The City Commission of the City of Sanford, Florida met in regular session at the City
Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on April 15, 1958.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider prohibiting the use of
land for Trialer Parks and for Junk Yards within the City in accordance with the following
notice oublished in the Sanford Herald on Marbh 25, 1958:
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES
AND AMENDMENTS TO THE ZON!~G ORDINANCE OF
THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held in the City
Commissioners' Room at the City Hall'In the City of Sanford, Florida, at
8:00 o'clock P.E. April 14, 1958, to consider amending the Zoning Ordinance
of the City of Sanford so as to exclude th~ use of land 'for Trailer Parks,
and for Junk Yards.
All parties in interest and citizens shall have an opportunity to be
heard at said hearing.
By order of the City Commission of the City of Sanford, Florida, this
17th day of' March% 1958.

The Chairman then~announced that the Commission would be glad to hear from anyone
in favor, or against, prohibiting the use of land for Trailer Parks and for Junk Yards as
described in the foregoing notice.
There being no objections registered, Commissioner Gatchel moved to exclude the use
of land for Trailer Parks and for Junk Yards, and that the City Attorney prepare the necessary
ordinance for adootion. Seconded by Commissioner Wilson and carried.
The next order of business was a Public Hearing to consider vacating, clOsing and
abandoning a certain public alley in accordance with t he following'notice published in the
Sanfor~ Herald on March 25, 1958:
TO ~OM IT MAY CONCERN:
You will take notice that 'the City Commission of the City of Banford, Florida,
at 8:00 P. M. on April 14, 1958, at the City Comm{ssioners' Room at the City Hall in the City
of Banford, Florida, will consider and determine whether or not the City will close, vacate
and abandon any right of the City and. the public in and to the land delineated on a plat as
an alley and recorded in the Public Records of Seminole County, Florida, maintaining in lieu
thereof an easement for public utilities, which said alley is more partlcularlyd escribed
as follows, to-wit:
That portion of that certain alley between First
Street and Second Street and Mangoustine Avenue

The Chairman then announced that the Commission would be glad to hear from anyone in
favor of, or against closing, vacating and abandoning the alley as described in the forego-
lng notice.
Mr. Fred. George, 5200 W. First Street, owner of property abutting:~sald alley, next
appeared., stating he had no objection to closing that portion of the alley as proposed, pro-
vided that Quintus Ray deed to the"City Lot 18, Gracellne Court, and that it be dedicated as
a Public alley and properly recorded as such so that he would have access to First Street from
that portion of the alley abutting his property.
There being no other objections registered, Commissioner Higglnbotham moved that the
alley be closed, vacated and. abandoned as advertised, and to maintain in lieu thereof an
easement for public utilities, and that the City Attorney prepare the necessary ordinance for
adoption, provided that the City be deeded Lot 18, Graceline Court to be dedicated as an
alley and to receive a l~ foot easement for utilities across lots 25 and 26, Graceline Court.

After consideration, moved by Commissioner Higglnbot~am, seconded by Commissioner
Gatchel and carried, to pay the Seminole Jaycees the sum of $40.00 towards the purchase of
lion cub for the City Zoo.
Mr. Clifford McKibbin, president of the Seminole County Chamber of Commerce, next
appeared, requesting the Commission to designate V. A. Williams, Jr., as representative of
the City to appear in Wachlngton, D. C., April 28, 1958 in support of the Sanford-Titusville
Canal. Also for the City to pay the travel expenses of Yr. Williams to Washington, advising
that the Chamber of Commerce and County were sen~ing representatives.
Thereupon Commissioner Higglnbotham introduced Resolution No. 907, and after being

WHEREAS, said canal would provide a vital lake in an effective comprehensive waterway
system for the State of Florida, and more particularly Central Florl~a, adding greatly the con-
tinued oromotion of industrial and trade facilities and insuring cheap transportation so vital
thereto, to~ether with expanding the opportunities for tourist and trade promotion, and
WHEREAS, the City Commission of the City of Sanford, Florida has felt and now feels

directly promote immediate industrial and trade expansion throughout the area, and
WHEREAS, the City Commission of the City of Sanford, Florida f'eels that such project
Is so important to the future .growth of Central Florida that a representative on behalf of
the City is necessary in order that the views of the governing body of the City of Sanford,
Florida can be expressed at the hearing regarding said canal on april 28, 1958 in Washingtcn,
D. C.
NOW THEREFORE, BE IT RESOLVED That the City Comr0isslon of the City of Sanford,
Florida herewith endorses the immediate construction of the Sanford-Titusvil!e Canal, and
hereby appoints Volie A. Willian~, Jr. as the official representative of the City of Sanford,
Florida, and directs that he appear at the public hearing in Washington, D. C. on Aorll 28,
1958, and at such hearing strongly advocate on behalf of the City of Sanford, Florida and the
~eople therein, the immediate construction of the Sanford-Titus~ille Canal.

