071857-Special SessionMINUTES City Commission, Sanford, Florida, July 18 at 8 P. M, The City Oommission of the Oity of Sanford, Florida, met in Special session at the City Hall in the City of SanfoMd, .Florida, at 8:00 o'Clock ~. M. July 18, 1957, to consider~ a program to be presented to Mr. David B. Lee of the State Board of Health regarding a sewage disposal plant. Tams, Jr., Absent: City 01erk H. N. Sayer Meeting called to order by the Chairman; 'Oommlssloner Ga~chel reported on the meeting with Mr. David B. Lee of the State Hoard of Health, in Jacksonville on July 16, 1957, and stated the following four points were the result, 1. That a sinking fund be established for the c~nstruction of a disposal plant sad $40,000.00 be contributed to this fund for each of the next two years. g. If by November 1, 1958, construction has not been started on a sewer disposal plant, then a referendum be submitted to the voters cf the City for their decision upon the construction and financing of a plant. 3. That the State Board of Health, which at present has' prohibited any ad- ditional sub-divisionS from connecting to the 0ity's sewer system, would allow Mr. George Garrison's sub-division on W. 20th Street to construct 101 homes and connect to the City sewer system with only a 5,000 gallon settlement tank. $. Provided that no other subdivision will be connected without an interim treatment plant, until such time that the 01ty shall construct a disposal plant: CommiSsioner Gatohel stated that at the present the City is restricted from expansion by the State Board of Health's attitude of not allowing any additional sub-divisions to be added to the present sewer system, and felt that under these circumstances,, the meeting with Mr. Lee was successful. 0ommisslmer Higginbotham stated that, under the present conditions, the Oity's rep- resentatives at the meeting had worked out favorable results. Mr. O. Oarrision, developer of property on W. gOth St., stated that the conditions specif .ed in item 3 of 0ommissioner Oatchels report were satlwfactory and that he would proceed with con- struction of this first group of 101 homes. Mr. Oale, developer of sub-division known::.as Woodmere Homes on South Sanford Avenue, ob- Jected to item $ of Commissioner Oatchels report in that the restriction should not include any future developments and should not include specifically an lterlm treatment plant within the development. However, after being informed that it wa,s the commissions understanding from the meeting with Mr. Lee that the State Board of Health would not agree to anything less than this restriction, Mr. Gale accepted the idea. Moved by 0ommisslcner Higglrhotham that the Olty Attorney prepare a resolution embodying the aforementioned four points as cAtlined by Commissioner Gatohel. ,Seconded by CommisSioner Warner and carried. On motion of Commissioner H~glnbotham, Seconded by 0ommissloner Scott, and carried, minutes of regular meeting of July 8, 1957, approved. 0ity Manager Knowles reported a request from Mr. Feely of the New York Giants for an option to renew the proposed 20 year lease now offered to t hem by the 0ity. Commissioner Gatohel pointed out the condition that exists of shrubbery and trees on the street park ways nog being kept trimmed in accordance with city o~llnancee.
