Tamm, Jr., Police Chief R. G. Williams Absent: Commissioner A. L. Wilson The meeting was called to order by the Chairman. The first order of business being the further consideratim of the proposed renewal of a Bus franchise with the Sanford Transit Com~ ny, however, due to the absence of C. W. Elrod, owner of the Sanford Transit Comp ny, and his attorney M.' N. Cleveland, Jr., moved by Commissioner Higginbotham, seconded by Commissioner Brown and carried to table consideration of this item until regular meeting o'f April 14, 1958. Attorney Douglas Stenstrom, representing Harold Hunt, next appeared, stating he ~ad submltted to the Ci~ Manager a p~oposed clan for the Orlvate opera,ion of the municipal cemetery by Mr. Hunt. Harold Hunt, next appeared, stating that his proposal included setting uo a "Trust Fund" for the oerpetuaI care of the lots sold by him and that a care~ake'r se~Ice would be offered for a nominal fee for those lots sold previously by the City and for which the City is now extending caretaker service. The Commission referred the proposed plan to the City Attorney for his consideration and to be presented again at the ne×t' meeting. Elmer Brookins, lO13 W 13th Street, next appeared to submit d request for a permi~ to operate one additional taxi cab by the Streamline Cab Company, of which he is a part owner. After consideration, moved by Commissioner Higginbotham, seconded by Commissioner Gatchel and carried to deny the request based on the number of taxi cab permits already is- sued and due to negligence of this company in the past month to carry proper insurance as required hy City Ordinance. Cmsideration next given to a request submitted at meeting of March 10, 1958, for a street light at the corner of 7th Street and Jessamine Avenue. After discussion and on recommendation of ~he City Manager, moved by Commissioner Brown, seconded by Commis~sioner Gatchel, and carried, approving installation of eight street lights at the locations as follows: Intersection of 7th Street and Jessamine Avenue. 3. 5. 6. 7. 8. L. Collins from the Zoning and Planning Commission, and on motion of Commissioner Hlgginbotham, seconded by Commissioner Brown and carried, same was accepted, and M. L. Raborn, Jr., was appointed to fill this vacancy. The City Attorney was authorized to send a copy of the proposed gas franchise to,he Sanford Gas Company for ~heir consideration. Commissioner Higginbotham next introduced Ordinance No. 636. entitled: 366 MINUTES City commission, San£ord, Florida, March 24 at 8 ?. Mo 19 58 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA AMENDING CHAPTER 14, SECTION lg-13 THEREOF, THE CODE OF THE CITY OF S~NFORD, FLORIDA 1954, ADDING THERETO OCCUPATIONAL LICENSE CLASSIFICATION OF BOOK- KEEPERS AND TAX CONSULTANTS WHEN NOT A PART OF OTHER EMPLOYMENT, AND SETTING THE FEES THEREFOR. and same was placed on its first reading amd read in full. Commissioner Gatchel next introduced Ordinance No. 637, entitled: AN ORDINANCE OF THE CITY OF SANFORD; FLORIDA AMENDING cHAPTER 24, ARTICLE III, SECTION 24-10-THEREOF, SAID SECTION RELATING TO REQUIRED COVERAGE .AND AMOUNTS OF LIABILITY INSURANCE FOR TAXICAB OPERATION, SAID AMENDMENT .INCREASING THE REQUIRED AMOUNT OF COVERAGE AND REQUIRING ADVANCE PREMIUM PAYMENT. and same was pla ced on its f ir'st readlng and read in full. Commissioner Gatchel next introduced Ordinance No. 6~8, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN OR- DINANCE ESTABLISHING A ZONING PLAN WXTHIN THE CITY OF SANFORD, .SAID AMENDMENT ~TRANSFERRING CERTAIN TERRITORY IN DISTRICT R-5, MULTIPLE FAMILY, TO C-l, COMMERCIAL RETAIL. and same was placed on its first reading and read in full. After consideration, moved by Commissioner Brown, seconded by Commissioner Gatchel and carried, authorizing the City Attorney to prepare an amendment to Ordinance No. 375 setting forth a Second Fire District. The City Manager requested a transfer of funds in the amount of $2,000.00 from sewer extensions account No. 9529 to sewer repairs & replacements Account No. 9525, to cover un- expected sewer repairs, and moved by Commissioner Higginbotham, seconded by Commissioner Gatchel and carried, on approval of transfer, On motion of Commissioner Higglnbotham, seconded by Commissioner Brown and carried, minutes of regular meetings of February 2g, and March 10, and special meetings of March 12 March 19, 1958, approved. The City Manager reported that due to the trimming of shrubbery injured by the freeze the trash collections have been heavily overtaxed and that the ~rucks had been unable to maintain their schedule without working overtime, and on motion of Commissioner Higginbotha~ seconded by Commissloner Brown and carried approving such action and to authorize continuance until pick-ups are nm~mal. Jesse Cook, 2~05 Magnolia Ave., next appeared protesting trash piled on a vacant lot across from his home, stating it had been there since July ~, 1957. The City Manager 'informed Mr. Cook that it was not the policy of t~e City to remove the debris from clearing land, however, he would inform the owners of the prooerty of the condition. Judge E. A. Olliff, Jr., next appeared recommending Suspension of 60 day sentence against John Harry Gaines, Case No. 58545 tried in the Municipal Court on February 21, 1958, and on motion of Commissioner Higginbotham, seconded by Commissioner Gatchel and carried, the Commission approved the recommendation. Judge E. A. Olliff, Jr., next recommended suspension of the balance of order to padlock rooms of a roomin~ house operated by J. E. Jones at Z~22 E ~th Street,~Case No. 58296 tried in the Municipal Court on January 7, 1958, and. on motion of Commiss~.oner H!gg!nbotham, secor~,ed by Commlss~.oner Gatchel and carried, the Commiss~on aporove~ the recom~endatlon. The Zoning and Pianning Commission next submitted a pian for the construction of duplex apartments in certain R-1 and R1A d~mtricts, and same was referred to the City Attorney for his consideration and opinion.
