The City Commission of the City of Sanford, Florida met in regular session at t he City
Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on November 25, 1957.
Present:

The meeting was called to order by the Chairman.
Resignation submitted by R. S. Brown from the Zoning and P]a nnlng Comm~sion. Moved by
Commissioner Warner, seconded by Commis~oner A. L. Wilson, and carried, approving t he ale,s-
said re$ignatlon in consideration that Mr. Brown has been elected to serve on the City Com-
mis sion.
On motion of Commissioner Hlgginbotham, seconded by Commissioner Warner and carried,
Arthur Harris was appointed to fill the vacancy on the Zoning and Planning Commission.
Commissioner Higglrbotham next introduced Ordinance No. 626, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, VACATING, CLOSING AND
ABANDONING THaT CERTAIN PUBLIC UTILITIES EASEMENT RUNNIN~ FROM THE
SOUTHERLY PROPERTY LINE OF LOTS 2 AND 8 OF BLOCK 6, SECOND SECTION
OF DREAMWOLD, ACCORDING TO PLAT THEREOF RECORDED IN THE PUBLIC RE-
CORDS OF SEMINOLE COUNTY, FLORIDA, THENCE NORTH EASTERLY TO THE
SOUTH LINE OF LOT 6, THEREOF, THENCE NORTHWEBTERLY TO ORLANDO DRIVE.
and same was p~ced on its first reading and read in full.
Commissioner Higginbotham then moved the walv~r of the requirement of the second reading
of said Ordinance No. 626, and that same be placed on its final passage and adoption.
Seconded by Commissioner Warner.
Thereupon the question recurred on the waiver of the second reading, the roll was called
and the vote stands as follows:

FERRING CERTAIN TERRITORY IN DISTRICT R-2, MULTIPLE FAMILY DISTRICT.TO
C-N, COMMERCIAL RETAIL (NEIGHBORHOOD SHOPPING) DISTRICT AND TRANSFER-
RING CERTAIN TERRITORY IN DISTRICT R-1. SINGLE FAMILY RESIDENTIAL

On recommendation of the Zoni~ and Planning Commission, moved by Commissioner Higgin-
botham, seconded by Commissioner Wilson and carried, to hold a Public Hearing at 8:00
o'clock P. M. on December 23, 1957, to consider rezonlng Lots 1, 2 and 3, Block 13, Ban
Lanta, from Dist~ct R-iA to District R-1.
On motion of Commissioner Higginbotham, secm~ed by 0ommissi oner ~Warner and carried,
minutes of special meeting of October 9, special meeting of October 11, regular meeting of
October 14, special meeting of October 21, regular m~ sting of October 28, special meeting
of November 6, and regular meeting November 11, 1957,approved.
Moved by Commlss~oner Higginbotham, seconded by Commissioner Warner, ard carried, the
City Manager was authorized to use City equipment and personnel to assist Mr. Kennedy with
the removal of his sunken boat at the City Pier.
The City Manager next submitted results of survey by Mr. Carpenter, of Southeastern
Underwriters, outlin$~g/suggested improvements in regard to receiving a better rating for
fire insurance coverage for all property in the City.
After discussim of the possible Federal Government participation under Civil Defense
plan in the cost of high-frequency radio equipment for the Police and Fire Department,
moved by Commissioner Higginbotham, seconded by Commissioner Warner and carried, authorizing
the City Manager to secure costs of the suggested improvements submitted by Mr. Carpenter.
Mr. Earl W. Vestal, owner of property located at 209 E 5th Street, was present and
protested that 1957 Tax Bill rendered to him on November 1st, on the above property was
too high.
Mr. Vestal was informed that the CommissiOn had sat as a Tax Equalization Board at
regular meetings of August 26 and September 9, 1957, to receive any complaints or objections
after
on the 1957 Tax Roll and that no protest was received from him, however,/comparlson with
similar properties similarly located, it was felt that the assessment was well in line,
and no change was made by the Commission.
Request next submitted for 6 street lights, and on recommendation of the Chief of

After discussion, moved by Commies! oner-Higginbotham, seconded by Commissioner Warner
and carried, authorizing the City Manager to request a street easement from the Atlantic
Coast Line Railred Company for the .extension-of-Fulton Street across their property from
Oak Avenue to Myrtle Avenue, said street being vacated and closed by Ordinance No. 79 on
July 14, 1924.
After consideration, m~ed by Commissioner Higginbotham, seconded by Commissioner Scott
and carried, appointing Dr. T. F. McDaniel and associate to the position of City Physician,
and to increase the salar~y for the position to $2,400.00 per year, and to authorize a transfer
of $600.00 from the Contingency Fund to cover this increase.
On motion of Commissioner Higglnbotham, seconded by Commissioner Warner and carried,
the Oity Attorney was authorized to prepare a resolution commending the services rendered
by Dr. J. N. Tolar as City Physician up to the time of his death.
There being no further business the meeting adjourned.
