic~r Scott and carried. On motion of Commissioner Higginbotham, seconded by Commissioner Warner, and carried the Utilities Department was instructed ~o connect to the facilities of the George H. Garrison, Inc., housing development outside the corporate city limits on West 20th Street, subject to the approval of City Manager Knowles of t~e plot and water and sewer system of the development.
