The City Commission of the City Commission of the City of Sanford, Florida met in regula
session at.the City Hall in the City of Sanford, Florida on November 11, 1957 at 8:00 .o'clock

Meeting called to order by the Chairman.
First order of business being a public hearing to consider rezoning the property as
proposed and described in the followiD~ legal "NotiCe" published in the Sanford Herald on
October 23, 1957:

CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE

Notice is hereby given that a Public hearing ~w~i.l~l be held at the office of the City
Commission in the City Hall in the City of Sanford, .F1.0rlda, at 8:00 o'clock P. M., NOvember
11, 1957, to consider the following changes and amend~m~en~ts to the Zoning 0rdinance of said
City of Sanford, Florida:
(a)
The property zoned in District R-1 (sin~gl.e.~family), located East of
Myrtle Avenue, bounded on the North by 25th Street and South by
Orlando Drive. is proposed to be changed to C-N (Commercial-Neighbor-
hood Shoppingl District. Said property ~m'6re particularly described as
Lots 1, 2 and 3, Block 1, Second Section. .Dreamwold.
(b)
The property zoned in District R-1 (single-familY), located East of
Oak Avenue, bounded on the North by Lot 6, Pine Heights, and on the
South by 25th B~reet is proposed to be changed to C-N (Commercial-
Neighborhood BhSpPing) D~strict. Said p'roPerty more particularly
described as Lots 7 through 16, Pine He.i.ght.s and Lots 1 .thru 6,
Teagues Addition.
(c)
Theproperty zoned in District R-2 (multiple-family), located between
San Carlos Avenue and Lake view Avenue, bounded on the North by First
Street and on the South by Second Street is proposed to be changed to
C-N (Commercial~Neighborho~ Shopping) DiStrict. Said property more
particularly described as Blocks K, L and M of First Street Extension
Subdivision.
All parties in interest and citizens shall have an opportunity to be heard at 8aid

Banford, Florida, will consider and determine whether or not the City will close., vacate, re-
nounce, disclaim and abandon any right of the City and the public in and to. the land delineate<
upon a plat as a public utilities .easement and recorded in the Public Records of Seminole Court1
Florida, which said public utilities easement is more particularly described as follows:

favor of, or against closing, vacating and abandoni~ the public utilities easement as descrlb,
in the foregoing notice.
The~e being no objections registered, Commissioner Higginbotham moved that the utllitie
easement be closed, vacated and abandoned as ad~vertised, and that the City Attorney prepare
the necessary ordinance for adoption. Becorded by Commissioner Warner and carried.
Mr. Sonny Raborn, President of the Seminole County Junior Chamber of Commerce,' presents
his organizations plans for raising funds for the proposed Tourist Information Booth through
the sale of Christmas Trees, and requested that license for this project be issued without cha
1/oved by Commissioner Higginbotha~, seconded by Commissioner Warner and carried, that
charge for license for this Christmas Tree Sale be waived.
After discussion, and on recommendation of the City Attorney, moved by Commissioner
Hlgglnbotbam, seconded by Commissioner Warner and carried, to authorize the City Attorney to
prepare a new ordinance covering the operation of commercial photographers.
Mr. J. E. 1/unger, 917~E 25th Street next appeared, ~equesting the opening of a drainage
ditch in back of his property on Willow Avenue, and same was referred to the City 1/anager.
Dr. Henry 1/cLauli'n, Jr., presented a petition signed bY 16 merchants and professional
men whos.e businesses are located on 1/agnolla Avenue between First and Third Streets, requestln
to retain angle parking at this location.
After considerable discussion in which it was pointed out that angle parking on a
street of this width made an unsafe traffic condition, and also that most of the downtown shop-
ed.

by Commissioner Higginbotham, seconded by Commis.s~.oner Scott and carried over the dissenting
vote of Commissioner Warner, with Commissioner Wilson not voting, to eliminate angle parking
and to install parallel parking on the aboVe portion of Magrolia Avenue.
Mrs. Gaines, N. Mellonville, next appeared objecting to the use of Seminole Boulevard
and North Mellonville Avenue by heavy trucks.
After consideration, moved by Commissioner Hlgginbotham, seconded by Commissioner Warn
and carried to designate 13th Street and 25th Street as a truck route instead of East 2nd
Street, and authorized the City Manager to instruct the Police Department to prohibit heavy
truck traffic from N,. Mellonville Avenue and Seminole Boulevard.
Commissioner Warner next offered the following resolution concerning a water line
easement with the Atlantic Coast Line Railroad Company, seconded by Commissioner Hig~inbotham
and carried.
RE B 0 L U T I O N
Be it resolved by the City Commissioners of the City of Sanford, Florida, in regular
meeting assembled, that the Mayo~-Commissioner be, and he hereby is, authorized to enter into
an~agreement with the Atlantic Coast Line Railroad Company, and to sign same on behalf of
said City, where the said Railroad Company gives and grants unto the said City the right and
privilege to lay and maintain, for the purpose of conducting water, a line of 2-inch galva-
nized iron pipe across a portion of the Railroad Company's property at Sanford, Florida,
said line of pipe beginning at an existing 6-inch cast iron water pipe line, which pipe line
is distant 2050 feet southwardly, measured along the center line of the Railroad Company's
main track, from mile post 766 and extending southeasterwardly 550 feet to the southern
boundary line of Railroad Company's property; said line of pipe to pass underneath a lead
track of the Railroad Company ad'Jacent to said boundary line; as particularly described in
said agreement, which agreement is dated October 30, 1957, a copy of which agreement is filed
with this City Commissioners.
Moved by Commissioner Warner, seconded by Commissioner Higgi~botham, and carried to
grant the Atlantic Coast Lire Railroad Company a right-of-way easement as follows:

