The City Commission of the City of Sanford, Florida meg in Special Session at the
City Hall in the City of Sanford, Flor2~a, at 8:00 o'clock P. M. July 29, 1957¥ for the pur-
pose of a Public Hearing to consider changes and amendments in certain districts of the Zoning
Ordinance.

Meeting called to order by the 0halrman who.announced ~ hat this hearing was called
for the purPose of considering the rezoning of the property as proposed and described in the
following legal "Notice# published in the Banford Herald on July 11 and 18, 1957:
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMENDMENTS
IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE
OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public hearing will be held at the office of the City
Commission in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. July 29,
1957, to consider the fo. llowing changes and amendments to the Zoning Ordinance of said City
of Sanford, Florida:
(a)
The lr operty zoned in District R-2 (Multiple-Family),
located on Park Avenue, between 24th Street and 25th
Street~ is proposed to be changed to C-N COMmeRCIAL-
RETAIL (NeighborhOod Shopping) District. Said prop-~
erty being more particularly described as lots 23 thru
29 and Lots 37 thru 43,. P~!ne Heights.
The property zoned i~n District R-2 (Multiple-Family),
located on Park Avenue, between 24.th Street and 25th.
Street, is proposed to be changed to C-1 (COMMERCIAL-
RETAIL) District. *.Said property being more particularly
described as Lots 30 thru 32 an~ Lots 45 thru $8, Pine
He ights. ~
All Parties in interest and citizens shall~ve an opportunity to be heard at said
hearing.

The Chairman then announced t hat the 0ommission would be glad to hear from anyone in
favor of, or against rezoning the property as proposed and described in paragraph (a) of the
foregoing notice.
City Manager Knowles pointed out that this area was formerly designated as a County
Park, and. that the proposed rezoning had been approved by the Zoning and Planning Commission.
Messers Bill Kirk and Volle Williams, Sr., owners of the above described property,
next appeared. Mr. Kirk stated they had made numerous trips throughout Florida and Georgia in
order to evaluate this proposed development, and it was their belief of a need for a shopping
center at this location and they had commitments from four businesses desiring space in this
development,
Mr. Kirk also presented a sketch of t he proposed buildings and pa rkingarea.
Mr. Wally DietriCh, realtor, also spoke in favor of this proposed shopping center.
Commiss~ner Higginbotham pointed out the~owth of t he Oitys residential districts

and the need for shopping areas to keep in pace,
Mr. A. 0~ Roberts, next appeared in favor of establishing a shopping center.
Mr. Martin Stinecipher, 2404 Pa~k Avenue, stated~'he'~was not against the growth of
Banfovd, but was interested in what developed next to his home and property, and after being
shown the sketch of the buildings did not object, provided the project is carried through
as proposed.
Mr. John gauls also spoke in favor of' ghe rezoning and the advangage of a neighbor-
hood shopping center in Sanford.
Mr. Richard Ivers, a ~ember of ghe. Co.ngregagional Chuvoh locaged on 24gh Stree~ ad-
Jacent to this development, spoke in 'favor of the ~eZonlng.
Telegram next submitted from Nv. Jack Hall, 2300 Oak Avenue opposing rezoning.
After oonsidering the'-only obJeotion received in the f ors of a gelegram, aommiesioner
Hlgglnbotham moved that the property desorlbed in paragrap~ (a) 'and (b) be rezoned as adver-
tised, and that the City Attorney prepare the necessary o-r~linance for adoption. Seconded by
Commissioner Soott and oarrled.
Mr. Joe Nicholas, representative of the Sanfovd Boat and Ski Club, next appeared ard
requested that a "No Fishing# sign be ereoted on the new boat dook ag the launohing site at
the foot of Palmetto Avenue and same was referred to the City Nanager.
There being no further business the meeting adjourned.
