Architect Burton then advised t hat in view of the lowest combined bid in sum of
$382,900.00, plus architect's fees, bei~,g $135,075.00 Xn excess of his estimate of $271,800.00
and the amount of funds allocated for the thr~e projects, that he had already reviewed the plat
and specifications, and by making certain changes and deletions, could reduce the cost of ap-
proximately $301,900.00 without omitting any major items or making any substantial change in
the original plans.
Thereupon after discussion and consideration of the recommended changes, Commissioner
Hig~lnbotham moved that the architect be authorized to negotiate with the lowest biddex- to
bring the combined bid within $301,900.00, including architect's fee, and further moved that
the boat basin project be held in abeyance for the time being. Seconded by Commissioner ~arner
and carried.
Anthony Benjamin next appeared with request for the Commission to reinstate his taxicab
driver's permit, which was revoked by the Municipal Court on April 22, 19%?, upon conviction of
traffic vlolat ions.
After discussion, and on advice of the City Attoruey that the taxicab ordinance prohlblt~

Charles L. Persons, 201 Scott Avenue, next appeared with request that 2nd, Sth and 8th
Streets in Mayfair section from Mellonville Avenue east 'to the city limits be des~.gnated as
thru streets.
After considerable discussion, Commissioner Higglnbotham moved that the aforesaid
be referred to the Chief of Police, City Manager, and Traffic Committee for survey and rec~n-
mendatlon. Seconded by Commissioner Wilson and-~rled.
Conside~ation next given to a revised pay schedule, to be effective 0ctobe~ 1, 1957,
as proposed and submitted by the City Manage~,. whic~ incluae a 3.6 ~cent cost-of-livi~
increase for~l employees, except six t~t are-n~ ~ing paid In excess of the existing pay
schedule fo~el~ classification. The proposed cost-of-living increase representing a total
salary increase of $10,269.89 t~ the 6ene~al Government, and $2,691.00 in the ~tlllty Depa~t-
men~. :

The following letter was next submitted from ;/ack N. Cleveland, Jr., Attorney, regarding
the accidental death of Frark Baldree, and same was referred to the City Attorney.

Dear ~ayo~ ~tchel:
Pursuant to Section 173, City Charter of the .~XtY of Sanford, Florida, I_
am submitting this notice regarding the death~ of the above captioned de
ceased, who at the time of his death, was an-employee of th~ City of San-
ford,, Florida.
Frank Baldree was killed while actively engaged in his wor~ae an employee
of the City of Sanford at approximately 8:00-o'clock A. M.'~'0n Saturday,
August 3, 1957, while operating or doing those things~2ncidental to the
operation of a drag line south of the City Limits Of the City of Sanford,
on U. S. Highway 17-92; and it appears that there were mo witnesses to
said death but it does appear that the City of Sanford was grossly negli-
gent in permitting said deceased employee to operate said drag line
Without the benefit of any assistants to guide said deceased in the oper-
ation of the drag line while working under high voltage electric lines;
and', further because of lack of an assistant to handle the bucket and
other things necessary for t~e operation of said drag line by said de-
ceased. It appears that the City of Sanford was grossly negligent by its
/$ilure to provide adequate assistance to said deceased emoloyee ard be-
cause of said failure required deceased to remove himself from the cab ·
and controls of said drag line in order to make the necessary changes
to the bucket and operating and front portion of the drag line.

Petition next submitted from several of the owners of property abutting on the north-
south alley between 6ranview and Princeton Avenues, and 24th Place and 2$th Street, extended,
for the City to close and vacate said alley, and same was ordered filed.
Commissioner Scott next introduced Ordlmnce No. 616, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AME~ING SECTION 1 OF
ORDINAN~NUMBER 431 OF THE CITY OF SANFORD, FLORIDA, SAID ORDINANCE
AMENDING ORDINANCE NUMBER 362 OF THE CITY OF SANFORD, FLORIDA, KNOWN
AS THE ZONING ORDINANOE, BY PROVIDING FOR ON COMMERCIAL RETAIL (NEIGH-
BoRHOOD SHOPPING 'DISTRICTS) SAID AMENDMENT FURTHER LIMITING THE USES
PROVIDED IN SAID ON COMMERCIAL RETAIL (NEIGHBORHOOD SHOPPING DISTRICTS).
and same was placed on its first reading and read in full.

said Ordinance No. 616, and that same be placed on its final passage and adoption. Beeomfded