Recommendation ne~t submitted from the Zoning and Planning Commission to designate
Sanford Avenue as one-way traffic north and Palmetto Avenue as one-way traffic south, both
from First Street ~o 9th S~reet.
Clifford McKibbin, a member of the Zoning and Planning Commission, stated that the
Commission in order to alleviate the traffic condition on Sanford Avenue f rom First Street
to Fifth Street had determined that one-way traffic With parking allowed on both sides of the
street was the most feasibile of t. he other alternatives either to widen Sanford. Avenue in
this a rea or to prohibit ~rkin~ on one side of the street.
Ben Katz, spokesman for a group of 6 merchants, objected to designating Sanford Avenue
as one-way traffic, and ~avored widening Sanford Avenue.
Melvin Siskind spoke in favor of keeping the t raffle on a business street such as
Sanford Avenue.
Ed Shlnholser submitt.ed .the suggestion of designating the streets one-Way ~from First
Street to, 7th Street.
After co~ lderation, moved by Commis~oner Gatchel, seconded by Commissioner Brown
and carried to table action until next meeting.
After discussion, moved by Commissioner Brown, seconded by Commissioner Gatchel and
carried, appointing George Andrew Speer to the Zoning and Planning Commission.
After discussion, moved by Commissioner Gatchel, seconded by .Commissioner Wilson and
carried, reappointing Ed Lane. and B. L. Perkins, Jr., to the Board. of Adjustments.
Miss Versa Woodcock next appeared, presenting a petition signed by owners of homes
located near the Miracle Concrete Products Co~oany, 509 S Elm Avenue, and setting forth that
~aid company did create a health nuisance and requested the Commission to restrain the operatic
of this type business in this area.

years been properly located in a Commercial-Industrial Zone, and further that no action
could be taken by the Commisslon unless it could be shown that this company did create a pub-
lic nuisance, and on motlon of Commissioner Gatchel, seconded by Commissioner Brown and
carried, the action requested was denied.

WHEREAS, The City of SanforS, Florida is now completing construction of a Municipal
Civic Center which provides dining facilities, youth recreation facitit~.es, automotive
facilities, and a center for all types of municipal an~ civic activities, and
WHEPJ~AS, In the interest of.pro, per, orderly, ef?ectlve omeration of said municipal
~-ivic Cent er in orSer that the public may receive maximum benefits from such facility, it is
deemed necessary that there be established rules, regulations and charges for its use and
operation,
NOW THEREFORE, BE IT RESOLVED By the City Commission of the City of Sanford, Florida
that there be and there is hereby adopted a uniform schedule .cf regulations and rental pro-
visions governing the use and operation of the Municipal Civic Center of the City of Sanford
Florida, and that such regulations and rental provisions are attached hereto a~d by reference
made a part hereof, and that copies of the same shall remain on file with the City Clerk of
the City of Sanford, Florida for distribution to the public.

carried, to authorize the City Manager and City. Clerk to request from the County the follow-
ina information in regard to annexation of the proposed areas:

2. The owners of commercial establishments.
5. The owners of residences.
Request next submitted by Gordon Sweeney, 11~ Magnolia, to designate the alley south
of Frlst Street and between Magnolia and Park Avenue as one-way traffic going east.
Police Chief Williams stated that in several instances this alley had been tried on
a one-way traffic basis, but that the majority of merchants seemed to prefer the two-way

and carried to deny the request.

1. Ap:0ol.nt City Manager. W. E. Knowles as representative to handle all correspondence
and sign agreements.
2. Designate the firm of Gee & Jensen as consultln~ engineers on a tentative
basis, without a formal agreement.
5. Authorize the City Attor. ney to prepare a resolution authorizing the filing
of said application.
4.Designate the general location of the project to-wit: north of the bulk-
head and'~etween the west city limits and French Avenue.
5. Authorize the City Manager to certify that this project fits into .the local
plannin~ program.
After consideration, moved by Commissioner Gatchel, seconded by Commissioner Brown
and carried to table for further study action to establish a method to finance this project.
The City Attorney reported that the [roposed rezoning to accommodate duplex apart-
ments as recommended by the Zoning & Planning Commission could not be ad~pted to conform
with the Zonl~ Code, and on motion of Commissioner Brown, seconded by Commissioner Gatchel
and carried, recommend_ed rezonln~ was referred back to the Zoning & Planning Commission for
further study.

Recommendation next submitted from the Zoning & Planning Commission to rezone Lot
15 and the N. 25' of Lot l&, Block 20, Second Section, San Lanta Su~dlvislon from R-1 to R-2
(Multiple Family) District in order that the dwelling located thereon be used as a doctor's
office.
After consideration, moved by Commissioner Higginbotham, seconded by Commissioner

The City Manager reported that Brailey Odham, who has an option to purchase the 55
Acre tract south of the City Limits on which he has paid ~1~,750.00, had reported that he
would not be able to develop this tract in the near future due to starting construction in
Sunla. nd Estates subdivision, ~owever, he would consider returning the land to the City for
the Durchase ~rice.
After discussion, moved, by Commissioner Hi~lrh~tham, seconded by Commissioner Brown
and carried, authorizing the City Manag..~r to inform Mr. 0dham that the Commission was still
in favor of completing the sale as ~er the original a~reement.
After discussion, moved by Commissioner Higginbotham, seconded by Commissioner Wilsan
and carried, authorizing the City Manager to investigate the poss. itlllty of paving the patio
area of the Youth Wing of the Civic Center, which was eliminated from the construction con-
tract.
Request submitted by the Parent and Teachers Association of Crooms Academg and pedes-
trian control measures in the vicinity of of the school, and. on motion of Commlss}oner Wilson,
seconded by Commissioner HigFi nbotham and carried, same was referred to the City Manager
and Police Chief for investigation and recommendation.
The City Manager reported ~hat a permit had been received, from the State Road Dept.,
to install a signal light at the intersection of French Avenue and 20th Street, ard after
discussion the Commission authorized the City Manager to advertise for bids for this install-
ation.
After discussion and on being informed that the City already had the standard, moved
by Commissioner H!g~inbotham to install one additional 20,000 lumen white way light at the
Civic Center. Seconded by Commissioner Brown and carried.
