051258-Regular Sessioni MINUTES City Commission, Sanf0rd, Florida,. Ma 19. 58 ' The City 0bmmission of the City of Sanford, Florida met in regular session at the City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on May 12, 1958. Present: Commissioner Merle Warner, Mayor " R.S. Brown " D.M. Gatchel " Earl Higglnbotham A.L. Wltson City Attorney W. C. Hutchison, Jr. City Clerk H. N. Bayer City Manager W. E. Knowles Police Chief R. G. Williams The meeting was called to order by the Chairman. James B. Gut appeared on behalf of Charlle Merriwether, owner of store building at the northwest corner of Second Street and Ma['.nolia Avenue with seven tenants, and requested the parking from First Street to Second Street on Magnolia Avenue be changed back to diagonal parklng, and recommended to widen Magnolia Avenue on the West side in order to affect this change. Commissioner Oatchel pointed out that para!~el parking had been instituted in order to~romote an orderly flow of traffic. Sidney V!hlen of Randall Electric Comoany, next spoke in favor of changing back to angular parking and cited business he has lcst because his customers could not find a park- ing place near his store. A1 Lyon of Sanford Electric Company also spoke in favor of diagonal parking. Commissioner Gatchel next moved that his motion of April 28, 1958 to deny the request be pulled off the table, seconded by Commissioner Brown sr~ carried. Mr. Gut stated ~hat after hearing the benefits of parallel parking 'that he wished to wlthdraw his request for diagonal parking, and urged the strict enforcement of the parking time llmlta~ions. , Thereupon, Commissioner Gatchel requested that his motion be withdrawn. Seconded by Commlssloner Brown and carried. The City Manager and Chief of Police were next instructed to. study the parking problem at thls area and to submit recommend~tions. On motion of Comm!ss~.oner HIFginbotham, secomded by Commissioner Gatchel and carried B. L. Perkins, Jr., was re-apoolnted as a member of the Sanford Housing Authority commission for another 4-year term commencing May 20, 1958. Request next submitted by the American Legion for a permit to operate a bar as a c~artered club. Moved by Commissioner Hlgg!nbotham to grant the request provided they meet the State Beverage Deoartment Requirements and to operate the same hours as other chartered clubs in the City. Seconded by Commissioner Gatchel a~. carried. John Burton, Architect, next revorted that change orders approved in the amount~of $16,~75.00 had been over expended by approximately ~600.00, however, he anticloated a credit of $1,000.00 on painting. He also reported that it would be necessary to erect a fence around the Goldsboro Swimming Pool at estimated cost of $883, which was not included in the construction contract. M. 19. 58 Moved by Commissioner Higginbotham, seconded by Commlss&oner Gatchel,and carried, authorizing the installation of screens at the Civic Center at a cost of .$790.50. Representatives of the Pilot Club next appeared in protest of the fee set for the use of the Civic Center for civic club meetings. Letter next submitted from the Business and Professional Women's Club setting forth the desire for a reduction of the rental rate for the use of the Civic Center for their monthly meetings. Architect Burton pointed out the possibility of damage to the building by using it without airconditioning, as a result of insects staining the interior. After discussion, moved by Commissioner Gatchel that the rates on the use of the Lobby Room be changed from $5.00 to $2.00 p~r hour for use by Class B or Class C lessee. Seconded by Commissioner Higginbotham and carried. After further consideration, moved by Commissioner Higginbotham that the rates for the use of the Auditorium or Auditorium Annex by Class "C" lessee remain as outlined in the Resolution establishing the Rates and Regulations for use of the Civic Center Building. Seconded by Commiss~oner Brown and carried. The City Manager reported the estimated cost of $1,055.~& for installing 4 white-way street lights along Seminole Boulevard between Sanford Avenue and Palmetto Avenue and on Sanford Avenue between First Street and Seminole Boulevard, and on motion of Commissioner Gatchel, seconded by Commissioner Higginbotham and carried, authorized the installation of the above lights and a transfer of funds from the Contingency Fund to cover same. The City Manager reported the estimated cost of $775.00 for construction of a sidewalk from First Street north to the Civic Center and West from Civic Center to the Municipal parking lot on Seminole Boulevard. After consideration, moved by Commissioner Gatchel, seconded by Commissioner H!ggin- botham and carried approving said construction at estlmated~ cost of $775.00 On recommendation of the City Manager, moved by Commissioner Wilson seconded by Commissioner Brown and carried, authorizing the reclassification of Tommie Robinson from salary class 3-C to ~-D. The City Manager reported the estimated cost of $625.00 for the construction of a block fence across the front of the Water Plant and same was held for consideration in the budget for next year. Recommendatim next submitted from the Zoning and Planning Commission to rezone~om R-1 to C-2, Lots 8, 9 and l0 Block 14, Tier 6, and on mot1~on of Commissioner Higginbotham, seconded by Commissioner Gatchel and carried, the Commission authorized a Public Hearing to be held on June 9, 1958 to consider said recommendations. On motion of COmmlssloner Gatche!, seconded 'by Commissioner Wilson and carried, cur- rent invoices and payrolls next 'approved, as evidenced by General Fund Sanford Atlantic National Bank Vouchers Nos. 2604,thru 2757, General Fund Florida State Bank Vouchers No. 1790 thru 1845, Water & Sewer Sanford Atlantic National Bank Vouchers Nos. 250 thru 254, Public Projects Sanford Atlantic Nat!onal Bank Vouchers Nos. 99 thru 103, Public Projects Florida State Bank Vouchers Nos. &7, &9 & 50. After consideration, moved 'by Commissioner Gatchel to sell to Myron Reck, owner of Radio Station WTRR, Lot ~, Blk l, San Carlos, on which the ~station is located and on which he now has a 99-year lease, said sale to be at the appraised value of $8,500.00 as submitted by A. B. Peterson, Sr., and Rober,t A. Williams, local realtors. Seconded by Commissioner Higginbotham and carried. Request next submitted from two magazines .for pictures of the Ci.vic Center for purpose of featuring story concerning its construction, and on motion of Commissioner Gatchel, Seconded by Commissioner Brown a~ carried same was approved in the amount of $25.00. Report submit ted that the Jacksonville Warehouse and Terminal Comoany, Jsckso:~ville Florida, was interested in loading and unloading 500 ton barges at the bano_~hell pier, and after consideration it was,determined that this was not feasible with these facilities, moved by Commissioner Hig~inbotham ,~ seconded by Commissioner Gatchel and carried to negotiate with this company to work out plans for use of the City's old dock site and land immediately west of the Stan~.ard Oil Company Terminal and Pier. On recommendation of the City Manaf_ier, and on motion of Commissioner Gatchel, secoh0.~.d by Commissioner Brown and carried, the Commission authorized payment of monthly telephone bill of Superintendent of Streets and Refuse, due to his being on emergency call after working hours. On motion of Commissioner Gatchel, seconded by Commissioner Brown and carried, W. A. Kratzert was re-appo=~ted to the Building Board of Appeals There being no further business the meeting adjourned.
