The first orOer of business being a public hearing to consider rezoning the property as proposed and described in the following legal "Notice" published in ~'~the Sanford Herald on February 17, 1958: NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMENDMENTS IN CER- TAIN DISTRICTS AND BOUNDARIES oF THE ~.ONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given gb~at a Public Hearing will be held at the office of the City Commission in the City Hall in the City of Sanford, Florida, ag 8'L00 o'clock P. M., March 10, 1958, to consider the following changes and amendments to the Ordinance of the City of Sanf ord, Florida: (a) The property zoned in District R-1 (Single-family), located on the East and West sides of Palmetto and Magnolia Avenues be- tween 7~h and 9th Streets, is proposed to be changed go R-2 (Multiple-family) District. Said property being more parti- cularly described as Lots 6 to lC, inclusive, of Block 9, Tier l; Logs I go l0 inclusive, of Block 9 Tier 2; Lots i to 5, in- clusive, of Block 9 Tier 3; Lots 6 to lC, inclusive of Block l0 Tier l; Lots i to 10, inclusive of Block l0 Tier 2; and lots I go 5, inclusive, of Block 10, Tier 3, of E. R. Traffords Map of Sanford. (b) The property zoned in District R-I (Single-Family), bounded on North by 24th Street, South by 25th Street (Geneva Ave) West by Jefferson Court, extended, and on the East by the East section line of Section 31, Township 19 South, Range 31 East, is proposed to be changed to R-1-B (Single-Family) Dis- trict. Said .~.roperty being more particularly described as Lots , 6 9 thru 15 and 29 thru 55 of Block 2; All of Blocks &, 5 ~"~'.' ~., and. 8 thru 17, of Wynnewood Subdivision; and RePla~ of Blocks 2 and ? of Wynnewood Subdivision. The property zoned in District R-5 (multiple-family) located on East side of Southwest Road between 13th and 16th Streets, is proposed to be changed to C-1 (Commercial-Retail) District. Said property being more particularly described as Lots 6, 7 and 8 of Block 8, Meisch Subdivision; Lots 18, 19, 20, 21, 22 23 and 2&, Cages Addition; that part of Lot 20 of Robinson's Survey lying within 150 feet of Southwest Road; and ghat part of unplatted par~ of SW~ of NW¼ of NE~%:6~:~i. Section _35, Township 19 South, Range 30 East, lying within 150 feet of Southwest Road. All parties in interest and citizens shall have an opportunity to be heard ag said hearing. The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against rezoning the property as proposed and described in paragraph (a) in the foregoin~ notice. There being no objections registered, Commissioner Gatchel moved that the property described in paragraph (a) be rezoned as advertised. The Chairman then announced that the Commission would be gland to hear from anyone in favor of, or against rezoning the property as proposed and described in paragraph (c) in the foregoing notice. Alfreda Wallace appeared in favor of the ~roposed rezoning to establish a guest home at 1407 Southwest Road. There being no objections .registered, Commissioner Gatchel moved that the property described in paragraph (c) be rezoned as advertised. Seconded by Commissioner Brown and ca rr led. Commissioner Wilson next in~m~oduced Ordinance No. 6.33, entitled: AN ORDINANCE OF THE' CITY OF SANFORD, FLORIDA AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN 0R- DINANCE ESTABLISHING A ZONING PLaN WITHIN THE CITY OF SANFORD, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY IN DISTRICT R-l, SINGLE R~MILY RESIDENTIAL DISTRICT, TO R-2, MULTIPLE FAMILY RESI- DENTIAL DISTRI CT. and same was placed on its first reading and read in full. Commissioner Wilson then moved the waiver of the requirement of the second reading said Ordinance No. 633, and that same be placed on its final passage and adoption. Col. Herbert Gee of the engineering firm of Gee and Jensen, next apoeared, to oresent a method of financing the advanced planning of the proposed Docks and Terminal Pro- Ject by the Housing and home Finance Division of the Public Housing 'Authority, said funds to be available without interest costs and to be repaid at date of construction of said project. Col Gee stated that an estimated l¼ million tons of cargo would move over the proposed Sanford-Titusville Canal, a great proportion of which would be.petroleum products. Home Finance Division the proper application so as to obtain funds for the advanced planning of the pro- posed Docks and Terminal project,' Letter next submitted from Captain L. A. Arthur, Commanding Officer of the Sanford Naval Air Station, requesting consideration of bus service from the Downtown area to the Naval A'i~ st'~'0n-~'~t'hro'~'h '~he '0~eration of an active franchise~ C. W. Elrod, owner of the Sanford Transit Company, and his attorney Mack Celveland