The City Commissioner of the City of Sanfor~, Florida met in regular ~ession at the City Hall in the City of Sanfdrd, Florida at 8:00 o'clock P. M. on December 9, 1957. Present: Commissioner David M. Gatchel, Mayor # F.D. ~cott " Merle Warner " A.L. Wilson City Attorney W. C. Hutchison, Jr. City Clerk H. N, Bayer City Manager W. E. Knowles Deputy Clerk H. N. Tamm, Jr. Police Chief R. G. Williams Absent: Commissioner Earl Hlgglnbotham The meeting was called to order by the Chairman. .First order of business was a report by the City Manager pertaining to the requirements and costs of radio equipment in order to secure approval from the ~Federal Government for matching funds under the Civil Defense 'plan. Mr. Robert Miller was present to discuss the types of equipment available ~hlch~would comply with the Civil Defense plan requirements. After considerable di~cussion, on motion of Commissioner Scott, seconded by Commissioner Warner and carried, Mr. R. ~iller was appointed as radio technician to prepare specifications and plans for the necessary radio'equipment in order to obta~ n Federal Funds under the Civil Defense plan, and authorized the payment of $50.00 for these services, and authorized the City Manager to advertise for bids f or said equipmen$, A group from the Sanford Gun Club was present, with Henry Wight as spokesman, submitted a request for the use as a shooting~ range of Ci~.y proper~y west of Mills Creek. Mayor Gatchel explained that this area is~ under consideration for industrial develop- men~ which would preclude consideration of a lease for their purpose. After consideration and on motion of Commissioner Warner, seconded by Commissioner Wilson and carried, authorized the use of the above described land as a shooting range by the Gun Club and authorized the City Manager to use the City equipment and personnel to grade the land. Sonny Raborn, president of the Seminole County JaYcees, next presented a sketch of the proposed Tourist Informa~ on Booth to be constructed a t the Fourth Street Park on French Avenue, and on motion of Commissioner Warner, seconded by Commissiore r Wilson and carried, same was approved as presented subject to compliance with the City building code. John BurZon, Architect, recommended the following change orders: P~l._r._g S_ta;ion No.~ 2.: Lower Footings Goldsboro Swimming Pool: a. Mditional Chemical Corm rols b. Add louver-vent in wall in chlorine room. Change doors to metal gates on equipment building. $ 200.00 350.00 100.00 Total 650.00 On motion of Commissioner Warner, seconded by Commissioner Wilson and carried, Arthitect Burton was authorized to proceed with the above change order not to exceed $650.00. Also, submitted recommendations for change orders for the Civic Cent er totaling $16,375.00, and same were taken under advisement. MINUTES City Commission, Sanford, Florida, December. 9: .at .8 323 Certificate No. 2, dated December Z, 1957, next submitted by Carroll Daniel Construction Company covering work completed through November 2~, 1957, under contract for construction of Civic Center Building, as per Certificate of Approval of Architect John A. ~urtcn, TV, and on motion of Commissioner Wilson, seconded by Commissioner Bcott and carried, the Commission authorized payment of same in the amount of $15,873'00' The City Nanager next submitted a report on the improvements recommended by Boutheastern Underwriters in order to secUre a lower rate for fire insurance coverage for all property within the City, advising that since the City is now offering fire protection up to a radius of five miles, which includes the fringe area outside the City limits, that this entire area has to be considered in determining the effectiveness of the fire department and its needs when rating the property within the City. Also, by discontinuing fire protection beyond the City limits the insurance rates could be lowered and affect an annual savings of approxi- mately $12,760.00 to the prople of Banford without any additional cost to the City, except for the radio equipment already authorized, but by continuing the service for the five miles radius and still affect a reduction in insurance rates, the City would be required to employ four additional firemen at an annual cost of approximately $13,792,00, He then recommended that the CitY discontinue all fire protection service beyond the city limits. After considerable discussion, moved by COmmissioner Bcott, seconded by Commissioner Warner and carried, to terminate fire Drotection service outside the city limits at the end of the present contract year ending July 1, 1958, due to such service preventing the City from enjoying a lower'~'~lre insurance ~emium rate with its present personnel and equipment, and due to the lack of funds to provide adequate additional personnel to provide such service beyond the corporate limits without affecting the insurance rates on property within the city, CommiSsioner Bcott next introduced Resolution No. ~02. and after being read moved its passage and adoption. J. N. TOLAR WHEREAB, Dr. J. ,N. Tolar recently passed away in the City of 8anford, Florida, and WHEREAB, Dr. J. N. Tolar had for many years untiringly devoted himself to the affairs of the City of Sanford, Florida, having been City Physician and actively con~ected With many boards in the City of Banford, Florida, and WHEREAB, As a result of the untiring efforts of Dr. J. N. Tolar and his interest in the City of Banford, its citizens, and the affairs of this community, the City of Banford was a much finer place in which to live, NOW THEREFORE, BE IT RESOLVED By the City Commission of the City of Banford, Florida that in recognition of the long and devoted service of Dr. J. N. Tolar in the City of Sanford Florida, and his accomplishments, this Resolution be and the same is hereby passed and adopted in memoriam to Dr. J. N. Tolar as an expression of sympathy and honor by the Com- mission. BE IT RESOLVED BY THE CIT,Y COMMISSION OF THE C~TY OF SANFORD, FLORIDA, That the Sanford Atlantic National Bank and Florida State Bank of Sanford, be and they are hereby declared to be depositories for City Funds for the year 1957-1958, puruant to requirement of the City Charter. BE IT FURTHER RESOLVED that a copy of this Resolution shall be delivered to the presl- dent of each of said institutions and that the same be spread upon the minutes of the City Commis sion. Oaede, President of Sanford Gas Company, requesting the Commission to cons~ er deferring until April, 1958, ghelr proposal to hire engineers to In- vestlgate the safety factor of the smaller gas mains of the Sanford Gas Company. Request received, frcm Allied Chemical & Dye Corporation to close and vacate ghat portion of Gabbett (Wager) Street west of Myrtle Avenue. After consideration, moved by Commissioner Wilson, seconded by C.ommissioner Warner and carried, to hold a Public Hearing at 8:00 O,Clock B. M. on January 13, 1958, to consider the above request. Consideration ne~t given to the construction of a low. clearance bridge by the Federal Government Corps of Engineers at the south end of Lake Harney. After discussion, the City Manager was authorized to. prepare a letter protesting the construction of a bridge of low clearance at this location, and to forward same to the Corps of Eng~eers in charge of this pro J eot. .
