The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Banford, Florida at 8:00 o'clock P. M. on October 14, 1957.

The meeting called to o~der by the Chairman.
The first order of busi ness was the acknowledgment cf services rendered to the City
by three former employees, who have retired because of advancing age.
Attorney John G. Leonardy, Judge of the Municipal Co~t, from February 10, 1954 to
October 1, 1957.
Daniel S. E. Start, employed in the Water Department from March, 1924, to July 1957.
John A. Lawson, employed in the Btreet Department from February, 1909 to October 1957,
who at the date of hl~s retirement was the oldest employee in years of service.
Mayor Gatchel voiced appreciation for the faithful servfce tended by these employees,
and each man..was presented a Silver Tray appropriately engraved with their respective length
of service to the City.
Next order of business being a public hearirgto consider rezonlng the property as pro-
posed and described in the following legal "Notice" published in the Sanford Herald on Septemb~
30, 1957:
NOTICE OF PROCEEDING FOR VACATING, CLOSING AND
ABANDONING TWO STREETS.
TO WHOM IT NAY CONCERN:
You will take notice that the City Commission of the City of Sanford,
Florida, at 8:00 P.M. on the 14th day cf October, A.D. 1957, in the City
Commissioners' Room at the City Hall in the Oity of Banford, Florida, will
consider and determine whether or not the City will close, vacate and~an-
don any right of the City and the public in and to the two streets herein-
after described, to-wit: ~
Rose Btreet from its intersection with Chapman Avenue on the
west, east-to its intersection with Locust Avenue on the east.
Violet Street from its intersection with Chapman Avenue on
the west, east to its intersection with Locust Avenue on the
east.
Persons interested may appear and be heard at the time and'place above
specified.

The Chairman then annOunced t hat the CommissiOn would be glad to hear from anyone
in favor of, or against vacating t he property as proposed in the foregoing notice.
The City Manager stated Mr. R. A. Williams, owner of prop rty abutting Violet Btreet
on the north, had contacted him and objected to vacating and abandoning Violet Street.

In consideration of the above objection, and no other objections being registered,
Commissioner Higglnbotham moved to vacate, close and abandon Rose Street from Chapman Avenue
to Locust Avenue, .as advertised, conditioned upon Mr. R. A. Williams deeding to the City 50
feet of lots 5 and 6, Blk J, Neaves Addition for the continuation of Fourth Street west to
Chapman Avenue, and to retain 'Violet street as .presently platted, and that the City Attorney
prepare the necessary ordinance for adoPtion. S~conded by 'Commissioner Scott, and carried.
A request was received fas Mr. BaggerI. y, 'owner of Lots 1, 2, 6, ? and 8 Blk 6,
Dreamwold Second Section, for the City to abandon' Public utility easement between lots 1 & 6
and 1 & ?, and 2 & 8,
The City Manager reported t hat the only utility located on this easement was a 2"
water line to service Mr. Baggerly's building, for which~e had agreed to pay when the ease-
ment is abandoned.
Thereupon after careful consideration, Commissioner Higglnbotham moved to hold a
public hearing on November 11, 1957 to consider vacating and abandoning the aforementioned
easement, with the condition that Mr. Baggerly grant to the City a public utility easement
of the South 14 feet of Lots 2 and 8, Block 6, Dreamwold Second Section.. Seconded by Com-
missioner Warner and carried.
A representation was present from the Sanford Boat and Ski Club. Dr. A. W. Woodall
requested t~t this club be allowed to paint and repair the Yacht Club building and keep it
at the present location, to be used as headquarters for the Boat and Ski Club. Dr. Woodall
spoke of the advantages of this location and of the great enthusiasm of the members for
this building.
Mr. Joe Nicholas spoke in regards to having sketches made to be presented to the
Oommission to outline their intended changes to the Yacht Club Building.
Mr. Leon Taylor s~ated it was his understanding the building was supported by con-
crete piling and Structurally sound.
Mr. John Krlder pointed' out the desire of the Boat & Ski' Club Building to be located
on the water front and suggested the use of the Band Shell should be investigated.
After discussion, it was felt any action should be withheld pending completion of
the Civic Center and further investigation of the Boat and Bki Club about other locations.
Consideration next given to Mr. Kennedy's boat sunken'at the City Pier. The City
Manager and City Attorney were instructed to serve Legal Notice to Mr. Kennedy to remove this
boat.
The City Manager next submitted the following tabulation of bids which were opened
publiclya t 2:30 P. M. October 10, 1957, for furnishing the following equipment in accordance
with the specifications in the inVitation for bids published in Sanford Hera. ld on October