STREET IN THE CITY OF BANF CRD, FLORIDA AB THE SAME INTER-
~ECTS WITH THE EASTERLY SIDE OF MYRTLE AVENUE IN THE CITY
OF SANFORD, FLORIDA.
Petition next submitted from the abutting property owners requesting the paving of
San Marcos Street between Second Street and Fourth Street, and agreeing to pay proportionate
share of 1/3 each of total estimated cost of $2,106.00, the City's share of cost being
$702.00.
After consideration, moved by Commissioner Higginbotham, seconded by Commissioner
Warner and carried approving the above described paving at the estimated cost

estimated barge rates supplementing, report "Proposed Barge Terminal" submitted on October 21,
195.7, after discussion, the Commission authorized the City Manager to arrange a meeting of
the Commission with the legislative delegation and interested parties to consider .the
financing of the proposed barge terminal by the InternaI Improvement Fund c~ Florida.
The City Manager estimated that it would cos, t approximately $100.00 in addition to
material on hand to install four mercury lights~ at the Civic CerZ er; and approxim~ely $925.00

After discussion, and on recommendation of the City Manager; Commissioner Warner
moved the acceptance of the lowest bid, that of Powell's Office Supply Company, Sanford, Fla.,
for 800 folding chairs, and 50 folding banquet tables, 8' x 30", at a price of $$,477.50.
Seconded by Commissioner Higglnbotham and carried.

Oommission next authorized a Quit-Claim deed from the City to John H. Loechelt and wife to
the E.14 ft of Lot 18, Block 18, San Lanta Second Section, for the purpose of clearing title.
This property having at one time been dedicated as p~ublic alley by easement to the 0ity.
0ertificate No. l, dated 'November 6, 1957, next submitted by Carroll-Daniel Construotlo
Company covering work completed through October 24, 1957, under contract for construction of
Civic Cent er Building, as per certificate of Approval of Architect John A. Burton IV, and on
motion of Commissioner Hlgglnbotham, seconded by Oommissiors r Warner and carried, the Commission
authorized payment of same in the amount of $21,045.10.
On motion of Commissioner Higginbotham, seconded by 0ommissioner Warner and carried,
current invoices and payrolls next approved, as evidenced by General Fund 8anford Atlantic
National Bank Vouchers Nos. 7471 thru 7523, General Fund Florida State Bank Vouchers Nos. 2379
thru 2541, Water and Sewer Sanford Atlantic National Bank Vouchers Nos. 215 thru 219, Public

Request next submitted from Mr. Stallman, field agent, Office of the State Comptroller,
requesting City to revoke license of Cora Wynn, 422.,E .$th Street for failure to comply with
the State Sales Tax Law..
After considerable discussion, nc action was taken by the Commission.
Request next submitted by Le° Burner, State Far, ers Market, to install individual water
meters in each stall 'in addition to one large meter at property, line at an estimated cost of
$1,500. oo.
After discussion, no action was taken by the 0ommlsslon.
The City Manager reported that the 8anford Gas 0ompany is Proceeding to make repairs
to their gas lines without obt~nlng permits, and had requested Mr. Gree~,_ manager of the local
company, to appear before the CommisSion at this meeting, however Mr. Greet was not present.
After discussion, moved by Commissioner Higginbotham, seconded by Commissioner Scott
and carried, authorizing the hiring of engire ers to examine the gas mains under 4" in size
to determine whether or not they are in a hazardous condition. This action being taken to s afe-
guard public welfare.
Moved by Commissioner Hlgginbotham, seconded by Commissiom r Scott and Carried authori-
zing the City Manager to advertise for bids on one police car, three small trucks and office
equ lpment.
After discussion, moved by Commissioner Hlg~'lnbotham, seconded by Commissioner Scott am
carried, authorizing the City Manager to remove the "Stop" sign and to install a #Yield" sign
on First Street at its intersection with Mellonville Avenue to hotter control the flOw of traff.
After discussion, moved by Commissioner Wilson, seconded by Commissioner Warner, and
carried, to authorize the expenditure of a total of $105.00 for the Building Inspector and two
members of the Zoning and Planning Commission to attend a short course for City Planning at

After.consideration, moved by Commissioner Warner, seconded by Commissioner Hlggin-
bo~ham, authorizing the City'Attorney to send a Legal Notice to Mr. Kennedy to remove, within
three days, his boat sunken at the City Pier.
After discussion, moved by Commission Hig~inbotham, seconded by commissioner Warner
and carried authorizing the City ~O prepare an ordinance Prohibiting the storage or trans-
porting of petroleum products in glass containers, or the ~le of petroleum ~roducts to be
stored or transported in glass containers.
