The City Commlsslon of the City of Sanford, Florida met in regular session at the
City Hall in the City of Sanford, Florida ~at 8:00 o'clock P. M. on April 28, 1958.
Present:

The meetlng was called to order by the Chairman.
The first order of business was a continuation of the discussion of the traffic
problem on San~rd Avenue.
City Manager Knowles submitted an estimated cost of widening Sanford Avenue aporoxi-
mately 8 feet from 2nd Street to 6th Street as follows:

Also, estimated costs for installing 15 mercury vapor lights, 20,000 lumen units,
would be $5,000.00.
E. Bud Moughton, spokesman for the Sanford Avenue Improvement Association, merchant s
whose businesses are located on Banford Avenue, next appeared and submitted the following re-
quest:
1. Widen Sanford Avenue from First Street to Sixth Street.
2. Arrange for off-street parking space.
Provide better street lighting.
4. Provide for widening Sanford Avenue from 15th Street to
25th Street at a future date.
Ben Katz, next appeared, and spoke of the desire for urgent action and that his
association would contact the property owners on Sanford Avenue in an effort to clean up and
repair their business property.
After consideration, moved by Commissioner Hlgglnbotham to include in the budget for
the ne×t fiscal year the sum of $]:~,675.00 to ~rovlde for the widening of Sanford Avenue
from Second Street to Sixth Street and to provide for installation of 15 mercury lights.
Seconded by Commissioner Gatchel and carried.
Leroy Anderson, Superintendent of the Atlantic Coast Line Railroad, next requested
consideration of adoption of a resolution requesting the removal of passenger trains No.
80 and 89, and further stated that his company had suffered an annual loss of $192,899.00
after taking into account all revenues derived from the ooeration of these two trains. Mr.
Anderson stated that before any passenger train could be removed from service it would be
necessary to apply to the Florida Railroad and Public Utilities Commission for approval and
at which time the aforesaid resolution would be submitted.

appeared, stating theft the resolution was requested to present before the Florida Railroad
and Public Utilities Commission in order that t. he Commiss~ion would recognize the managements
decision affecting the operation of these trains.
P. T. Meeks, Chairman of the Locomo'tiVe Trainmen, next appeared, stating that these
were the only local trains operating during the day and that Sanford was the terminal station
of these trains and opposed any action of 'the' Commission approving the requested resolution.
Rudy Sloan, legislative representat'iv~ of the Brotherhood of Locomotive Engineers,
next appeared opposing adoption of the said're'solution.
Ed Kirchhoff, manager of W. E.' Kirchhoff, ne×t aooeared, stating that his firm engaged
in growing flowers and. shipped their product by the above mentioned trains and that discon-
tlnuance of said trains would be greatly detrimental to has business.
Commissioner Warner stated that the discontinuance of these trains was ~ot within
the Jurisdiction of the City Commission and that the decision should properly be considered
before the Florida Railroad and Ut'llities Commission.
Commissioner Gatchel outli'ned that the City Commission was not fully appraised of all
the circumstances affecting the operation of passenger trains and therefore the controversy
should be submitted to the proper governing., authority, and that the City Commission should
take no action on the question.
Commissioner Wilson concur'red with Commission C-atchel and stated that thl~ should be
treated with a hands-off policy.
Commissioner Higglrbotham pointed out that the railroad is a public utility and is
therefore a concern of the City Commission, and on this basis moved ~he. ado.pti.on of the pro-
posed resolution not opposing the discontinuance of local trains numbers 80 and 8~. Seconded
by Commissioner Brown and on 'roll call the vote stands as follows:

JuSge E. Ambrose Olliff, next apoeared, and recommended suspension of sentence imposed
on William Paul Elliott, .case No. 58726 of the Municioal Court on March 24, 1958, in con-
sideration of the defendaYcs efforts to enter the'Armed Forces. Moved. by Commissioner Higgln-
botham, seconded by Commissioner Gatchel and carried, that the sentence be suspended.
Application next submitted from. John Henry Smith, 2018 W 18th Street, for permit to
ooerate a taxicab, and in consideration of the number of taxicabs now in operation, moved
by Commissioner Higginbotham, seconded by Commissioner Gatchel and carried to deny the ap-
plication.
Request next submitted by Myron A. Reck, Owner of Radio Stat! on WTRR, for a mview
of the 99 year lease with his company to amend with a downward revision the rental percent-
age provision or to purchase the property at a nominal sum.
After discussion, moved by Commissioner Higginbotham, seconded by Commissioner Gatchel
and carried to deny the request to revise the rental percentage provision, and. to offer to
selI the 'property at the prevailing appraised value.

After consideration of the improvement in the flow of traffic and the appearance of
the street as a result of parallel parking, moved by Commissioner Gatchel, seconded by Corn-
missioner Higginbotham and carried to deny the request.
In :consideration that Mr. Gut was not present after making the above request, moved
by Commissioner Gatchel, seconded by Commissioner Brown and carried to table action on the
above motion until next meeting.

After consideration, moved by Commissioner Hig~inbotham, seconded by Commissioner
Brown and carried, authorizing City Attorney to prepare an ordinance establishing closing
hours for the ~sale of alcoholic beverages by chartered Clubs a~ defined by applicable laws~i~
of the State of Florida.
Request ne×t submitted by local photographers to amend the licensing ordinancs to
place a fee of $500.00 on photographers, with local photographers to~ be given credit of
$475.00 for a picture for the City, and after consideration moved by Commissioner Hig~'inbotham
seconded by Commissioner Gatchel and carried to deny the request.
The next item of bus~.ness was the consideration of off-street parking behind the
Civic Center, and. after discussion, moved by Commissioner Higginbotham, seconded by Com-
missioner Gatche! and carried, to table any action because the municipal parking lot is
only one block away.
On motion of Commissioner Hig~inbotham. seconded by Commissioner Wilson and carried.

in Fort Mellon Park to an office and storage room for the Recreational Director.
