The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider vacating, closing and aban-
doning a certain public alley in accordance with the following notice published in the Sanford
Herald on January 24, 1958:

You will take notice that the City Commission of the 0ity of Sanford,
Florida, at 8:00 d'clock P.M. on February 10, 1958, at the City Commissimers'
Room at the City Hall in the 0ity of Sanford, Florida, will consider and de-
termine whether or not the City will close, vacate and abandon any right of
the City and the public in and to ~at certain alley hereinafter described,
to-wit:
That portion of that certain north-south alley between
Park Avenue and Oak Avenue extending from 25th Street N to the
north property line of Lots 7 and 23, of Pine Heights
Subdivision, in the City of Sanford, Florida.
Persons interested may appear and be heard at the time and place above.

The Chairman then announced that the Commission would be glad to hear from anyone in
favor of, or against closing, vacating and abandoning the alley as described in the fore-
going notice.
Mr. Martin Stineclpher, whose property abutts the above mentioned alley extended, stated
he had no objection to the closing of the portion of the alley, as described.
There being no objections registered, 0ommissioner HigeInbotham moved that the alley be
closed, vacated and abandoned as advertised, and that the City Attorney prepare the necessary
ordinance for adoption, provided that the City be granted an easement for an East-West alley
of the North portion of Lots 7 and 23, Pine Heights. Seconded by Commissioner Wilson and
carrl ed.
The next order of business was a Public Hearing to consider vacating, closing and aban-
doning a.;portion of French Avenue in accordance with the following notice published in Banford
Herald on January 24, 1958:

The Chairman then announced t hat the Commission would be glad ~to hear from anyone in
favor of, or against closing, vacating and abandoning that portion of French Avenue as
described in the foregoing notice.
There being no objections registered, Commissioner Hlgginbotham moved that that portion
of the street be closed, vacated and abandoned as advertised, and the City Attorney ~repare
the necessary ordinance for adoption. Seconded by Commissioner Brown and carried.
Next order of business being continued from meeting of January 27 was the further con-
sideration of the removal of all displayed items of merchandise from the sidewalks and park-
ways.
Mr. Roberts, operator of the Lobby News located in the Sanford Atlantic National Bank
Bldg., next appeared, and spoke in favor of allowing a display rack of magazines and books
and of the necessity of such display to his business. Said action was agreeable with the
Comw, lssion provided it did not constitute a hazard.
M. Siskind, owner of Army-Navy Surolus Store located a 310 Sanford Avenue, next ap-
peared, and stated he had several tables i~ front of his store for the display of merchandise
and felt that this did not constitute a hazard to the pedestrian.
The Commission pointed o%~t that the entire frontage of Mr. Siskinds store was open and
that the tables could be properly displayed within his premises.
-Moved by Commissioner Brown, seconded by Commissioner Gatchel and carried, authorizing
the City Manager' to enforce said ordinances controlling the display of merchandise on the
sidewalks and parkways.
Mr. Harry Lee, Jr., Lee Brothers Plumbing and Contracting Co., next ap~ared, to further
discuss his companys offer of $8,000.00 for property located north of Commercial Avenue and
West of French Avenue, and requested the Commission to consider the structure and stock of
merchandise which will be placed on this location in arriving at an acceptable price for the
land.
The Commiss~lon indicated that this offer was too low and requested Mr. Lee give the
offer additional consideration.
The Director of Finance reported that a request to purchase that property bounded by
Holly and Maple Avenues and Gabbett Street and Seminole Blvd., had been received from C. T.
Applegate, Reg. Real Estate Broker, Orlanao,' Fl'orida, who was representing a' firm which would
build a 60 unit motor court on this property, and that he had appraised said property at
$36,750.00.

and carried, stating that an offer of $36,750.00 would be acceptable until February 24, 1958
for the above described property, and in consideration of the proposed construction.
A group from ~he Sanford Boat & Ski Club was present, with Dr. A. W. Woodall as spokes-
man, stated that they had raised $500.00 with which to purchase material to repair the iach~
Club, the labor to be performed by members ~ the Club, such improvements to include re-roof-
lng, replacing sldl~g and repainting.
After lenghty discussion, moved by Commissioner Higglnbotham authorizing the City Manager
to prepare an agreement with the Boat & Ski Club containing ,::..commitments to prepare the build-
lng in a presentable condltlnn, to carry Public Liability and Fire Insurance in the same
amounts as now carried by the City for this structure, and agree to a lease of $1.00 per year
for 3 years, with an option to renew upon approval of the Commission. Seconded by Commissioner
Wilson.