did not meet the Break-Away specifications as advertised. Mr. Sherwood, For~ Tractor Dealer,
Sanford, was present and concurred with this ~eport.
After discussion, and on recommendation of the City Manager, Commissioner Warner, mo~ ed
the acceptance of the bid of Graze-Dempsey Company, Jacksonville, Florida, in the amount of
$5,850.00, and authorized the Mayor and Oity Clerk to negotiate a loan from the Sanford Atlant
National Bank in the' above amount to be paid from the Utility Budget after current year.
Seconded 'by Commissioner Wilson and carried.
The City Manager next submitted the following tabulation of bids which were opened

After discussion, and on recommendation of the City Manager, Commissioner Higginbotham
moved the acceptance of the lowest bid, that of Florida Equipment Company, Orlando, Florida,
for a 105 cubic feet per minute Compressor at a price of $3,13.5.00. Seconded by Commissiorer
Warner and carried.
On motion of Commissioner Wilson, seconded by Commissioner Warner and carried, the
Mayor and City Clerk were authorized to execute a deed to Allen-Orlando, Inc., for that portior
of the well field site as approved by the Commission at special meeting of October 9, 1957.
On motion of CommissionerWilson, seconded by Commissioner Warner and carried, the Mayo~
and City Clerk were authorized to execute a pipe easement to the Allied Chemical and Dye Co.,
of America, as approved by Commission at special meeting of October 11, 1957.
After discussion, and in consideration of the small size of t he lot involved, moved
by Commissioner Higginbotham, seconded by Commissioner Scott and carried, not to accept as
public pa~k the lot on 5th Street between Sanford Avenue and Cypress Avenue as offere~ by the
D. C. Brock Estate.
Application next submitted from Edna Pearl Smith for permit to sell beer and wines,
for consumption on premises, at-1400 W l~th Street, and on motion of Commissioner Higgtnbotham,
seconded by Commissioner Wilson and carried, same was approved upon recommendation of Chief
of Police.
Application next submitted from Willie and Evelyn Jones for transfer of perml~ to sell
beer and wines for consumption on premises, from 1225 W 13th Street to 1229 W 13th Street, and
on motion of Commissioner Hlgginbotham, seconded by Commissioner Wilson and carried, same was
approved .~pon recommendation of Chief of Police.
Application next submitted from W. E. Pratt, d/b/a B. & C. Grocery, 1303 Sanford Ave.,
for transfer of permit to sell beer and wines for consumption off premises, from J. D. Carlton,
d/b/a B & C Grocery, 1303 Sanford Avenue, and on motion 'of Commissiore r Hlgginbotham, seconded
by Commissioner Wilsm and carried, same was approved upon recommendation of Chief'~ of I~olioe.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA
COMNENDiNG THE JUNIOR CHAMBER OF COM}.fERCE OF SEMINOLE COUNTY FOR ITS
EFFORTS IN REDUCING THE HAZARD TO NOTORIST, PEDESTRIANS AND CHILDREN
AS A RESULT OF ENCROACHING SHRUBBERY AND TREES ALONG THE STREETS OF
THE CITY OF SANFORD, FLORIDA.
WHEREAS, It has come to the attention of the City Commission of the City of Oanford,
-Florida that the encroachment and overgrowth of shrubbery and trees along the parkways and
streets of the City of Sanford, Florida have increasingly become a menace to motorists, pedes-
trians and children of the City of Sanford, Florida, and
WHEREAS, The Junior Chamber of Commerce of Seminole County, being an enterprising and
industrious organization, dedicated to the promoting of the welfare of the City of Sanfor~,
Florida as well as Seminole County, recognized the ultimate benefit to the City of Sanford,
Florida and~,the?people.,the'Vein:by seel~ing to remove and properly trim dangerous encroaching
trees and shrubbery along the streets and !mrkways of the City of Sanfo~d, and
WHEREAS, The Junior Chamber of Commerce of Sem Inole County has worked faithfully and
diligently and with marked success in securing the co-operatim of property owners responsible
for said trees and shrubbery to the degree that the City of Sanford is a safer place for
pedestrians and children,
NOW THEREFORE, The City Commission of the City of Sanford, Florida, hereby commends
the Junior Chamber of Commerce for its untiring efforts in the "Shrubbery Drive", and herewith
extends to the Junior Chamber of Commerce the thanks of the City Commission both for itself
and for the peolpe of the City of Sanford,
BE IT FURTHER RESOLVED That this Resolution be spread upon the minutes of the City of
Sanford, Florida and copies '~heveof delivered to the Junior Chamber of Commerce of Seminole
County and the local press.

