M. 19.~8 The City Commission of ~he City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on May 26, 1958. Present: Commissioner Merle Warner, Mayor " R.S. Brown " D.M. Gatchel " Earl Higglnbotham " A.L. Wilson City Attorney W. C. Hutchison Jr. City Clerk H. N. Sayer City Manager W. E. Knowles Deputy Clerk H. N. Tamm, Jr. Police Chief R.~ G. Williams The meeting was called to order by the Chairman. Floyd Palmer, Agent for the Prudential Insurance Company, presented a check in the amount of $829.00 from his company, which represented an adjustment in the premium on Group Life Insurance on City employees as a result of a favorable experience rate. He further cited that as a result of this adjustment the net monthly cost per employee was only $1.45 for $1,000.00 life insurance coverage and requested the Commission to consider doubling this coverage, and was informed that th~s would 9e taken under advisement in next years budget. A. H. Gaede, President of the Sanford Gas Company, next appeared to present a pro- posed franchise which he had prepared. After considerable discussion, Mr. 5aede was re- quested to refer to the proposed franchis~ submit~ted to him by the City and to prepare an outline of his objections and his recommended substitutions to that franchise. Recommendation submitted from'the Zoning and Planning Commission to rezone from R, 1 to R-2, Lots l, 2, ~3 and 4, Block 29, Mellonville. Mrs. Gertrude B. Dingfelder next appeared in favor of said rezoning stating that her son-in-law desired to construct a professional office on this site. After consideration, moved by Commissioner Wilson, seconded by Commissioner Brown and carried to hold a Public Hearing on June 23, 1958 to consider said rezoning. Recommendation submitted from the Zoning and Planning Commission to consider additionaI zoning that would prohibit residential construction in a Commercial-industrial district,C-2. After discussion, moved by Commissloner Higginbotham, seconded by Commissioner Wilson and carried, to table action on the recommendation as submitted. Myron Reck, owner of Radio Station WTRR, next appeared in regards to purchasing Lot 4, Block l, San Carlos Subdivision, and stated he felt that the appraised value was too high in consideration of other lan~s recently sold by the City. After considerable discussion, moved by Commissioner GatOhel, seconded by Commissioner Higginbotham and carried to sell said property at a price of $6,000.00, which was accepted by Mr. Reck. Request next submitted from the Winn-Dixie Store located on 25th Street and French Avenue, for the City to pave 24th Place between French Avenue and Maple Avenue,and Maple Avenue from 2hth Place to 25th Street. After consideration of the engineering report, the Commission agreed to pave Maple Avenue from 24th Place to 25th Street upon the participation of the abutting property owners, but denied the request to pave 24th PlaCe due to the depth of muck underneath the right-of- way. The City Manager reported that Fred Bryant, a colored labor foreman in the Parks Division, would have to retire due to advance age and ill health. Said employee having been employed by the City at various times since 1921 and continuous service since 1943. MINUTES CiW Commission, Sanford, Florida, May. 26 at 8. P. M. 19 58 On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried, a pension of $15.00 per week was authorized to be paid Fred Bryant until such time as he re- ceives Social Security benefits. Ordinance No. 6~, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VACATING AND ABANDONING THAT CERTAIN ALLEY IN THE CITY OF SANFORD, FLORIDA LYING BETWEEN FIRST STREET AND SECOND STREET AND MANGOUSTINE AVENUE AND AVOCADO AVENUE, MORE PARTICULARLY DES- CRIBED AS EXTENDING FROM THE EAST PROPERTY LINE OF LOT 18, THEN EAST TO THE WEST PROPERTY LINE OF LOT 25, THENCE NORTH TO FIRST STREET, ACCORDING TO GRACELINE COURT, RECORDED IN PLAT BOOK 3, PAGE 99 PUBLIC RECORDS OF SEMINOLE COUNTY, FLORIDA, RESERVING HOWEVER, TO THE CITY OF SANFORD AN EASEMENT FOR PUBLIC UT ILITIES. introduced and placed on first reading at regular meeting of April 28, 1958, was next placed on its final reading. The roll was then called on the final passage and adoption of said Ordinance No. 644 the vote being as follows: Commissioner Warner Yea " Brown Yea " Gat chel Yea " Higgi nbc tham Yea " Wi 1 s on Yea Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanim~ns vote had passed~and adopted said Ordinance No. 644, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA CLOSING, VACATING AND ABANDONING THAT CERTAIN ALLEY IN. THE CITY OF SANFORD, FLOR- IDA LYING BETWEEN FIRST STREET AND 'SECOND STREET AND MANGOUSTINE AVENUE AND AVOCADO AVENUE, MORE PARTICULARLY DESCRIBED AS EXTEND- ING FROM THE EAST PROPERTY LINE OF LOT 18, THENCE EAST TO THE WEST PROPERTY LINE OF LOT 25, THENCE NORTH TO FIRST STREET, ACCORDING TO GRACELINE COURT, RECORDED IN PLAT BOOK 3, PAGE 99, PUBLIC RECORDS OF SEMINOLE COUNTY, FLORIDA, ~ESERVING HOWEVER, TO THE CITY OF SANFORD AN EASEMENT FOR PUBLIC UTILITIES. After consideration, moved by Commissioner Higginbotham, seconded by Commissioner Wil~n and carried, authorizing the City Attorney to prepare a Resolution opposing the adoption of the proposed new state constitution in its present form. After discussion and on motion of Commissioner Higginbotha~ seconded by Commissioner Brown and carried, the working hours of the following departments were revised to become effective June 1, 1958: City Hall Offices Public Works aR Utility Departments 8:30 A. M. to 5:30 P. M. 7:30 A. N. to 12 Noon 12:30 P. M. to 4:30 P. M. The above hours effective Monday through Friday and closed on Saturday. Request next submitted from the organization of ~eterans of Foreign Wars to remc~e the reverter clause in the deed covering property at the Well Field Site on 17-92 south of the City, which the City conveyed to said organization to be used as a building site. After considerable discussion pertaining to the intended use of said property, moved by Commissioner Higginbotham, seconded by~ Commissioner Brown and carried approving removal of said reverter clause, provided that the City receive 75% o£ all profit above the investment of the organization in the event of sale of the property. M. 19 58 located between 18th and 19th Streets and Palmetto and Sanford Avenue, requesting the City to vacate the east-west alley in said block and agreeing to deed to the City the necessary p~operty for a north-south alley in said block. After discussion, moved by Commissioner Higginbotham, seconded by Commissioner Wilson and carried to hold a public hearing on June 23, 1958 to consider vacating said alley. On motion of Commissl oner Brown, seconded by Commissioner Higginbotham and carried minuted of regular meeting of April 28, 1958, approved. There being no further business the meeting adjourned.
