The City Commission of the City of tanfor~t, Florida, met in regula~ session at the City
Hall in the C~ty of Sanford, Florida, at .8:00 o'clock P. N. August 26, 1957, to receive the.
Tax Assessment Roll for 1957, as prepared by the Tax Assessc~, and to set as a Tax Equalization
Board,

Meeting called to order by the Chairman.
The Commission then proceeded to sit as a Tax Equalization Board to receive any complain
or objections on the 1957 Tax Roll, as l~epared by the Tax Assessor and submitted at this time.
Thereupon the ~oll6wlngfc~pla~r~s were presented, and action taken by the Board as
follows:
Mr. Bernard Jaffa, owner of the Sanford Shoe Center, 208 Sanford Avenue, appeared and
submitted a protest agairs t the assessed value of $1,130.00 placed on the Furniture and Fixture
at this location.
After explanation of the method of assessment and consideration given to the items in-
volved, it was felt that the assessment was fair and equitable, and no Change was made by the
Board.
Mr. S. F. Durand, next appeared and submitted a protest against the assessed value of
$9,550 placed on lots 8 and 9, Blk 6, Tier 5, E. R. Traffor~ls Map of Sanford.
After comparison with similar properties similarly located, it was felt t~at the
assessment was well in line, and no change was made by the Board.
Mr. John. Dunn, of Vodopl~ch' Sales and Service, 202 Sanford Avenue, next appeared and
submitted a protest against the assessed value of $?50.00 placed on Tools and Equipment and
Furnitures, and against an assessed value $6,000.O0 placed on stock of merchandise. Mr.
Dunn reque steal t~e City Tax Assessor to visit his place of business and review the books of
company, and such action met with approval of the Board, ami a report to be given by the
Assessor at the next regular meeting of the Commission.
Mrs. Clifford Proctor, next appeared and spoke in favor of reassessment of property
at 100% of value and lowering the millage rate. Mrs. Proctor inquired if the Tax Rolls
would be open to her investigation and was assured that this was her privilege.
Protest submitted from McCrory Stores, Inc., against the assessed value of $50,000.00
placed on their stock of merchandise, claiming assessment was more than actual stock.
Protest submltted~ from ~esterm Union Telegraph ComDany, against the assessed value
of $8,2~0.00 placed against their Fixtures and Equipment, claiming a value of $5,?39.00.
Protest submitted from Purcell Company, against the assessed value $3,250.00 placed
against their Fixtures and Equipment, claiming a value of $1,000.00, and also against the
assessed value of $12,000.00 placed against their stock of merchandise, claiming a value of
$5,885.00,
After comparison with the assessed valuations of similar stocks of merchandise of other
merchants, and after review of the assessed values placed on the Fixtures and Equipment, it
was moved by Commissioner Hlgglnbotham, seconded by Commissioner Scott, and carried, that the

above three protests submitted by Mc0rory Stores, Inc., Purcell 0ompany, and Western Union
Telegraph Co., would remain at the assessed value as submitted by the Assessor.
There being no further complaints or objections registered, on motion of Commissioner
Hlgginbotham, seconded by Commissioner Scott, and carried', the Commisslaa then adjourned as a
Tax Equalization Board until 8:00 o'clock P. M. September 9, 1957, and thereupon proceeded to
handle other business of the regular meeting of the Olty Commission.
Mr. Sonny Powell, next appeared, 'and spoke in favor of the City employing a full time
recreational director.
Mr. George Touhy, also appeared in favor of a full time recreational director and
pointed out the need of coordinating the ~hildrens recreational programs of different organi-
zations and clubs throughout the City.
Mr. John Krider, Manager of the Seminole County Chamber of 0ommerce, next introduced
Messers. Schilke and Sherwood, who 'were interested in establishing an aluminum fabricating
plant in this area. Mr. Schilke stated they had a commitment from a local bank for a loan to
construct a building of 10,'000 square feet, however, at present t hey had leased temporary
quarters and expected to be in production in ab~ t $ weeks. On moti .c~ of commissioner Hlggin-
botham, seconded by Commissioner Warner, and carried, to subdivide the unused portion of the
well field site into four tracts of approximately 2.3 acres each, and to deed to Messers
SchLtlke and Sherwood one of these tracts for a price of $200,00 with a stipulation that said
property will revert to the City if 'proposed building of 10,000 square feet' is nos constructed
Mr. 011fford McKibbin, President of Seminole County Chamber of Commerce, presented a
brochure of their activities of the past year &nd! t a he proposed budget for the next year,
questing that the Commission consider including in the Citys budget an item of $10,000.00
toward the Chambers proposed activities.
The Commissioners of the'Sanford Housing Authority were preaen~ with Mr. GOrdon Bradley
Executive Director, as spokesman, described their activities toward proposed construction of
Thirty additional housing units and requested the 01ty to approve the plans and specifications
for t~ts project.
After considerable discussion, moved by Commissioner WilSon, ~ecortted by 0ommissioner
Scott, and carried, requesting Mr. Bradley to arrange a meeting:with t~e Public Housing Ad-
ministration Regional Authorities from~Atlanta to discuss the assessment of Utility tax and
Sewer tax to occupants of these projects.
Resignation next submitted from'Judge John Leonardy as Judge of the Municipal Court.
Moved by 0ommissioner Hlgginbotham, seconded by Commissioner Scott, and carried, to accept
Judge Leonardy's resignation with regrets and with appreciation of services rendered, and to
appoint Attorney Ambrose Olliff to fill this vacancy,, effective October 1, 1957.
Moved by 0ommlssioner ttigginbotham, seconded by 0ommissioner Wilson, and carried, to
pay Judge' Leonardy one months salary in addition:;~.to his regular salary as a vacation due to
Attorney Leonardy not having taken a vacatian the total time he acted in the capacity as
Judge of the Municipal 0curt.
The Police Department presented a survey of traffic followirg a request to make 2nd,
l~th., and 8th. Streets in Mayfair through streets. Showing the t raffic taken at the peak load~
was below that stamiard required by Institute of Traffic Engineers for the control of traffic
by the designation Stop and Th~u Streets.

Burton, Architect, for balance due for completion of the plans and speoificatlons in the

City ManagerKnowles reported that he had been informed of an accident occuring where
was
a car hit a manhole cover in the center of an unopened street. The car/severely damaged
and two occupants of the car were injured slightly. Moved by Commissioner Scott, eecorded
by Commissioner Warner, and carried, that there be no action exercised.
Moved by Commissioner Scott, seconded by Commissioner Higginbotham and cax-ried, authori
the City Manager to advertise for bids for one police car.
On recommendation of the members of the Fire Department and on motion of Commissioner
Higginbotham, seconded by Commissioner Wilson, and carried, Lt. G. M. Harriett was appointed
as a member to the Firemen's Relief and Pension Board.
Application next submitted from Mrs. Helen Cots tantlne for a permit to sell ;beer and
wines for consumption on premises at 601 E First Street.
After consideration and on motion of Commissioner Scott, seconded by Commissioner
Higglnbotham, and carried, request for permit was denied.
Application next submitted from Mr. William Cassube, Manager of Winn-Dixie Store, for
permit to sell beer and wines for consumption off premises at 2440 French Avenue, and on
motion by Commissioner Higglnbotham, seconded by Commissioner Warner, and carried, same was
approved upon recommendation of Chief of Police.
There being no further business the meeting adjourned.