Recommendations of the Zoning and Planning Commission submitted as follows:
(a) Rezone from R-1 (Single Family) to O-N Commercial-Retail neighborhood
Shopping) the property described as Lots 1, 2 and 3, Block 1, Second
Section Dreamwold.
(b) Reduce the lot area requirement~ in the R-2 (Multiple Family) from
3,000 to 2,900 square feet.
(c)Reduce the side yard requirements for a single family dwelling in
all multiple family districts from 10 feet ?~ feet.
(d) To allow garage apartments Bo be constructed in R-2, R-4 and
(Multiple Family) districts, provided it does not occupy more than
thirty percent of the total lot area and only when used with a
single dwelling as the main building on the lot.
Thereupon after consideration Commissioner Higginbotham. moved that a public hearing
be held at 8:00 P. M. November 11, 1957, to consider rezoning the foregoing described property
in paragraph (a) and authorized the City Attorney to submit an amending ordinance of para-
graphs (b), (c) and (d) to the zoning ordinance. Seconded by 0ommissioner Scott and carried.

On motion of Commissioner N~gginb0tham, seconded by Commissioner Scott and carried,
minutes of regular meeting of September 23, 1957, approved.
On motion of Commissioner Higginb~tham, seconded by Commissioner Scott and carried,
current invoices and payrolls next approved, as evidenced by General Fund Banfo'rd Atlantic
National, Bank Vouchers Nos. 7418 thru 7470, General Fund Florida State Bank Vouchers Nos.
2237 thru 2378, Water and Sewer Sanford Atlantic National Bank Vouchers Nos. 201 thru 214,
Public Projects Banford Atlantic National Vouchers Nos. 73 thru 78, Water and Bower Renewal
and Replacement Plurlda State Bank VoA chefs Nos. 40 thru 58.
Offer received from Mr. Grady Duncan, representative of .the National Lumberman's Ass'n
that if the City will furnish a set of color slides of the progress of the construction of the
Civic Center, Fire Station and Swimming Pool his organization will show them throughout the
nation.
On motion of Comniesioner Higginbotham, seconded by Commissioner Scott, and carried,
the City Manager was authorized to expend up to $100.00 for these slides.
After discussion, on motion of Commissioner Hlgginbotham, seconded by Commissioner
Scott, and carried, Architect John Burton was authorized to prepare an addendum to the Con-
struction Contract of the Civic Center, to include Terrazzo floors in the auditorium.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carrie d,
the City Manager was instructed to express the City's appreciation for the cooperation re-
ceived from the .County Sheriff's department and to continue to work on plans to use county
prison labor for City work.
Request received f rom Atlantic Coast Line Railroad Company for easement covering a
right of way for two tracks across Fulton Street ~mmediately east of Myrtle Avenue.
After consideration, on motion of Commissioner Hlgginbotham, seconded by Commissioner
Wilson and carried, to grant an easement covering the above request with the stipulation that
the Atlantic Coast Line Railroad crossings on Fulton Street will be lowered to street levels