Jr., next appeared, to request renewal of the expired bus franchise, and expressed that they were prepared to provide bus service by March 15, 1958 according to the schedule requested by the Naval Air Station and to extend this service to other areas wherever it is warranted. After consideration, moved by Commissioner Brown, seconded by Commissioner Gatchel and carried authorizing the City Manager and City Attorney to prepare a franch~ss for the operation of bus service by the Sanford Transit Company for a period of 5 years, with an option to renew for an additional 5 years for approval of the Commission. Letter next submitted from Lee Brothers Plumbing and Heating Contractors setting forth acceptance of sale of East half of Block l, Tier 9, and all of Block 1N, Tier l0 for the sum of $15,353.00 and further stating that said .property would be returned to the City for the sale price if construction of facilities on said poperty has not begun within one year, and on motion by Commissioner Gatchel, seconded by Commissioner Wilson and carried authorized the City ~;ttorney to prepare a deed and agreement transferring above described property under the terms as set forth above, and authorized execution of said deed and agreement. M., April 14, 1958, ~o Oonsider closing and vacat- ing the aforesaidalley, and retaining the entire width as a u%ili~y easement. Reques~ nex~ submitted for a s~reet ligh~ to be installed at the corner of 7th S~ree~ and Jessamine Avenue and on request of City Manager for sufficient time ~o investigate the feasibility.of such installation, moved by Commissioner Gatchel to ruble action until March 24, 1958. Letter nex~ submitted from Douglas Stenstrom, Attorney representing Harold Hunt of ~he Florida Monument Company of Winter Park, advising that Mr. Hunt desired to ~ake over the opera~ion of the municipal cemetery. After consideration, moved by Commissioner Brown, seconded by Commissioner Gatchel and carried authorizing ~he City Manager and City Attorney to mee~ wibh Harold Hunt and A~torney Douglas Stens~rom ~o negotiate an agreement, and upon completion to submit same ~o the Com~ission. Moved by Commissioner Brown to table any action regarding the Yacht Club Building. Seconded by Commissi~uer Wilson and carried. After discussion, moved by Commissioner Gat chel, seconded by Commissioner Brown and carried authorizing the City Attorney to amend the occupational license tax Ordinance to in- clude a fee of $25.00 for the occupation of public bookkeepers and tax consultants. After discussion, moved by Commissioner Gatchel, seconded by Commissioner Brown and carried to prohibit the painting of advertisements on the fence at the Memorial Stadium. The City Manager reported that the Gulf Life .Insurance Company has submitted to the City an improved group hospitalization insurance plan broader in coverage but at a greater cost. After discussion, moved by Commissioner Gatchel to table any action on the afore- mentioned insurance until additional companies could be contacted to submit plans. Seconded by Commissioner Brown and carried. Recommendation next submitted by Chief of Fire Department for advancemen~ effective March l, 1958, from Grade 17-C go Grade 17-D of the Pay schedule the employees in the Fire Department as follows: J. Holloway Moved by Commissioner Wilson, seconded by Commissioner Brown and carried approving the aforesaid advancements, on ~he recommendation of the City Manager. On motion of Commissioner Gatchel, seconded by Commissioner Brown and carried, cur- rent invoices and payrolls ne×t aoproved, as evidenced by General Fund Sanfor8 Atlantic National Bank Vouchers Nos. 2339 thru 2462, General Fund Florida State Bank Vouchers Nos. 1712 thru 1742, Water & Sewer Sa~fo~d Atlantic National Bank Vouchers Nos. 237 thru 241, Public Projects Sanford Atlantic National Bank Voucher~':~No. 97. The City Manager presented an extensive study of proposed area u~der consideration for annexation, outlining the cost of capital improvements necessary, maintenance expenses and anticipated revenues from ~his additional are~. Mrs. Edna Norman, Secretary of the Fringe Area Tax Payers Association, next appeared in favor of holding a secret vote on the question ofaqnexation by the affected residents. Certificates dated March 10, 1958, ne~:t submitted by Carroll Daniel Construction Co., covering work completed through February 29, 1958, under contract f.%r constrUction of Civic Center, Fire Station and Swimming Pool, as per Certificates of Approval of Architect John A. Moved by Commissioner Higginbotham,to recind the motion to table action on the future disposit~on of the Yacht Club Building, and to authorize the City Manager to demolish and re- move the Yacht Club structure upon completion 'of the Civic Center.
