February 25 at 8 P N 19~ 58 Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted said Ordinance No. 630, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA ADOPTING THE SOUTHERN STANDARD BUILDING CODE 1957-58 REVISED EDITION, INCLUDING ALL FEES AND CHARGES TNEREIN AS THE BUILDING CODE OF THE CITY OF SANFORD, FLORIDA. Moved by Commissioner Wilson, seconded by Commissioner Gatchel' and carried authorizing the City Clerk to publish as Iegal~"Notlce' in the Sanford Herald adoption of the Southern Standard Building Code 1957-58 Revised Edition by Ordinance No. 6~0. After discussion, moved by Commissioner Higginbothmm, seconded by Commissioner Gatchel and carried to hold a "Public Hearing" on March 24, 1958 to consider closing, vacating and abandoning Monroe Street from French Avenue to Holly Avenue. Mr. John Krider, manager of the Seminole County Chamber' of Commerce, next appeared and spoke in favor of holding the property in the vicinity of Monroe Street for industrial de- velopment and oVoJected to the consideration of this property for a motel and restaurant establishment. After consideration, moved by Commissioner Brown, seconded by Commissioner Gatchel and carried, authorizing the City Manager to attend an Annual Short Course for City Managers in Clearwater, April 13 to 16, 1958, and appointing City Clerk as Acting City Manager during his absence. The City Manager reported that Mr. Ronald W. Perry had accepted the appointment as City Recreational Director effective June l, 1958. M. A. Yelving~on, Building Inspector, next appeared and reported that section 101.$, paragraph (e) of the Building Code, requires that when the occupancy of a building is changed that the new occupancy must comply with restrictions of the build, lng code, and further that there now exlste5 a tire sales company which had. changed locations and did not meet the safety requirements for tire storage at their new location. After discussion, moved by Commissioner Gatchel, seconded by Commissioner Brown and carried, to refer said non-compliance to the Board of Adjustments .and Appeals for the Building Code and to recommend a variance for a limited time for their consideration. After discussion, moved by Commissioner Gatchel, seconded by Commissioner Higginbotham and carried to transfer $82.00 from account No. lll4, City Commission-Mayors Fund, to account No 8134, Publicity, to cover cos~ of $157.00 for. mail-away editio~ of Sanford Herald for which only $75.00 was appropriated. City Manager reported that a piano had been offered to be donated for use in the Youth Recreation Wing of the Civic Center in consideration of paying transportation and re- conditioning cost in the amount of $80.00. Moved by Commissioner Gatchel to accept the piano as~offered and to approve payment of $80.00 for transportation and reconditioning cost from Account No. 4226, Recreational- Equipment General. On motion of Commiss~.oner Wilson, seconded by Commissioner Higginbotham and carried, minutes of regular meeting of February 10, special meetings of February 17 and February 18, 1958, approved. Mayor Warner stated that a local cal;erer was desirious of operating the facilities al; the Civic Center on an exclusive basis. After discussion, the Commission fell; thai; such acl;ion would be contrary to l;he desires of the organizatiohs using l;he Civic Center and il; should be the privilege of each organization to obl;ain a caterer of their choice.
