122357-Regular Session MINUTES City Commission, Sanford, Florida, December 23, 19~? 19 ,, 327 The City Oommission of the City of Sanford, Florida met in regular session at the City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on December 23, 1957. Present: Commissioner David M. Gatchel, Mayor " Earl Hlgginbotham " F.D. Scott " Merle Warner " A.L. Wilson City Attorney W. C. Hutchlson, Jr., City Cl~k H. N. Sayer City Manager W. E. Knowles Deputy Clerk H. N. Tamm Jr., Police Chief R. G. Williams The meeting 'was called to order by the Chairman. First order of business being a public hearing to consider resorting the property as pro- posed and described in the following legal "Notice" published in the Sanford Herald on December 2, 1957: NOTICE OF PUBLIC HEARING ON PROPOSED CHANGE AND AMENDMENT IN CERTAIN DISTRICT AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD ,FLORIDA. Notice is hereby given that a Public Hearing will be held at~he office of the City Com- mission in the City Hall in the City of Banford, Florida, at 8:00 o'clock P. M., December 23, 1957, to consider the following change and amerd ment to the Zoning Ordinance of %he City of Sanford, Florida: The property zoned in District R-I-A (Single- Family), located at Northeast corner of San~rd Avenue and Rosalia Drive, is proposed to be changed to R-1 (Single-Family) District. Said property being more particularly described as Lots 1, 2 and 3 of Block 13, San Lanta Second Section. All parties in interest and citizens shall have an opportunity to be heard at said hearing, By order of the City Commission of the City of SanfOrd, Florida, this 25th day of November, 1957. s/ H. N. The Chairman then announced that the Commission would be glad to hear'fr6m anyone in favor of, or against rezoning the property as propcs ed and described in the foregoing notice. There being no objections registered, Commissioner Wilson m~ed 'that the property des- ct!bed be rezoned as advertised. Seconded by Commissioner Higginbotham and carried. The City Manager reported he had received a request from Randall Chase for a traffic light to be installed at the intersection of French Avenue ard 20th Street, and also that the State Road Department had completed the third traffic survey at this point, ~said informa- tion showing that traffic does not warrant a standard fixed time signal, however, the inter- section does warrant a semi-actuated time signal, the cost of which is estimated from $2,208.00 to $2,223.00. After considerable discussion, moved by Commissioner Higginbotham, seconded by Com- missioner Warner, and carried over the dissenting vote of Commissioner Scott, authorizing the expenditure of $2,208.00 for the lrmtallation of a seml-act~mted time signal at the inter- section of 20th S~reet and French Avenue. On recommendation of the Chief of Police, and on motion of CommisSion Higginbotham seconded by Commissioner Scott and carried, the Commission next approved the transfer of beer and wine license for consumption on premises from Ernest Roberts to Mrs. Helen Constantine at 408 Sanford Avenue. 3' 8 MINUTES City Commission, Sanford, Florida, December 2_~ at 8 P. N. 19 57 Certificates No. l, dated December 16, 1957, next submitted by Carroll Daniel Construc- tion Company covering work completed through November 24, 1957, under contract for constructio~ of Fire Station and Swimming Pool, as per .Certificates of Approval of Architect John A. Burton IV, and on motion of Commissioner Hlgginbotha~m, seconded by Commissioner Wilson and carried, the Commission authorized payment of same in ~$he. amount of $8,764.18 for Fire Station con- struotlcn and $4,362.80 for Swimming Pool const~uc~tion. Commissioner Warner next introduced Ordinance No.. 628, entitled: AN ORDINANCE OF THE CITY OF SANFORD; FLORIDA, pROHIBITING THE SALE AND STORAGE OF GASOLINE IN GLASS CONTAINERS AND PRESCRIBING PENALTIES THERE- FOR. and same was placed on its first reading and read in full, After discussion and on motion of Commissioner Wilson, seconded by COmmls$imer Higgin-~ botham and carried, the City Attorney was authorized to prepare corrective amendments to Ordinances Nos. 623 and 624. On motion of Commissioner HigginbOtham, seconded by Commissioner Warner and carried, minutes of regular metings of November 25 and December 9, 1957, approved. On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried, the City Manager was authorized to prepare a letter of appreciation to the Sanfor~-Seminole Junior Chamber of Commerce for their contribution to finance ~ he const~actlcn of a new deer pen at the City Zoo. Letter next submitted by Lee Brothers Plumbing and Heating Contractors requesting the Commission to consider s. elling the following proper~y: Lots I thru 5 of Block, l, Tier 9, of Victor Check's ~:~ Amended Plat, located at Northwest corner of French Avenue and Commercial Street. All .of Block 1-N of Tier 10, of E. R. Trafford's Map, located between Maple and Holly Avenues and. Fulton and Water Streets. After discussion, the City Cler~ was authorized to obtain appraisals from Robert A. Williams and A. B. Peterson, Sr., Registered Real Estate Brokers, covering the above describe, property. On motion of Commissioner Higginbo~ha~, seconded by Commissioner Wilson and carried, current invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic National Bank Vouchers Nos. 7524 thru 7593 and Nos 2001 thru 2031, General Fund Florida State Bank Vouchers Nos. 2542 thru 2650, Water and Sewer Sanford Atlantic National Bank Vouchers Nos. 220 thru 229, Public ProjeCts Sanford Atlantic National Bank Vouchers Nos. 80 and 90 Public Projects Florida State Bank Vouchers Nos. 40 and ~1.