After further d~ cussion, moved .by. Commissioner Higginbotham authorizing the City
Attorney to prepare a lease for ~3 years for $1.00 a year, with an option to renew, on ap-
proval of the City Commission, with stipulation that Public Liability and Fire insurances to
be carried in amounts equal to that which is now carried by the City for said structure, also
that specifications be furnished the City Manager giving complete details of repairs to be
performed, and upon his approval; said repairs to be completed within three months after
completetion of the Civic Center and possession of the Yacht Club being turned over to the
Boat and Ski Club.

same was taken under advisement.
Commissioner Higginbotham next introduced Ordinance No. 630, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ADOPTING'
THE SOUTHERN STANDARD BUILDING CODE 1957-58 REVISED
EDITION, INCLUDING ALL FEES AND CHARGES THEREIN AS THE
BUILDING CODE OF THE CITY OF SANFORD, FLORIDA.
and same was placed on its first reading and read in full.
· Commissioner Gatchel next introduced Resolution No. 906, and after being read in full,
moved its passage and adoption. Seconded by Commissioner Wilson and carried by the following

Said Resolution No. 906 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD,
FLORIDA, AUTHORIZING THE PURCHASE, INSTALLATION AND MAINTEN-
ANCE OF A SEMI-ACTUATED SIGNAL AT TWENTIETH STREET AND FRENCH
AVENUE IN THE CITY OF SANFORD, FLORIDA UPON THE RECEIPT OF A
PERMIT FROM THE STATE ROAD DEPARTMENT.
WHEREAS, increasing traffic and congestion at Twentieth Street and French Avenue in the
City of Sanford, Florida, together with proximity of Seminole High School has, in the opinion
of the City Commission, created a dangerous traffic condition werranting a traffic signal
installed, and
WHEBEAS, the State Road Department of Florida has indicated a willingness to allow the
installation of a semi-actuated signal at said intersection provided the same is purchased,
installed and maintained by the City of Sanford, Florida, and
WHEREAS, the City Commission deems that the interests of Pedestrian and vehicular safety
warrants the expenditure for said signal and the installation thereof.
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanf~rd, Florida
that upon receipt of a permit from the State Road Department authorizing the installation of
a semi-actuated signal at Twentieth Street and French Avenue in the City of Sanford, Florida,
the City Commission hereby authorizes the expenditure from the contingency fund sums suf-
ficient to purchase, install and maintain said semi-actuated traffic signal.
BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the minutes of
the City Commission and a copy delivered to the State Road Department of Florida.
PASSED AND ADOPTED this 10th day of February, A.D. 1958.

and also authorized the City Manager to advertise for bids for said light upon receipt of
permit from the State Road Department.
Recommendations of the Zoning and Planning Commission submitted as follows:
(a) Rezone that area of Wynr~wood now zoned R-1 to R1-B.
(b) Rezone that property located on East and West sides of Magnolia and
Palmetto Avenue between 7th and 9th Streets from R-1 to R-2.
(c)Rezone that property lying within 150 feet of ~ he East side of Southwest
Road between 13th and 16th Streets from R-5 to C-1.
(d)Exclude both trailer parks and Junk yards from operation inside the
City Limits.
Thereupon after consideration Commissioner Higginbotham m~ed th~ a public hearing be
held at 8:00 P. M. March l0 1958, to consider rezonlng the foregoing described property in
paragraphs (a), (b) and (c), and authorized the City Attorney prepare an amending ordinance
of paragraph (d) to the zoning ordinance. Seconded by Commissioner Brown and carried.
Further consideration was given to the qualifications of the 15 applications received

After dis.cussion, moved by Commissioner Wilson, seconded by Commissioner Brown and carried
on the appointment of Ronald W. Perry, Tallahassee, Florida, to the position of Recreational
Director, effective June 1, 1958, with a yearly salary, of $5,200.00 and $.aO0.00 travel expense.
On motion of Commissioner Higginbotham, seconded by Commissioner Gatchel and carried,
current invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic
National Bank Vouchers Nos. 2185 thru 2338, 'General. Fund Florida State Bank Vouchers Nos. 1658
thru 1711, Water & Sewer Sanford Atlantic National Bank Vouchers Nos. 230 thru 236, Public
Projects Sanford Atlantic National Bank V~uchers Nos. 93 thru 96, and Public Projects Florida
State Bank Vouchers 42 and $3.
On motion of Commissioner Hlgginbotham, seconded by Commissioner Brown and carried,
minutes of regular meeting of January 27, 1958, approved.
Application ne×t submitted by Samuel Fulton for license to o~ rate taxi within corporate
limits of the City, and on motion of Commissioner Higginbotham, seconded by Commissioner
Gatchel, same was approved on'recommendation of Police Chief Williams.
Certificates dated February 5, 1958, next submitted by Carroll Daniel Construction
Company, covering work completed through January 31, 1958, under contract for construction of
Civic Center, Fire Station and Swimming Pool, as per Certificates of Approval of Architect
John A. Burton, IV, and on motion of Commissioner Higginbotham, seconded by Commissioner
Wilson and carried, the Commission authorized payment of the same in the amounts as follows:
