The City Commission of the City of'Sanford, Florida, met in regular session at the
Oity Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on Octobe~J28, 1957.

Meetirg was called to order by the 'Chairman. /~'~
A group of local commercial photographers appeared to present a copy of Ordinance No.
51, of the City of Denver, Colorado, and to discuss the City's ordinance pertaining to the
license and control of local and transient photographers.
Mr. Fred Kirshner spoke of the h~ pressure tactics used by transient photographers
as against quality work and correct prices of local ~hotographers.
Mr. Henry Jameson next appeared, and stated that the Better Business Bureau has more
complaints about transient ohotographers than from any other business. ~
Mr. George Bergstrom next apPeared and spoke of' the selling methods and lack of the
itinerant photographer to follow through with agreements with customers.
The City Attorney informed theBe photographers that ordinances similar to the above
ordinance presented by them had been held uncomtitutional by the Supreme Court of the State
of Florida.
After considerable discussion, the commission requested the cooperation of the local
photographers to relay information received about violations of the City Ordinance to the
Police Department for proper action.
Rev. John T. Owens next appeared, stating that he had recently purchased Lot 13,
Block 1, Fairview, which is zoned in District R-1. ar~ was informed by his real estate agent
that the property would b'e rezoned to R-3. Rev. Owens stated he had presented a request to
the Zoning and Planning Commission for this lot to be~zoned to R-3 and the request was denied
After discussion, the~Oommission upheld the decidion of the Zoning and Plannirg Com-
mission to deny this request for rezoning.
Consideration next given to the position of City Physician. Dr. T. F. McDaniel has
been filling the position Since the death of Dr. ~. N. TOlar. On motion of Commissioner
Higglnbotham, seconded by Commissioner Wilson and carried, the City Manager was authorized
to negotiate with Dr. McDaniel regarding a permanent appointment to the position ~ City
Physician.
After discussion, moved by Commissioner Higginbotham, seconded by Commissioner Warner
and carried, the City ~anager was authorized, to advertise for applications for the position
of Recreational Director and to arrange for interviews of the applicants with the City Commiss~
Letter next submitted from Mr. Frank Evans, Lake Mary, Florida, pertaining to the
operation of the General San~ ord Memorial Library and same was ~aken under advisement.
After discussion and upon being informed that a mobil radio for police car could be
obtained at the same price of $650.00 as the bid price accepted last year, moved by Com-
missioner Higginbotham, seconded by Commissioner Scott and carried to purchase said equipment
at the above pu~hase price.
The City Manager reported that C. P. Henderson, 1010 Oak Avenue, claimed that on

October 21, 1957 at 7:30 P. M. he fell on the sidewalk at the corner of 12th Street and
Park Avenue, as a result of tripping over a crack in,he sidewalk, and that his glasses were
broken and the left side of his face was cut and bruised.
After discussion, moved by Commissioner Higginbotham, seconded by Commissioner Warner
and carried, to offer C. P. Henderson the sum of $50.00 in full settlement of all damages,
provided he sign a full release.
The City Manager next reported that Hubert Roy Daffron, a Fireman, was killed while
answering a fire call from the fire station. His death resulted from his Jumping off the
rear of the fire t~mck, prior to its stopping, the truck knocked him down and ran over him;
and t hat under the provisions of the Workmen's Compensation Act, the City as Self-Insurer,
will be required to pay all medical expenses, $500.00 toward funeral expenses., and pay his
widow. $34.81 per week for 350 weeks.
On motim of Commissioner Hig~o;inbotham, seconded by Commissioner Wilson and carried,
the Commission approved payment of the aforesaid claim against the City as self-insurer under
the Workmen's Compensation Act, and authorized a transfer of $500.00 from the Contingency Fund
Account No, 8150 to Workmens aompensation Insurance Accoudt Ilo. 7091, and authorized a payment
of $150.00 for the travel expenses for a Fireman to accompany the remains being shipped to
Indiana. ~
Request next submitted from John Burton for payment in advance of the balance of the
architects fees in full for the suoervision of construction cf the Civic Center, Fire Station,
and colored Swimming Pool.
After discussion, moved by Commissioner Hig~lnbotham, seconded by Commissioner Warner
and carried, the Commission authorized payment in advance, the $4,485.00 to John Burton for
architects fees in full for the Public Projects development.
Letter next submitted from the Seminole County Junior Chamber of Commerce outlining
desired agreement for the proposed cots truction and operation of a Tourist Information Booth
and picnic grounds at the Fourth Street Park on French Avenue.
After consideration, moved by Commissioner Higginbotham, seconded by Commlssiom~
Warner and carried, the City Attorney was authorized to draw an agreement to permit the above
proposed project, with the stipulall on that if the City initiated a move to reacquire any
buildings erected, that the value of said buildings would be set by a board of appraisers, not
to exceed a maximum of $10,000.00.
After discussion, moved by Commissioner Wilson, seconded by Commissioner Warner, that
Sarah Warren Easterby be reclassified from class Clerk-Typist II, salary grade 6D, to Clerk II
salary grade 13D, and upon roll call the vote stands:

Ordinance No. 621, entitled:
AN ORDINANCE OF THE CITY OF BANFORD., FLORIDA ADOPTING A POBITION
CLASSIFICATION PLAN FOR EMPLOYEES OFT HE CITY OF BANFORD, FLORIDA.
introduced and placed on first reading at regular meeting of October 14, 1957, was next placed
on its final reading.
The roll was then called on the final passage and adoption of said Ordinance No. 621,
the vote being as follows:

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance N~o..621, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA ADOPTING A POSITION
CLASSIFICATION PLAN FOR EMPLOYEES OF THE CITY OF' SANF~ORD, FLORIDA.
0ommissioner Higginbotham next introduced Ordinance No. 622, entitled:
AN ORDINANCE OF THE CITY OF SANFORD,' FLORIDA, ADOPTING AN ELECTRICAL
CODE FOR THE CITY OF SANFORD, FLORIDA.
and same was placed on its first reading and read in full.
Commissioner Hlgginbotham then moved t he waiver of the requirement of the second
reading of s aid Ordinance No. 622, and ~hat same be placed, on final passage and adop.tion.
Seconded by Commissioner Scott.
Thereupon the question recurred upon the waiver of the second reading, the roll was
called and the vote stands as follows:

ELECTRICAL CODE FOR THE CITY OF SANFORD, FLORIDA.
