The City Commission of the City of Sanford, Florida, met in Special Session at the
City Hall in the City of Sanford, Florida, at 2:00 o'clock P. M. on October ll, 1957.
Present: Commissioner David M. Gatchel, Mayor

The meeting was called to order by the Chairman.
The City Manager explained the proposed installaticn of storage and mixing tanks of
the Allied-Chemical and Dye Company of America as t heir distribution center in Florida, and
of the necessity of this operation having both water barge and railroad transportation availab]
The City Manager reported he had been assured that the materials stored in these tanks would
not be of an explosive type.
After consideration, moved by 0ommissioner Higginbotham, seconded by Commissioner
Warner, and carried, to grant the Allied Chemical and Dye Comtm ny of America a pipe line
easement across Seminole Boulevard and Waters Street in Tier 6, and Myrtle Avenue in Block 1-N
Consideration next given to the proposed cost-of-living salary increase and the City
Manager reported that by oversight there was one clerk in the Utility Department out of all
the City's employees whose salary was unaffected by any increase under the proposed schedule,
After lengthy discussion, moved by Commissioner Higginbotham, second ed by Commissioner WilsoD,
and carried, to grant the above employee the 3.6 percent cost-of-living increase in the amount
of $95.33 per year. Commissioner Scott abstaining from vote.
Request received for rezoning of areas in PiKe Heights and Teagues Addition, and
same was referred to the ~Zonlng and Planning Commission for their consideration.
A proposed lease agreement with the National Exhibition Company was next submitted
for consideration.
Thereafter therewas a full discussion of the provisions of said agreement.
On motion of Commissioner Higglnbotham, seconded by Commissioner Scott, and carried,
the Commission approved the proposed lease agreement and authorized the Mayor to execute
same on behalf of the City.

This Lease, made and entered into this 7th day ofOctober, A. D. 1957 by and. between
the City of Sanford, Florida, a municipal corporation, hereinafter called Lessor, and National
Exhibition Company (New York Giants), hereinafter called Lessee:
WITNESSETH, For and in consideration of the sum of Ten Dollars together with other
good and valuable consld eration, together with performance under Resolute. on No. 869, passed
and adopted by the City of Banford, Florida on April 9, 1956, Less~ Leases to Lessee and
Lessee leases from Lessor the following described property lying and being in the City of
Sanford, Florida, to-wit:
The present Municipal Stadium property bounded
on the West by Msllonville Avenue, on the North
by Eighth Street, on the South by Celery Avenue,
and on the East by the City Limits and Central
Florida Experiment Station, and consisting of
the present Municipal Stadium and the four newly

base for farm training activities.
Said Lease shall be on the following terms and conditions:
1. For and during the twenty.-year period, hereinbefore specified, Lessee will
maintain in good condition and appearance the above-described bur practice fields during the
twelve (12) months of each yea~. The Cit'y Of sanford is to maintain the American Legion
Building and Stadlun~, including the play{rig 'field. connected with said sta8].um, bleachers
a~ s~ands In good cond~tion and appea~nCe, except during the spring ~ainlng ~riod, and
the City agrees to give assistance when possible with equipment fo~ the maintenance of the
fo~ practice fields.
2. The ~ssor ~eserves t he ~Ight during ~t portion of any year t~t is not include
Lessee's actual training ~riod ~o use o~ allow or ~o Permit ~o be used any of the four practi~
fields or the stadium or structures now o~ hereinafter e~c~ed on said~ea.
~ 3. LeSsee shall ~ve the ~ight to install fixtu~es, sign~ and o~her st~uct~es
upon the premises, and all eqdipment, signs, fixtures and other structures, except build, ge
affixed to the land shall ~emain the ~rope~ty of Lessee and may be remove5 upon termination
of this Lease, Provided h~ever, t~t anything constructed, erected o~ placed by ~ssee upon
said premises shall first be approved by proper delegated autho~ity appointed by the City
Commission of the City of SaUced, 'Florida, prior to any such consZruction, placement or

5. The City~of Sanford shall furnish utilities on City prope~$y wish the exception
of elee~rlcaI power, provided however, t~t in the event any games are played a~ night the
approval of Lesse~ for the benefit of ~any local organizations, Lessee shall nos ~ve any
obligation for said electrical power.
6. Lesso~ hereby cogenants with the ~ssee that at ~he ~xp'i~ation of ~he term hereby
crea~ed, the Lessee shall have the option te extend t~s Lease fo~ a further ~e~ of ~wen~y
(20) yea~s upon ~he same terms and conditions, hereinbefo~e s~a~ed.
